Overpromising and Underperforming? by Peter Graefe,Julie M. Simmons,Linda Ann White Pdf
Public reporting has been used experimentally in federal-provincial relations since the mid-1990s as an accountability mechanism to promote policy effectiveness, intergovernmental cooperation, and democratic legitimacy. Our understanding of how well it is working, however, remains limited to very specific policy sectors even though this information is essential to policy makers in Canada and beyond. Overpromising and Underperforming? offers a deeper analysis of the use of new accountability mechanisms, paying particular attention to areas in which federal spending power is used. This is the first volume to specifically analyse the accountability features of Canadian intergovernmental agreements and to do so systematically across policy sectors. Drawing on the experiences of other federal systems and multilevel governance structures, the contributors investigate how public reporting has been used in various policy fields and the impact it has had on policy-making and intergovernmental relations.

We don’t have an energy crisis. We have a consumption crisis. And this book, which takes aim at cherished assumptions regarding energy, offers refreshingly straight talk about what’s wrong with the way we think and talk about the problem. Though we generally believe we can solve environmental problems with more energy—more solar cells, wind turbines, and biofuels—alternative technologies come with their own side effects and limitations. How, for instance, do solar cells cause harm? Why can’t engineers solve wind power’s biggest obstacle? Why won’t contraception solve the problem of overpopulation lying at the heart of our concerns about energy, and what will? This practical, environmentally informed, and lucid book persuasively argues for a change of perspective. If consumption is the problem, as Ozzie Zehner suggests, then we need to shift our focus from suspect alternative energies to improving social and political fundamentals: walkable communities, improved consumption, enlightened governance, and, most notably, women’s rights. The dozens of first steps he offers are surprisingly straightforward. For instance, he introduces a simple sticker that promises a greater impact than all of the nation’s solar cells. He uncovers why carbon taxes won’t solve our energy challenges (and presents two taxes that could). Finally, he explores how future environmentalists will focus on similarly fresh alternatives that are affordable, clean, and can actually improve our well-being. Watch a book trailer.
Change and Continuity by Mark P. Thomas,Leah F. Vosko,Carlo Fanelli,Olena Lyubchenko Pdf
In a period characterized by growing social inequality, precarious work, the legacies of settler colonialism, and the emergence of new social movements, Change and Continuity presents innovative interdisciplinary research as a guide to understanding Canada's political economy and a contribution to progressive social change. Assessing the legacy of the Canadian political economy tradition – a broad body of social science research on power, inequality, and change in society – the essays in this volume offer insight into contemporary issues and chart new directions for future study. Chapters from both emerging and established scholars expand the boundaries of Canadian political economy research, seeking new understandings of the forces that shape society, the ensuing conflicts and contradictions, and the potential for social justice. Engaging with interconnected topics that include shifts in immigration policy, labour market restructuring, settler colonialism, the experiences of people with disabilities, and the revitalization of workers' movements, this collection builds upon and deepens critical analysis of Canadian society and considers its application to contexts beyond Canada. The latest in a series of related volumes on Canadian political economy, Change and Continuity explores the past, present, and potential futures of the discipline in a global context, offering insight into some of the most pressing issues of our time.

Commissions of Inquiry and Policy Change by Gregory J. Inwood,Carolyn M. Johns Pdf
This collection brings together leading Canadian scholars working in political science, public policy, and law to explore fundamental questions about the relationship between commissions of inquiry and public policy for the first time: What role do commissions play in policy change? The definitive history of American postwar liberalism, told through the lens of those who brought it to life. Liberalism stands proudly at the center of American politics and culture. Driven by passion for social justice, tempered by respect for the difficulty of change, liberals have struggled to end economic inequality, racial discrimination, and political repression. Liberals have fueled their cause with the promise of American life and visions of national greatness, seeking to transform the White House; the halls of Congress, the courts, the worlds of entertainment, law, media, and the course of public opinion. Bestselling author, journalist, and historian Eric Alterman, together with historian Kevin Mattson, traces the history of liberal ideals through the lives and struggles of fascinating personalities. The Cause tells the remarkable story of politicians, intellectuals, visionaries, activists, and public personalities battling for the heart and soul of the nation. The first full-scale treatment of postwar liberalism, The Cause offers an epic saga driven by stories of grand aspirations, principled ambitions, tragic flaws, and the ironies of history of the people who fought for America to live up to the highest ideals of its history.
How Ottawa Spends, 2013-2014 by Christopher Stoney,G. Bruce Doern Pdf
The 2013-14 edition of How Ottawa Spends critically examines national politics, priorities, and policies with a close lens on Stephen Harper's Conservative party during the middle of their first term as a majority. Contributors from across Canada examine the federal government and its not uncommon mid-term problems but also its considerable agenda of long term plans, both set in the midst of national economic fragility and a global fiscal and debt crisis. Individual chapters examine several related political, policy, and spending realms including the Budget Action Plan, the ten year Canada Health Transfer Plan, the Canada Pension Plan, and Old Age Security reforms. The contributors also consider austerity related public sector downsizing and strategic spending reviews, national energy, and related environmental strategies, and the growing Harper practice of "one-off" federalism.

Federal Democracies at Work by Arthur Benz,Jared Sonnicksen Pdf
Scholars widely agree that a federal system cannot work effectively without democracy. As a result of the division or sharing of powers between levels of government, there remains considerable uncertainty about how rules or patterns of politics between the executive and legislative branches interact. Combining theoretical analyses and selected case studies, Federal Democracies at Work contributes to our understanding of the complex relations between federalism and democracy. Throughout the volume, contributing authors elaborate and apply an innovative analytical framework to provide greater clarity on the complex relations between federalism and democracy. As a whole, the volume explores how different institutional configurations of federal democracies alleviate or intensify inherent tensions; how actors grapple and cope with the challenge of these complexities; and how structures evolve as a result of rising conflicts and institutional reforms or adjustments. In doing so, Federal Democracies at Work advances research on comparative federalism and works toward a better understanding of how these compound systems work.

Open Federalism Revisited by James Farney,Julie M. Simmons Pdf
Regional dynamics and federalism lie at the heart of Canadian politics. In Open Federalism Revisited, James Farney, Julie M. Simmons, and a diverse group of contributors examine the legacy of Prime Minister Stephen Harper in areas of public policy, political institutions, and cultural and economic development. This volume examines how these areas significantly affected the balance between shared rule and self-rule in Canada’s federation and how broader changes in the balance between the country’s regions affected institutional arrangements. Open Federalism Revisited engages with four questions: 1) Did the Harper government succeed in changing Canadian federalism in the way his initial promise of open federalism suggests he wanted to? 2) How big was the difference between the change Harper’s government envisioned and what it actually achieved? 3) Was the Harper government’s approach substantially different from that of previous governments? and 4) Given that Harper’s legacy is one of mostly incremental change, why was his ability to change the system so relatively minor? With attention to such topics as political culture, the role of political parties in regional integration, immigration policy, environmental policy, and health care, Open Federalism Revisited evaluates exactly how much changed under a prime minister who came into office with a clear desire to steer Canada back towards an older vision of federalism.
The governance of health care in Ontario has long provided opportunities for citizens and stakeholders to participate, deliberate, and influence health care policy and investment decisions. Yet, despite providing opportunities for deliberation and influence amongst citizens, we don’t know how democratic the system actually is. Distributed Democracy advances an original analytical framework to guide an investigation of democracy and accountability relationships in complex policy making environments. Applying the analytical framework in the context of health care governance in Ontario from 2004–2019, Carey Doberstein shows that the popular criticisms of health care governance in Ontario are misplaced. The democratic system of local health care governance is often plagued by severed connections among the various layers of deliberation and policy-making. An incisive analysis with considerable relevance for policy-makers and across academic disciplines, Distributed Democracy makes an important contribution to our understanding of policy development and decision-making as well as the limitations and potential of distributed democratic accountability.

A consistently surprising analysis of how and why the Republican Party imploded in the last decade, setting the stage for the rise of Trump and extremist candidates more generally. In Crackup, the eminent American politics scholar Samuel L. Popkin tells the story of how the Republican Party fractured into uncompromising groups with irreconcilable demands. Changes in campaign finance laws and the proliferation of mass media opened the way for newly energized groups to split the party. The 2002 "McCain-Feingold" campaign finance reform bill aimed to weaken the power of big corporations and strengthen political parties by ending corporate donations to the parties. Instead, it weakened legislative leaders and made bipartisanship toxic. Popkin argues that moving money outside the political parties fueled the rise of single-issue advocacy groups and Super PACs funded by billionaires with pet issues. This allowed self-promoting politicians to undermine colleagues with an unprecedented use of tactics once only used to disrupt the other party. One such politician was Ted Cruz, who effectively promoted himself at the expense of the party, mobilized other obstructionists in Congress, and blocked compromises on immigration and healthcare. Into this abyss came Donald J. Trump, who took advantage of the party's inability to do anything for Republican voters struggling with economic decline. No other candidate, when forced to try to satisfy the irreconcilable demands of major donors and party leaders, could offer a credible alternative to his moon-promising bravado. A gripping structural explanation of why the GOP ended up with Trump as their standard bearer, Crackup forces us to look at the deeper forces set in motion two decades ago. It also reveals how self-fashioned rebels like Cruz are inevitable given the new rules of the game. Unless the system for financing elections changes, we will continue to see opportunists emerge-in both parties-to block intra-party compromise.
Complex Democracy by Volker Schneider,Burkard Eberlein Pdf
This book presents a state-of-the art collection of original contributions on democracy, addressing three related themes: the complexity of modern democracies and their structural diversity; coping strategies of democracies in times of crises; and current and potential trajectories and transformations of democracy. The first part of the book maps the democratic landscape by revealing the diversity of democratic political systems, through either comparative analysis or case studies on the specific nature of political and administrative systems in interest intermediation and identity construction. The second part presents articles that investigate the response of democracies to times of crisis, with an emphasis on political economies and policy processes within the European Union. The third part offers studies on democracies that explore their adaptive potential in the context of globalization and in that of broader technical, institutional or cultural changes.
