Although NATO forces were able to end these conflicts and bring stability to most of the region, a brief flare-up occurred in 1998-99 in the autonomous province of Kosovo, which was part of Serbia. After a sustained bombing campaign against the Serbian aggressors, the United States Army entered the troubled province and eventually enforced a tenuous peace between the Kosovars and Serbs. This brief study chronicles the origins of U.S. involvement and the peace enforcement operation that followed through 2005. Civil-military unity of effort has been an essential yet frustrating elusive requirement for success in post-cold-war peace operations. The need to coordinate, collaborate, and share information between civilian and military entities is on the rise and is deemed an essential requirement for success. Today's information and communications technologies serve to facilitate the exchange of information among the disparate players of peace operations, but the ability to actually realize open information sharing in real-world coalition operations remains problematic. The integration of relevant information and the timely dissemination of the processed information to interested parties in the field is well within the realities of today's technology. For the Balkans operations, CCRP led a study of the U.S. participation in the Bosnia operation, the NATO-led Implementation Force (IFOR). Kosovo offered another unique opportunity for CCRP to conduct additional coalition C4ISR-focused research in the areas of coalition command and control, civil-military cooperation, information assurance, C4ISR interoperability, and information operations. The Kosovo research effort was launched in the fall of 1999 and completed in the summer of 2001. Insights from the Kosovo experience documented in this book are part of the continuing effort of CCRP to educate the C4ISR community on the realities of military support to multinational peace operations. The 30 chapters in this book address the following topics: Kosovo versus Bosnia, Kosovo's political evolution, Kosovo's elections, the air war over Serbia, Operation Allied Force, NATO Headquarters intelligence, Kosovo and the media, civilian-military operations, the humanitarian dimension, law and order during Operation Joint Guardian, information operations, Task Force Falcon, coalition command arrangements, intelligence and situational awareness, public affairs, communications systems, and coordination and information sharing.

This book presents the U.S. Army Asymmetric Warfare Group (AWG) as an example of successful change by the Army in wartime. It argues that creating the AWG required senior leaders to create a vision differing from the Army’s self-conceptualization, change bureaucratic processes to turn the vision into an actual unit, and then place the new unit in the hands of uniquely qualified leaders to build and sustain it. In doing this, it considers the forces influencing change within the Army and argues the two most significant are its self-conceptualization and institutional bureaucracy. The work explores three major subject areas that provide historical context. The first is the Army’s institutional history from the early 1950s through 2001. This period begins with the Army seeking to validate its place in America’s national security strategy and ends with the Army trying to chart a path into the post-Cold War future. The Army’s history is largely one of asymmetric warfare. The work thus examines several campaigns that offered lessons for subsequent wars. Some lessons the Army took to heart, others it ignored. As the AWG was a direct outgrowth of the failures and frustrations the Army experienced in Afghanistan and Iraq, the book examines these campaigns and identifies the specific problems that led senior Army leaders to create the AWG. Finally, the work chronicles the AWG’s creation in 2006, growth, and re-assignment from the Army staff to a fully-fledged organization subordinate to the U.S. Army Training and Doctrine Command in 2011 to its deactivation. This action resulted not from the unit’s failure to adapt to a post-insurgency Army focusing on modernization. Rather, it resulted from the Army failing to realize that while the AWG was a product of counterinsurgency, it provided the capability to support the Army during a period of great strategic and institutional uncertainty.

In reality, airpower alone sometimes does win battles, but the costs can be high and the long-term consequences may fall short of what decision-makers had in mind. This book by a long-time U.S. intelligence analyst assesses the military operations and post-conflict outcomes in five cases since the mid-1990s in which the United States and/or its allies used airpower to “solve” military problems: Bosnia in 1995, Kosovo in 1999, Afghanistan in 2001, Lebanon in 2006, and Libya in 2011. In each of these cases, airpower helped achieve the immediate objective, but the long-term outcomes often diverged significantly from the original intent of policymakers. The author concludes that airpower sometimes can be effective when used to support indigenous ground forces, but decision-makers should carefully consider all the circumstances before sending planes, drones, or missiles aloft.
