Within agri- and aquaculture, a specific bioeconomy challenge – and a bioeconomy opportunity – has been identified concerning sustainable protein supply for livestock production and fish farming. Today, imported soy products are by far the most important protein source however several alternative ways of producing protein rich feed has been identified using regional resources. Production of legumes, pulses and grass can be expanded. Alternative protein rich sources include single cell protein (bacteria/fungi), macroalgae (seaweed), mussels and insects. Local protein production has a number of benefits in the form of generation of local jobs, reduction in the import of nutrients and in general boosting the bioeconomy. Many of the alternative ways of producing protein rich feed are still under development, this report therefor also includes recommendations concerning how to proceed.

Many regions in the world are suffering from water scarcity, soil and water salinization and climate change. These conditions make it difficult to achieve food security by cultivating conventional crops. A renaissance of interest for producing alternative crops under water scarcity and water salinization has been, therefore, implemented primarily among small-scale producers, researchers and academics. The use of alternative crops (quinoa, amaranth, legume crops, halophytes, ...etc.) may provide some environmental benefits such as valorization of salt-affected soils, reduced pesticide application, enhanced soil and water quality and promotion of wildlife diversity. This also may provide some economic benefits such as providing the opportunity for producers to take advantage of new markets and premium prices, spreading the economic risk and strengthening local economies and communities. Furthermore, alternative crops are often rich in proteins and minerals, and even some of them are Gluten free (quinoa). This reflects their importance to achieve food security in quantity and quality scale. The year 2013 was exceptional for alternative crops as it was the international year of quinoa celebrated by Food and Agriculture Organization (FAO). This reflects the importance of research conducted on quinoa and other alternative crops in many regions of the world.

The Nordic Bioeconomy Initiative, NordBio, was a cooperation program launched under Iceland’s presidency of the Nordic Council of Ministers in 2014, with the aim to accelerate the development of a sustainable bioeconomy in the Nordic countries, and to enhance Nordic influence on European and global bioeconomy policies. The NordBio program was based on cross-sectoral cooperation with the involvement of five Nordic Councils of Ministers and three governmental ministries in Iceland. One important result of this cooperation was the establishment of a Nordic Bioeconomy Panel, tasked with developing a common Nordic bioeconomy strategy, expected to be finalised before the end of 2017. This report is the final report of the NordBio program. The eight case studies presented in this report show first-hand how farmers and food producers are taking initiative to develop new farming practices and food products that are more sustainable. But these cases also illustrate specific challenges for these new products. The 36 policy recommendations illustrate that there is still a lot of potential to support the transition towards a low-emission food production system in the Nordics at all levels. A multitude of instruments need to be put into play to incentivise more sustainable agricultural practices. But if sustainable and more plant-based agricultural production and consumption is prioritised and expanded it is possible to feed 9.8 billion people and meet emissions reduction targets.

Available online: https://pub.norden.org/temanord2022-531/ Climate impacts hit us directly as e.g. floods and forest fires, but also cascade over borders. How can we address these transboundary climate risks (TCRs)? To answer this, the Nordic Council of Ministers commissioned a study. As open economies, the Nordics can be exposed to TCRs. Some key trade partners have medium (e.g. China) or even high (e.g. India) risk. The study dove deeper into six food commodities. For example, climate change affects sources of maize negatively, with risks outweighing opportunities by 28:1. This can mean higher prices or disturbances in supplies. The Nordics are better prepared than most others, but not well enough. There are also important differences among them. The report makes recommendations on how Nordics can better address TCRs together. These include a joint research programme, raising awareness and engaging with the private sector.

Nordic recommendations on nutrition labelling Nordic work on general labelling of pre-packed foods in 2002 led to a Nordic Policy towards the labelling of Foods, published in the report TemaNord 2002:589. Since then a Nordic project has been working on nutrition labelling of foods. The project group has concluded that as there is no perfect model for nutritional information, a nutrition label is always a compromise between many demands. A nutrition label is a tool for delivering information, to be supported by educational and other efforts. Fortification of food products was not included in this work. The conclusions regarding nutrition labelling are the following recommendations: I. Nutrition labelling should be mandatory on all pre-packed foods. II. Nutrition labels should be standardised. No asterisks, or footnotes. Legible text. III. Nutrients. Nutrition information should consist of the following mandatory list: EnergyFat of which hard fatCarbohydrates of which sugarsFibreProteinSalt. IV. Mandatory formats should give information: 1. Per 100 g, and 2. Per portion (item or household measure explanation in brackets) 3. A simple guidance system - low / high or symbols - should be devised and tested. Recommended daily intake (RDI) should not be used as this concept is too complicated. These four recommendations have been presented to the two Nordic Committees responsible, namely those for Food Issues and Consumer Affairs. Both Committees adopted the recommendations put forward, and in their turn recommended that the Council of Ministers accept the recommendations as guidelines for the Nordic work regarding nutrition labelling. The Nordic ministers for fisheries, agriculture, forestry and foods have made a decision in accordance with this recommendation.
