Bureaucracy and Development by Diana Suhardiman Pdf

The fall of the New Order government in 1998 and the political reform that followed posed substantial challenges for Indonesia's bureaucracy to continue fulfilling its mandate. This book analyses the process of bureaucratic reform in the irrigation sector. Using Irrigation Management Transfer policy as the entry point for analysis, it documents and analyses the irrigation bureaucracy's ability to sustain its power and prominence in the sector's development, amidst and against national and international pressures for reform. The book argues that bureaucratic reform in the irrigation sector, rather than attempting to change the bureaucracy's functioning in the image of national and global (good) governance perspectives and priorities, should instead focus on linking the irrigation bureaucracy's everyday practice more effectively with farmers' needs and aspirations. Reform efforts of the past decades show that Indonesia's irrigation sector development cannot be redirected without the irrigation bureaucracy's knowledge, experience and cooperation, and without strengthening its downward accountability to farmer-irrigators.

The Political Economy of Agricultural Policy Reform in India by Regina Birner,Surupa Gupta,Neeru Sharma Pdf

Agricultural policy reform is one of the major challenges facing India today. Such reform is required to reduce poverty through faster agricultural growth and to promote more sustainable use of natural resources while ensuring food security. Subsidy policies that promote the use of fertilizer and of electricity for groundwater irrigation are in particular need of reform. While subsidies for these two inputs played a crucial role in achieving India's Green Revolution, they have been criticized during the past decade for benefitting large-scale farmers more than smallholders, placing a fiscal burden on the state, and having negative environmental effects. By analyzing the evolution of these input subsidy policies and examining the political processes involved in efforts to reform them, this study throws new light on the factors that have so far prevented a move toward more pro-poor and environmentally sustainable agricultural input policies in India. The authors show that electoral politics, institutional factors, and policy paradigms or belief systems all play an important role in blocking reform. They identify several policy reform options as well as political strategies that can overcome past obstacles to reform. Community-based policy solutions, new coalitions for policy reform, fresh approaches to the policy debate, innovative and consensus-oriented forms of deliberation, and effective use of research-based knowledge can all make positive contributions to Indian policy reform. The analyses and proposals presented in this study will be a valuable resource for policymakers and stakeholders concerned with the politics of agricultural development.

Issues In Indian Agricultural Development by M. Zarkovic Pdf

This work analyzes growth and structural change in Indian agriculture over the last three decades. In order to develop a global perspective, the Indian agricultural growth experience is introduced using parallels and contrasts with other parts of the Third World. The book is characterized by an empirical approach to the underlying economic data and a multi-disciplinary approach to the ramifications of agricultural growth. Considered among these are the transformation of the female labor force, population migrations and changes in human welfare. This book differs from the numerous others on Indian agriculture insofar as it takes a regional perspective, focusing on the causes and effects of inter-state variations.
