Cet ouvrage a pour but de faire apparaître la diversité des questions de science politique qui se posent dans les deux parties réunies de l'Europe, en invoquant l'exemple de la France et de la Hongrie. Les deux lieux de culture héritent d'histoires différentes où se sont forgés des concepts et des croyances caractéristiques. Les mêmes mots n'y recouvrent pas des significations identiques. Les idées de nation ou de république, par exemple, renvoient à des souvenirs et à des réalités distincts. La sécularisation / laïcisation moderne n'entretient pas ici et là les mêmes passions. Les grandes oppositions politiques laissent surgir des clivages qui peuvent paraître, vus de l'autre rive, presqu'exotiques. Jusqu'aux périodes historiques, qui ne se découpent pas, d'un côté et de l'autre, identiquement. Le désir d'Europe, issu des fondements communs et conséquemment des idéaux communs, émerge de cette hétérogénéité : mystère d'une Babel qui entretient ses multiples langages tout en approchant la concrétisation de son unité originelle. Trois centres universitaires de recherche, l'un hongrois et les autres français, ont réuni ici une équipe pluridisciplinaire, composée essentiellement de jeunes chercheurs, issus de plusieurs pays européens.
