Land use is a central issue for the achievement of the Sustainable Development Goals (SDGs) and of the Paris Agreement on Climate Change. Plantations of all major tropical commodities are expanding quickly. This creates opportunities for development. It also raises concerns about the impacts of these plantations on the environment, landscapes and livelihoods. Natural rubber is a particularly interesting example to consider in the perspective of sustainable development of a commodity’s producing countries and value chains. This paper is a collaboration between the Forests, Trees and Agroforestry (FTA) research program of the CGIAR (FTA n.d.) and the International Rubber Study Group (IRSG) (IRSG n.d.). FTA works across a range of plantations, value chains and tree crop commodities, from timber, palm oil, cacao, coffee and tea to bamboo, rattan and rubber, among others.

The tenth campaign of the Cross Language Evaluation Forum (CLEF) for European languages was held from January to September 2009. There were eight main eval- tion tracks in CLEF 2009 plus a pilot task. The aim, as usual, was to test the perfo- ance of a wide range of multilingual information access (MLIA) systems or system components. This year, about 150 groups, mainly but not only from academia, reg- tered to participate in the campaign. Most of the groups were from Europe but there was also a good contingent from North America and Asia. The results were presented at a two-and-a-half day workshop held in Corfu, Greece, September 30 to October 2, 2009, in conjunction with the European Conference on Digital Libraries. The workshop, attended by 160 researchers and system developers, provided the opportunity for all the groups that had participated in the evaluation campaign to get together, compare approaches and exchange ideas.

This book provides a theoretical and empirical examination of the links between environmental change, land grabbing, and migration, drawing on research conducted in Senegal and Cambodia. While the impacts of environmental change on migration and of environmental discourses on land grabs have received increased attention, the role of both environmental and migration narratives in shaping migration by modifying access to natural resources has remained under-explored. Using a variegated geopolitical ecology framework and a comparative global ethnographic approach, this book analyses the power of mainstream adaptation and security frameworks and how they impact the lives of marginalised and vulnerable communities in Senegal and Cambodia. Findings across the cases show how environmental and migration narratives, linked to adaptation and security discourses, have been deployed advertently or inadvertently to justify land capture, leading to interventions that often increase, rather than alleviate, the very pressures that they intend to address. The interrelations between these issues are inherent to the tensions that exist, in different contexts and at different times, between capital accumulation and political legitimation. The findings of the book point to the urgency for researchers and policymakers to address the structural causes, and not the symptoms, of both environmental destruction and forced migration. It shows how acting upon environmental change, land grabs, and migration in isolated or binary manners can increase, rather than alleviate, pressures on those most socio-environmentally vulnerable. REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.
