MILNE Intelligent Applications Ltd The papers in this volume are the Application Papers presented at ES98, the Eighteenth International Conference of the British Computer Society's Specialist Group on Expert Systems. This year has been yet another "applications" success for the conference with this volume containing seventeen papers describing either deployed applications or emerging applications. All these documented case studies provide clear evidence of the success of AI technology in solving real business problems. Six of these papers were nominated for the Best Application Award during the review process. These nominations were then reviewed by the members of the Programme Committee to select the winning paper. The papers in the volume were subject to refereeing by at least two referees. All papers which were controversial for some reason were discussed in depth by the Application Programme Committee. Ten referees from the industrial and commercial sector and nine referees from the academic sector assisted me in reviewing the papers. The review form asked the referee to score the papers according to a number of dimensions, to rate it overall, and to offer critical comments to me, and to the authors. It also asks the referee to score their expertise in the area of each paper they review. Only reviews from 'expert' referees are used.

There is a growing social interest in developing vision-based vehicle guidance systems for improving traffic safety and efficiency and the environment. Ex amples of vision-based vehicle guidance systems include collision warning systems, steering control systems for tracking painted lane marks, and speed control systems for preventing rear-end collisions. Like other guidance systems for aircraft and trains, these systems are ex pected to increase traffic safety significantly. For example, safety improve ments of aircraft landing processes after the introduction of automatic guidance systems have been reported to be 100 times better than prior to installment. Although the safety of human lives is beyond price, the cost for automatic guidance could be compensated by decreased insurance costs. It is becoming more important to increase traffic safety by decreasing the human driver's load in our society, especially with an increasing population of senior people who continue to drive. The second potential social benefit is the improvement of traffic efficiency by decreasing the spacing between vehicles without sacrificing safety. It is reported, for example, that four times the efficiency is expected if the spacing between cars is controlled automatically at 90 cm with a speed of 100 kmjh compared to today's typical manual driving. Although there are a lot of tech nical, psychological, and social issues to be solved before realizing the high density jhigh-speed traffic systems described here, highly efficient highways are becoming more important because of increasing traffic congestion.

The book explores a cognitive load perspective on instructional guidance. Cognitive load theory is focused on instructional design implications and prescriptions that flow from human cognitive architecture, and it has become one of the leading theories of instructional design. According to this theoretical perspective, the purpose of instructional guidance is to reduce learner potential cognitive overload by providing appropriate information in the right time and in a suitable format. As the learner’s level of prior knowledge is considered as the main factor influencing this decision, the effect of learner prior knowledge on effectiveness of instructional methods (the expertise reversal effect in cognitive load theory) provides the basic framework for the book. The fully-guided direct instruction and minimally-guided inquiry (discovery or exploratory) learning are often discussed in instructional psychology literature as examples of approaches with opposed degrees of guidance provided to the learners. This book considers the whole range of the levels of guidance (including intermediate levels) and approaches the problem of balancing learner guidance from a cognitive load perspective. The significance of this approach is in applying our current knowledge of human cognitive architecture to develop an integrated instructional approach bringing together the best features and advantages of direct instruction and inquiry learning. Both direct instruction and inquiry learning approaches have been around for long time, and their proponents can produce evidence of their effectiveness. This evidence needs to be treated within the context of appropriate learning goals in specific instructional settings for specific types of learners.
