Ethical and Scientific Issues in Studying the Safety of Approved Drugs by Institute of Medicine,Board on Population Health and Public Health Practice,Committee on Ethical and Scientific Issues in Studying the Safety of Approved Drugs Pdf

An estimated 48 percent of the population takes at least one prescription drug in a given month. Drugs provide great benefits to society by saving or improving lives. Many drugs are also associated with side effects or adverse events, some serious and some discovered only after the drug is on the market. The discovery of new adverse events in the postmarketing setting is part of the normal natural history of approved drugs, and timely identification and warning about drug risks are central to the mission of the Food and Drug Administration (FDA). Not all risks associated with a drug are known at the time of approval, because safety data are collected from studies that involve a relatively small number of human subjects during a relatively short period. Written in response to a request by the FDA, Ethical and Scientific Issues in Studying the Safety of Approved Drugs discusses ethical and informed consent issues in conducting studies in the postmarketing setting. It evaluates the strengths and weaknesses of various approaches to generate evidence about safety questions, and makes recommendations for appropriate followup studies and randomized clinical trials. The book provides guidance to the FDA on how it should factor in different kinds of evidence in its regulatory decisions. Ethical and Scientific Issues in Studying the Safety of Approved Drugs will be of interest to the pharmaceutical industry, patient advocates, researchers, and consumer groups.

Real-Time and Deliberative Decision Making by Igor Linkov,Elizabeth A. Ferguson,Victor S. Magar Pdf

Decision-making tools are needed to support environmental management in an increasingly global economy. Addressing threats and identifying actions to mitigate those threats necessitates an understanding of the basic risk assessment paradigm and the tools of risk analysis to assess, interpret, and communicate risks. It also requires modification of the risk paradigm itself to incorporate a complex array of quantitative and qualitative information that shapes the unique political and ecological challenges of different countries and regions around the world. This book builds a foundation to characterize and assess a broad range of human and ecological stressors, and risk management approaches to address those stressors, using chemical risk assessment methods and multi-criteria decision analysis tools. Chapters discuss the current state-of-knowledge with regard to emerging stressors and risk management, focusing on the adequacy of available systematic, quantitative tools to guide vulnerability and threat assessments, evaluate the consequences of different events and responses, and support decision-making. This book opens a dialogue on aspects of risk assessment and decision analysis that apply to real-time (immediate) and deliberative (long-term) risk management processes.

Comparative Risk Assessment and Environmental Decision Making by Igor Linkov,Abou Bakr Ramadan Pdf

Decision making in environmental projects is typically a complex and confusing process characterized by trade-offs between socio-political, environmental, and economic impacts. Comparative Risk Assessment (CRA) is a methodology applied to facilitate decision making when various activities compete for limited resources. CRA has become an increasingly accepted research tool and has helped to characterize environmental profiles and priorities on the regional and national level. CRA may be considered as part of the more general but as yet quite academic field of multi-criteria decision analysis (MCDA). Considerable research in the area of MCDA has made available methods for applying scientific decision theoretical approaches to multi-criteria problems, but its applications, especially in environmental areas, are still limited. The papers show that the use of comparative risk assessment can provide the scientific basis for environmentally sound and cost-efficient policies, strategies, and solutions to our environmental challenges.

Multicriteria and Multiobjective Models for Risk, Reliability and Maintenance Decision Analysis by Adiel Teixeira de Almeida,Cristiano Alexandre Virgínio Cavalcante,Marcelo Hazin Alencar,Rodrigo José Pires Ferreira,Adiel Teixeira de Almeida-Filho,Thalles Vitelli Garcez Pdf

This book integrates multiple criteria concepts and methods for problems within the Risk, Reliability and Maintenance (RRM) context. The concepts and foundations related to RRM are considered for this integration with multicriteria approaches. In the book, a general framework for building decision models is presented and this is illustrated in various chapters by discussing many different decision models related to the RRM context. The scope of the book is related to ways of how to integrate Applied Probability and Decision Making. In Applied Probability, this mainly includes: decision analysis and reliability theory, amongst other topics closely related to risk analysis and maintenance. In Decision Making, it includes a broad range of topics in MCDM (Multi-Criteria Decision Making) and MCDA (Multi-Criteria Decision Aiding; also known as Multi-Criteria Decision Analysis). In addition to decision analysis, some of the topics related to Mathematical Programming area are briefly considered, such as multiobjective optimization, since methods related to these topics have been applied to the context of RRM. The book addresses an innovative treatment for the decision making in RRM, thereby improving the integration of fundamental concepts from the areas of both RRM and decision making. This is accomplished by presenting an overview of the literature on decision making in RRM. Some pitfalls of decision models when applying them to RRM in practice are discussed and guidance on overcoming these drawbacks is offered. The procedure enables multicriteria models to be built for the RRM context, including guidance on choosing an appropriate multicriteria method for a particular problem faced in the RRM context. The book also includes many research advances in these topics. Most of the multicriteria decision models that are described are specific applications that have been influenced by this research and the advances in this field. Multicriteria and Multiobjective Models for Risk, Reliability and Maintenance Decision Analysis is implicitly structured in three parts, with 12 chapters. The first part deals with MCDM/A concepts methods and decision processes. The second part presents the main concepts and foundations of RRM. Finally the third part deals with specific decision problems in the RRM context approached with MCDM/A models.

Multiple Criteria Decision Analysis by Valerie Belton,Theodor Stewart Pdf

The field of multiple criteria decision analysis (MCDA), also termed multiple criteria decision aid, or multiple criteria decision making (MCDM), has developed rapidly over the past quarter century and in the process a number of divergent schools of thought have emerged. This can make it difficult for a new entrant into the field to develop a comprehensive appreciation of the range of tools and approaches which are available to assist decision makers in dealing with the ever-present difficulties of seeking compromise or consensus between conflicting inter ests and goals, i.e. the "multiple criteria". The diversity of philosophies and models makes it equally difficult for potential users of MCDA, i.e. management scientists and/or decision makers facing problems involving conflicting goals, to gain a clear understanding of which methodologies are appropriate to their particular context. Our intention in writing this book has been to provide a compre hensive yet widely accessible overview of the main streams of thought within MCDA. We aim to provide readers with sufficient awareness of the underlying philosophies and theories, understanding of the practi cal details of the methods, and insight into practice to enable them to implement any of the approaches in an informed manner. As the title of the book indicates, our emphasis is on developing an integrated view of MCDA, which we perceive to incorporate both integration of differ ent schools of thought within MCDA, and integration of MCDA with broader management theory, science and practice.

Principles of Risk-Based Decision Making by In c. ABS Consulting Pdf

Principles of Risk-Based Decision Making provides managers with the foundation for creating a proactive organizational culture that systematically incorporates risk into key decision-making processes. Based on methodology adopted by a number of organizations including the federal government, this book examines risk-based decision making as a process for organizing information about the possibility for unwanted outcomes in a simple, practical way that helps decision makers make timely, informed management choices that minimize harmful effects on safety and health, the environment, property loss, or mission success. Citing practical examples, charts, and checklists, the authors break the risk-based decision making process into five key components: establishing the decision structure, performing the risk assessment, managing sufficient risks, monitoring effectiveness of adopted risk controls through impact assessment, and facilitating risk communication. They examine each component in detail and outline available decision analysis and risk assessment tools that aid in each of these risk-based decision making functions. This book also walks readers through eight project management steps—from scoping a risk assessment to evaluating the recommendations—the components of each, and the importance of these steps to the success of a risk assessment. Special features include a table for applying the risk-based decision-making process, a hazard identification guidesheet, an example of human error, an acronym list, and a glossary.

Improving Risk Assessment from the Perspective of Multi-Criteria Decision-Making by Zhen Hua Pdf

Failure mode and effect analysis (FMEA) is one of the most powerful reliability analysis techniques for identifying and preventing potential risks across various fields. Current FMEA methods, while effective, still present several shortcomings. First, the crisp numbers cannot effectively elicit experts' fuzzy evaluations. Second, the weight of risk factors (i.e., occurrence, severity and detection) are assumed to be equal, which cannot reflect their different importance. Third, the traditional calculation method for risk priority is coarse and lack practical implications. There may exist the situation that two failure modes have the same risk priority number but with different risk levels. To improve the performance of FMEA, multi-criteria decision-making (MCDM) methods have been employed to support risk evaluation and prioritization in recent years. This book proposes a novel FMEA method by exploring several MCDM techniques. Benefiting from these techniques, the traditional FMEA method can be improved from the above mentioned aspects. First, the ELICIT linguistic model is employed to generate group risk assessments under uncertainty, which can better model experts' uncertain expressions. Then, grey relation analysis (GRA) is incorporated into the decision-making trial and evaluation laboratory (DEMATEL) method to objectively determine the weight of risk factors. Afterward, the traditional outranking method is generalized into the ELICIT environment to prioritize the failure modes. Finally, a case study of FMEA for electro-mechanical actuators is presented to illustrate the effectiveness of the proposed method.
