As Ward Thomas details in The New Dogs of War, militias and paramilitary groups wield greater power than national governments in many countries, while in some war zones private contractors perform missions previously reserved for uniformed troops. Most ominously, terrorist organizations with global reach have come to define the security landscape for even the most powerful nations. Across the first decades of the twenty-first century we have witnessed a dramatic rise in the use of military force by these nonstate actors in ways that have impacted the international system, leading Thomas to undertake this valuable assessment of the state of play at this critical moment. To understand the spread of nonstate violence, Thomas focuses on the crucial role played by an epochal transformation in international norms. Since the eighteenth century, the Westphalian model of sovereignty has reserved the legitimate use of force to states. Thomas argues that normative changes in the decades after World War II produced a "crisis of coherence" for formal and informal rules against nonstate violence. In detailed case studies of nonstate militias, transnational terrorist networks, and private military contractors, Thomas explains how forces contesting state prerogatives exploited this crisis, which in turn reshaped international understandings of who could legitimately use force. By considering for the first time all three purveyors of nonstate violence as aspects of the same phenomenon, The New Dogs of War explains this fundamental shift in the norm that for centuries gave states the monopoly on military force.

In compiling this annotated bibliography on the psychology of terrorism, the author has defined terrorism as "acts of violence intentionally perpetrated on civilian noncombatants with the goal of furthering some ideological, religious or political objective." The principal focus is on nonstate actors. The task was to identify and analyze the scientific and professional social science literature pertaining to the psychological and/or behavioral dimensions of terrorist behavior (not on victimization or effects). The objectives were to explore what questions pertaining to terrorist groups and behavior had been asked by social science researchers; to identify the main findings from that research; and attempt to distill and summarize them within a framework of operationally relevant questions. To identify the relevant social science literature, the author began by searching a series of major academic databases using a systematic, iterative keyword strategy, mapping, where possible, onto existing subject headings. The focus was on locating professional social science literature published in major books or in peer-reviewed journals. Searches were conducted of the following databases October 2003: Sociofile/Sociological Abstracts, Criminal Justice Abstracts (CJ Abstracts), Criminal Justice Periodical Index (CJPI), National Criminal Justice Reference Service Abstracts (NCJRS), PsycInfo, Medline, and Public Affairs Information Service (PAIS). Three types of annotations were provided for works in this bibliography: Author's Abstract -- this is the abstract of the work as provided (and often published) by the author; Editor's Annotation -- this is an annotation written by the editor of this bibliography; and Key Quote Summary -- this is an annotation composed of "key quotes" from the original work, edited to provide a cogent overview of its main points.

What is terrorism? What ought we to do about it? And why is it wrong? We think we have clear answers to these questions. In Genealogies of Terrorism, Verena Erlenbusch-Anderson rejects attempts to define what terrorism is in favor of a historico-philosophical investigation into the conditions under which uses of this contested term become meaningful. Tracing discourses and practices of terrorism from the French Revolution to late imperial Russia, colonized Algeria, and the post-9/11 United States, Erlenbusch-Anderson examines what we do when we name something terrorism. This book is an examination of the effect of contemporary wars (such as the 'War on Terror') on civil life at a global level. Contemporary literature on war is mainly devoted to recent changes in the theory and practice of warfare, particular those in which terrorists or insurgents are involved (for example, the 'revolution in military affairs', 'small wars', and so on). On the other hand, today's research on security is focused, among other themes, on the effects of the war on terrorism, and on civil liberties and social control. This volume connects these two fields of research, showing how 'war' and 'security' tend to exchange targets and forms of action as well as personnel (for instance, the spreading use of private contractors in wars and of military experts in the 'struggle for security') in modern society. This shows how, contrary to Clausewitz's belief war should be conceived of as a "continuation of politics by other means", the opposite statement is also true: that politics, insofar as it concerns security, can be defined as the 'continuation of war by other means'. Through a review of Clausewitz’s work and a set of historical case studies ranging from the Fenian Dynamite Campaign of the 1880s to the wars in Iraq and Afghanistan, Prof. Fleury reveals just how closely terrorism mimics the logic of war. Terrorism attempts to restore war to its theoretical baseline, a condition that Clausewitz called ‘absolute war’ featuring relentless escalation toward a climactic result. While never achieving this ideal in practice, terrorists succeed to the extent that they compel their enemies and their prospective followers to engage mutual escalation, which will ultimately favor whichever side is better able to jettison logistical and normative limits. Consequently, states must engage terrorists on the basis of Clausewitz’s two most important injunctions, namely that war is temporary and subordinate to political controls. Given the very real prospect of a war without any temporal and spatial limits, On Absolute War provides the theoretical basis for a strategy of limiting the effects of terrorism, rather than repeatedly trying and failing to destroy it.

The Eurocentric conventional wisdom holds that the West is unique in having a multi-state system in international relations and liberal democracy in state-society relations. At the same time, the Sinocentric perspective believes that China is destined to have authoritarian rule under a unified empire.
