Municipal Public Service Industries by Allen Ripley Foote Pdf

Excerpt from Municipal Public Service Industries This volume is composed of three discussions of questions involved in the ownership, operation and proper regulation of municipal public service industries, which were written for different occasions. They are reproduced without change and are published with a full index, to facilitate an examination of the elements of the subject and a study of it in its entirety. The discussions are printed in the inverse order of their date, because a system of regulation is proposed in the discussion last written which it is believed will effect a satisfactory settlement of all questions pertaining to public service industries. By presenting this system first, busy men can get at the definite proposals at once. If not completely satisfied that the proposed system is right and just, they can make a critical examination of the whole subject and a thorough study of the principles upon which the proposals are based. In these discussions the problem of the ownership, operation and proper regulation of public service industries is studied from the standpoints of taxpayers, users of the services, employes and investors. The Supply of Government Services by Douglas Allen Lauriston Auld,Harry M. Kitchen Pdf

From the back cover: This study examines the recent growth in public sector services, the characteristics of the output, methods of delivery, the structure of and compensation for employment and teh debate on productivity in the public sector. While the public sector is large, the analysis here shows clearly that overall, the service delivery component of the public sector is relatively smaller today than it was five years ago. Wages in the public sector have, in some instances, increased much more rapidly than in the private sector. In other cases, growth has been slower. This study also concludes that given the present state of knowledge about public sector production functions, there is no basis for accepting the often referred to notion that public expenditures are unproductive. Finally, the discussion on the characteristics of public services suggests that many functions of governement are possible candidates for private sector provision although much of the financing should remain in the hands of the government.

The Public Sector in an Age of Austerity by Bryan M. Evans,Carlo Fanelli Pdf

Following the 2008 global financial crisis, Canada appeared to escape the austerity implemented elsewhere, but this was spin hiding the reality. A closer look reveals that the provinces – responsible for delivering essential public and social services such as education and healthcare – shouldered the burden. The Public Sector in an Age of Austerity examines public-sector austerity in the provinces and territories, specifically addressing how austerity was implemented, what forms austerity agendas took (from regressive taxes and new user fees to public-sector layoffs and privatization schemes), and what, if any, political responses resulted. Contributors focus on the period from 2007 to 2015, the global financial crisis and the period of fiscal consolidation that followed, while also providing a longer historical context – austerity is not a new phenomenon. A granular examination of each jurisdiction identifies how changing fiscal conditions have affected the delivery of public services and restructured public finances, highlighting the consequences such changes have had for public-sector workers and users of public services. The first book of its kind in Canada, The Public Sector in an Age of Austerity challenges conventional wisdom by showing that Canada did not escape post-crisis austerity, and that its recovery has been vastly overstated.
