This paper proposes a multi-criteria decision making method called the neutrosophic data analytical hierarchy process (NDAHP) for the single-valued neutrosophic set (SVNS). This method is an extension of the neutrosophic analytic hierarchy process (NAHP) but was designed to handle actual datasets which consists of crisp values. Our proposed NDAHP method uses an objective weighting mechanism whereas all other existing versions of the AHP, fuzzy AHP and other fuzzy based AHP method in literature such as the NAHP and picture fuzzy AHP uses a subjective weighting mechanism to arrive at the decision. This makes our proposed NDAHP method a very objective one as the weightage of the criteria which forms the input of the evaluation matrix are determined in an objective manner using actual data collected for the problem, and hence will not change according to the opinions of the different decision makers which are subjective. The proposed NDAHP method is applied to a multi-criteria decision making problem related to the ranking of the financial performance of five public listed petrochemical companies trading in the main board of the Kuala Lumpur Stock Exchange (KLSE). Actual dataset of 15 financial indices for the five petrochemical companies for 2017 obtained from Yahoo! Finance were used in this study. Following this, a brief comparative study is conducted to evaluate the performance of our NDAHP algorithm against the results of other existing SVNS based decision making methods in literature. The results are compared against actual results obtained from KLSE. To further verify the rankings obtained through each method, the Spearman and Pearson ranking tests are carried out on each of the decision making methods that are studied. It is proved that our proposed NDAHP method produces the most accurate results, and this was further verified from the results of the Spearman and Pearson ranking tests.

One of the major problems of both developed and developing countries is traffic congestion in urban road transportation systems. Some of the adverse consequences of traffic congestion are loss of productive time, delay in transportation,increase in transportation cost,excess fuel consumption, safety of people,increase in air pollution level and disruption of day-to-day activities. Researches have shown that among others, traditional traffic control system is one of the main reasons for traffic congestion at traffic junctions. Most countries through out the world use pre-timed / fixed cycle time traffic control systems. But these traffic control systems do not give an optimal signal time setting as they do not take into account the time dependent heavy traffic conditions at the junctions. They merely use a predetermined sequence or order for both signal phase change and time setting. Some times this also leads to more congestion at the junctions. As an improvement of fixed time traffic control method, fuzzy logic traffic control model was developed which takes into account the current traffic conditions at the junctions and works based on fuzzy logic principle under imprecise and uncertain conditions. But as a real life situation,in addition to uncertainty and impreciseness there is also indeterminacy in traffic signal control constraints which fuzzy logic can not handle. The aim of this research is to develop a new traffic signal control model that can solve the limitations of fixed time signal control and fuzzy logic signal control using a flexible approach based on interval-valued neutrosophic soft set and its decision making technique, specially developed for this purpose.We have developed an algorithm for controlling both phase change and green time extension / termination as warranted by the traffic conditions prevailing at any time.

Data envelopment analysis (DEA) is a non-parametric approach for the estimation of production frontier that is used to calculate the performance of a group of similar decision-making units (DMUs) which employ comparable inputs to produce related outputs. However, observed values might occasionally be confusing, imprecise, ambiguous, inadequate, and inconsistent in real-world applications. Thus, disregarding these factors may result in incorrect decision-making. Thus neutrosophic sets have been created as an extension of intuitionistic fuzzy sets to represent ambiguous, erroneous, missing, and inaccurate information in real-world applications. In this study, we have proposed a technique for solving the neutrosophic form of the Charnes–Cooper–Rhodes (CCR) model based on single-value trapezoidal neutrosophic numbers (SVTrNNs). The possibilistic mean for SVTrNNs is redefined and applied the Mehar approach to transforming the neutrosophic DEA (Neu-DEA) model into its corresponding crisp DEA model. As a result, the efficiency scores of the DMUs are calculated using different risk parameter values lying in [0, 1]. A numerical example is given to analyze the performance of the all India institutes of medical sciences and compared it with Abdelfattah’s ranking approach.

Personnel selection is a critical obstacle that influences the success of the enterprise. Unfortunately, the numerous criterions, alternatives, and goals make the process of choosing among several applicants is very complex and confusing to decision making. The environment of decision making is a multi-criteria decision making surrounded by inconsistency and uncertainty. This paper contributes to support personnel selection process by integrating neutrosophic analytical hierarchy process (AHP) with the technique for order preference by similarity to an ideal solution (TOPSIS) to illustrate an ideal solution amongst different alternatives. A case study on smart village Cairo Egypt is developed based on decision maker's judgments recommendations. The proposed study applies neutrosophic AHP and TOPSIS to enhance the traditional methods of personnel selection to achieve the ideal solutions. By reaching the ideal solutions, the smart village will enhance the resource management for attaining the goals to be a successful enterprise. The proposed method demonstrates a great impact on the personnel selection process rather than the traditional decision-making methods.
