United States Foreign Policy and Economic Reform in Three Giants by John Echeverri-Gent Pdf

Three of the largest and strategically most important nations in the world -the Soviet Union, China, and India - are currently in the throes of historic change. The reforms in the giants are transforming global economic and geopolitical relations. The United States must reexamine central tenets of its foreign policy if it is to seize the opportunities presented by these changes. This pathbreaking volume in the Overseas Development Council's series analyzes economic reform in the giants and its implications for U.S. foreign policy. Each of the giants is opening up its economy to foreign trade and investment. What consequences will this have for international trade? Each giant is attempting to catch up to global technological frontiers by absorbing foreign technologies: In what areas might cooperation enhance American interests, and in what areas must the U.S. protect its competitive and strategic assets? What role can key international economic institutions play to help integrate the giants into the international economy? The contributors suggest how U.S. foreign policy should anticipate these new circumstances in ways that enhance international cooperation and security.Contents: Overview: Economic Reform in the Giants and U.S. Policy, by Richard E. Feinberg, John Echeverri-Gent, and Friedemann Miiller; Economic Reform in the USSR, by Friedemann Miiller; Economic Reform in China, by Rensselaer W. Lee III; Economic Reform in India, by John Echeverri-Gent; The Politics of Economic Reform in the Giants, by John Echeverri-Gent, and Friedemann Miiller; Economic Reforms and International Trade, by Thomas Naylor; Technology Transfer to the Giants: Opportunities and Challenges, by Richard P. Establishing Monetary Stability In Emerging Market Economies by Thomas D. Willett Pdf

There has been fierce debate about the optimal sequencing of economic reforms in emerging market economies. Many economists argue that for market-oriented systems to operate effectively, a reasonable degree of monetary stability is necessary. Rampant inflation, a common challenge for emerging economies, greatly reduces the chances that market-oriented reforms will be successful. In this comprehensive volume, a group of policy-oriented economists from North America, Europe, and the former Soviet Union explore the causes of monetary instability in reforming economies and evaluate alternative institutional mechanisms designed to reduce inflationary pressures. Considering the latest theoretical and empirical research–as well as the experiences of former Communist countries, including Russia and the erstwhile Soviet republics–the contributors view inflation as a political issue and make a case for the creation of strong political institutions. They argue that although government actions that stimulate inflation tend to have low costs or even benefits in the sort run, they impose heavy costs on the economy in the longer term. Consequently, there is a strong need to develop institutional mechanisms to help ensure that decision makers place appropriate emphasis on the long-run consequences of policy actions.

Superpowers in Economic Decline by Richard Cohen,Peter A. Wilson Pdf

This book, first published in 1990, evaluates what future policy adjustments the US will have to make in order to successfully navigate through a national security environment radically altered from that of the past and one determined more than at any point in the post-war period by the economic performance of both superpowers. The structure of the book centres around two issues that will determine the future national security environment facing the US. Discussed are stakes of the threat, the response of the Soviet Union to the challenge of economic and related social/political decline and its implications for the Soviet national defence effort. Also studied are the resources available to the US to meet the threat, the status of the US economic performance and the magnitude of resource stress it is likely to face in the future and its probable impact on the US national defence effort.
