November 1997 This model predicts that without cooperative infrastructure agreements between countries, there will be underinvestment in those forms of infrastructure in which the investments will have spillover effects to other countries. For a relatively small country, for example, there would tend to be more underinvestment in railroad and highway infrastructure to neighboring countries than there would be in airport and harbor infrastructure (carrying goods to the whole world). Bond examines whether trade liberalization should create a greater incentive for countries to invest in transportation infrastructure. He pays special attention to the case of preferential trade liberalization between neighboring countries, where investments in roads or railroads are specific to the partner country and will thus have spillover effects. The existence of spillovers will lead to gains from cooperative agreements about investment levels. Bond shows that in a small country the incentive to invest in infrastructure depends on the level of the tariff when demand is linear. If protection is in the form of a quota, on the other hand, trade liberalization will increase the optimal infrastructure investment. He shows that in a two-country model with spillovers between countries, the cooperative equilibrium may involve either more or less investment than the noncooperative equilibrium, depending on the pattern of trade between the two countries and the degree of substitutability between investments in the two countries. For a relatively small country, for example, there would be more underinvestment in railroad and highway infrastructure to neighboring countries than there would be in airport and harbor infrastructure. The first type of investment is specific to certain markets and is likely to affect the relative price of goods in those markets. The second type of investment, on the other hand, will send goods to world markets generally, where prices are likely to be relatively unaffected by the investments. Bond also examines the desirability of linking regional trade and infrastructure agreements. The prediction generated by his model is that in the absence of cooperative agreements between countries, there will be underinvestment in those forms of transportation in which the investments will have spillover effects to other countries. Bond identifies two forms of gains from infrastructure agreements: * Internalizing the terms-of-trade effects and thus avoiding the inefficient investment levels that arise in noncooperative choices of investment levels. * Internalizing the effects of the infrastructure investment in the tariff negotiation process, in cases where countries cannot commit to future tariff rates. This paper-a product of the Development Research Group-is part of a larger effort in the group to understand regionalism and development.

The authors examine the influence of infrastructure, institutional quality, colonial and geographic context, and trade preferences on the pattern of bilateral trade. They are interested in threshold effects, and so emphasize those cases where bilateral country pairs do not actually trade. The authors depart from the institutions and infrastructure literature in this respect, using selection-based gravity modeling of trade flows. They also depart from this literature by mixing principal components (to condense the institutional and infrastructure measures) with a focus on deviations in the resulting indexes from expected values for given income cohorts to control for multicollinearity. The authors work with a panel of 284,049 bilateral trade flows from 1988 to 2002. Matching bilateral trade and tariff data and controlling for tariff preferences, level of development, and standard distance measures, they find that infrastructure and institutional quality are significant determinants not only of export levels, but also of the likelihood exports will take place at all. Their results support the notion that export performance, and the propensity to take part in the trading system at all, depends on institutional quality and access to well-developed transport and communications infrastructure. Indeed, this dependence is far more important, empirically, than variations in tariffs in explaining sample variations in North-South trade.

A large proportion of the least developed countries are landlocked and their access to world markets depends on the availability of a trade corridor and transit systems. Based on empirical evidence from World Bank projects and assessments in Africa, Central Asia, and elsewhere, this paper proposes a microeconomic quantitative description of logistics costs. The paper theoretically and empirically highlights that landlocked economies are primarily affected not only by a high cost of freight services but also by the high degree of unpredictability in transportation time. The main sources of costs are not only physical constraints but widespread rent activities and severe flaws in the implementation of the transit systems, which prevent the emergence of reliable logistics services. The business and donor community should push toward implementation of comprehensive facilitation strategies, primarily at the national level, and the design of robust and resilient transport and transit regimes. A better understanding of the political economy of transit and a review of the implementation successes and failures in this area are needed.

The Cooperation Council of Turkic Speaking States (the Turkic Council - TC) was established in 2009 as an intergovernmental organization to promote multilateral cooperation among Turkic Speaking States. The four founding member states of the TC are Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey. In addition, Uzbekistan and Turkmenistan are two possible future members of the council. This study aims to investigate the infrastructural investment, trade, logistics and transportation potential of the mentioned countries as well as elaborate these activities among the TC’s current and possible future members. For this purpose, firstly, present situation of the trade among the Council’s current and possible future members has been examined. At this point, it is made clear that the trade volume among these six states is not as much as expected, but it is open to healing. Later, the opportunities and the last developments that may increase the trade volume among the TC’s current and possible future members in line with advancement of their infrastructural potential are explored. In reality, the geographic location of these states is very good. Namely, they are on the old trade route known as the Silk Road channels; however, this road was not active for a long time. Recently, this ancient trade route between East and West was aimed to be revived by China. Besides, India is keen to develop another approach of the Silk Road under the International North South Transportation Corridor (INSTC) initiative. In fact, these are great opportunities for the TC’s current and possible future members. That is, there is a very large volume of trade between China and Europe, and currently almost all of this trade is done through sea transport. Hence, if even a small part of this trade is transported by the Chinese Initiative of the Silk Road, its contribution to the current and potential future members of the TC and their integration into each other will be great. However, at this point, there are some tasks that current and potential members of the TC must complete to mobilize the Silk Roads. In fact, opening of Baku-Tbilisi-Kars (BTK) rail link recently was an important step to make it active, but this is not fully enough. In this work, it is also aimed to set out these tasks from the perspective of each current and potential member. Finally, with the help of this review, the limitations and problems of each state’s infrastructural investment, trade, transport and logistics system have been put forward for improvement studies.
