Naval Forces' Capability for Theater Missile Defense by National Research Council,Division on Engineering and Physical Sciences,Naval Studies Board,Committee for Naval Forces' Capability for Theater Missile Defense Pdf

At the request of the Chief of Naval Operations, the National Research Council, under the auspices of the Naval Studies Board, established a committee to assess the Department of the Navy's current and future naval theater missile defense (TMD) capabilities. The Committee for Naval Forces' Capability for Theater Missile Defense first convened in April 2000 and met approximately 2 days a month for 8 months. This report is based on the information presented to the committee during that period and on the committee members' accumulated experience and expertise in military operations, systems, and technologies.

Directed Energy and Fleet Defense: Implications for Naval Warfare by Anonim Pdf

The introduction of directed energy weapons into twenty-first century naval forces has the potential to change naval tactics as fundamentally as the transition from sail to steam. Recent advances in directed energy technologies have made the development of both high-energy laser and high-power microwave weapons technically feasible. This study examines the potential adaptation of such weapons for the defense of naval forces. This study considers options for using directed energy systems on naval vessels in the context of the U.S. maritime strategy and emerging threats in international politics. The framework for this study is an integrated system of microwave devices, high-energy lasers, and surface-to-air missiles which are evaluated in terms of their ability to enhance anti-ship cruise missile defense, tactical air defense, and fast patrol boat defense. This study also examines collateral capabilities, such as non-lethal defensive measures and countersurveillance operations. The global proliferation of increasingly sophisticated weapons and the expanding demands placed on its ever-smaller navy require the United States to reassess its current approach to fleet operations. This study concludes that directed energy technology has made sufficient progress to warrant the development of sea-based weapons systems for deployment in the first two decades of the next century. For operational and technical reasons, a Nimitz class aircraft carrier may be the preferred platform for the initial implementation of directed energy weapons. If successful, the robust self-defense capability provided by directed energy weapons will permit a fundamental shift in carrier battle group operations from a massed, attrition oriented defense to a more dynamic, dispersed offense.

Theater Ballistic Missile Defense Needs Command and Control, It Needs Assets, and It Needs It All Today by Anonim Pdf

The U.S. has established a rudimentary Ballistic Missile Defense System capable of destroying long-range rogue nation ballistic missile threats. However, the primary nations of interest, North Korea and Iran, have not yet demonstrated a missile that is capable of reaching the U.S. This paper argues that the greater threat to the U.S. is in the form of short and medium-range ballistic missiles that can be fired at deployed U.S. forces and the operational commander's inability to effectively counter this threat. Two hypothetical scenarios are used to illustrate that U.S. weaknesses exist in the lack of sufficient defensive capability to counter the threat, and in an insufficient command and control structure. This paper advocates a shift of ballistic missile defense focus from the established homeland defense to protection of deployed forces, allies and friends of the U.S. This can be accomplished through accelerated development and deployment of theater defensive systems, and the establishment of theater missile defense commanders who will support U.S. national missile defense in a building block approach.

Missile Defense by Steven A. Hildreth Pdf

The United States has pursued missile defenses since the dawn of the missile age shortly after World War II. The development and deployment of missile defenses has not only been elusive, but has proven to be one of the most divisive issues of the past generation. The Bush Administration substantially altered the debate over missile defenses. The Administration requested significant funding increases for missile defense programs, eliminated the distinction between national and theater missile defense, restructured the missile defense program to focus more directly on developing deployment options for a "layered" capability to intercept missiles aimed at U.S. territory across the whole spectrum of their flight path, adopted a new, untried development and acquisition strategy, announced U.S. withdrawal from the 1972 Anti-ballistic Missile Treaty, and is deploying an initial national missile defense capability. Critics, however, take issue with assertions that the threat is increasing, citing evidence that the number of nations seeking or possessing nuclear weapons has actually declined over the past twenty years. Moreover, they argue that the technology for effective missile defense remains immature, that deployment is provocative to allies, friends, and adversaries, and it is a budget-buster that reduces the availability of funds to modernize and operate U.S. conventional military forces. They argue especially that some major powers view U.S. missile defense as an attempt at strategic domination and that other, such as China, will expand their missile capabilities in response.

Theater Ballistic Missile Defense from the Sea: Issues for the Maritime Component Commander by Anonim Pdf

Naval Theater Ballistic Missile Defense (NTBMD) will offer joint power projection forces robust TBMD capability by 2005. However, such defensive power projected from the sea is power projected from a unique and complex arena, where combat takes place in three competing environments which by their very nature cause conflicting tasking of limited assets. The tremendous promise of NTBMD must therefore be studied with this inherent operational complexity in mind. Naval Theater Ballistic Missile Defense can only realize its full potential if the Maritime Component Commander understands and addresses the key issues involved in its operational employment.

Theater Missile Defense in Japan: Implications For the U.S.-China-Japan Strategic Relationship by Patrick M. O'Donogue Pdf

Colonel Patrick M. O'Donogue (U.S. Army War College class of 2000) considers a topic of key importance to U.S. national security. Perhaps no security matter (with the exception of National Missile Defense) is as contentious globally as Theater Missile Defense (TMD). The question of U.S. assistance to Japan to develop and deploy a TMD is particularly complex and controversial.

Ballistic Missile Defense In The Post-cold War Era by David B H Denoon Pdf

With the end of the Cold War and the visibility of U.S. Patriot missile defenses during the 1991 Gulf War, the cost and benefits of ballistic missile defense systems (BMD) need to be re-evaluated. In this detailed and balanced study, David Denoon assesses new types of short-range and intercontinental missile defenses. In the post Cold War era, two fundamental changes have made missile defense for the United States and its military forces more compelling: The United States and Russia no longer see each other as direct threats and there has been a dramatic proliferation of ballistic missile capability in the Third World. Consequently, U.S. forces deployed overseas are more likely to be at risk and, eventually, the United States itself could become vulnerable to missile threats. With these changes in mind, David Denoon analyzes the current BMD dilemma, arguing that active defenses against missiles should be seen as a form of insurance against catastrophe. He assesses the likelihood of missile attacks and the appropriate level of investment for the United States to defend against such attacks. The book provides an assessment of deterrence and the performance of the Patriot missiles during the 1991 Gulf War, critiques the Strategic Defense Initiative, and analyzes the prospects for new types of short-range and intercontinental missile defenses.

Sea-Based Ballistic Missile Defense by Ronald O'Rourke Pdf

As part of its effort to develop an integrated global ballistic missile defense (BMD) system, the DoD is modifying several Navy Aegis cruisers and many Navy Aegis destroyers for BMD operations. On Sept. 17, 2009, the Obama Admin. announced that it wants to set aside the Bush Admin¿s. proposed European BMD architecture and instead pursue a different European BMD architecture that would involve a significant use of land- and sea-based SM-3 interceptors and the Aegis BMD system. The issue for Congress in this report is: What should be the role of sea-based systems in U.S. BMD, and are DoD¿s programs for sea-based BMD capabilities appropriately structured and funded? Tables. 2019 Missile Defense Review by Department Of Defense Pdf

2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable.
