How challenger parties, acting as political entrepreneurs, are changing European democracies Challenger parties are on the rise in Europe, exemplified by the likes of Podemos in Spain, the National Rally in France, the Alternative for Germany, or the Brexit Party in Great Britain. Like disruptive entrepreneurs, these parties offer new policies and defy the dominance of established party brands. In the face of these challenges and a more volatile electorate, mainstream parties are losing their grip on power. In this book, Catherine De Vries and Sara Hobolt explore why some challenger parties are so successful and what mainstream parties can do to confront these political entrepreneurs. Drawing analogies with how firms compete, De Vries and Hobolt demonstrate that political change is as much about the ability of challenger parties to innovate as it is about the inability of dominant parties to respond. Challenger parties employ two types of innovation to break established party dominance: they mobilize new issues, such as immigration, the environment, and Euroscepticism, and they employ antiestablishment rhetoric to undermine mainstream party appeal. How do parties survive when newness is their only selling point? This scholarly volume explores the most successful group of new political parties in Central and Eastern Europe: centrist anti-establishment parties (CAPs). These parties often claim to be neither 'left nor right', strongly criticize the political establishment, and instead promise 'corruption-free' politics. Initially extremely successful, many CAPs do not survive more than a few consecutive electionswhile others do endure. As the first book-length study on this type of party, Sarah Engler explores this question and focuses on CAPs' electoral strategies after their first elections. It derivesthree strategies of survival that lead to more sustainable electoral support: a reframed protest strategy, an anti-corruption strategy, and a mainstream strategy. Combining quantitative data from an original expert survey with qualitative evidence from elite interviews with MPs, party officials and anti-corruption experts, the author demonstrates that CAPs only survive when they abandon their initial strategy of pure protest. While strategic change is necessary for partysurvival, several failed attempts at transformation show that it is not sufficient. Ideology, seemingly irrelevant to CAPs' initial successes, eventually determines CAPs' fates. Long gone are the times when class-based political parties with extensive membership dominated politics. Instead, party politics has become issue-based. Surprisingly few studies have focused on how the issue content of West European party politics has developed over the past decades. Empirically, Reshaping of West European Party Politics studies party politics in Belgium, Denmark, France, Germany, the Netherlands, Sweden and the UK from 1980 and onwards. This book highlights the more complex party system agenda with the decline, but not disappearance, of macroeconomic issues as well as the rise in 'new politics' issues together with education and health care. Moreover, various 'new politics' issues such as immigration, the environment, and European integration have seen very different trajectories. To explain the development of the individual issues, this volume develops a new theoretical model labelled the 'issue incentive model' of party system attention. The aim of the model is to explain how much attention issues get throughout the party system, which is labelled 'the party system agenda'. To explain the development of the party system agenda, one needs to focus on the incentives that individual policy issues offer to large, mainstream parties, i.e. the typical Social Democratic, Christian Democratic, or Conservative/Liberal parties that have dominated West European governments for decades. It has long been realized that democratic governance requires a two-way flow of influence. As long as far-right parties—known chiefly for their vehement opposition to immigration—have competed in contemporary Western Europe, many have worried about these parties’ acceptability to democratic voters and mainstream parties. Yet, rather than treating the far right as pariahs, major mainstream-right parties have included the far right in 15 governing coalitions from 1994 to 2017. Parties do not care equally about all issues at any given time, and Kimberly Twist demonstrates that far-right parties will agree to support the mainstream right’s goals more readily than many other parties, making them appealing partners. Partnering with Extremists builds on existing work on coalition formation and party goals to propose a theory of coalition formation that works across countries and over time. The evidence comes from 19 case studies of coalition formation in Austria and the Netherlands, countries where far-right parties have been excluded when they could have been included and included when the mainstream right had other options. In this book, Benjamin Farrer explains how activists can influence the policies they care about, even when they are outnumbered and their issues are ignored. The solution lies in a surprising place: organizational choice. Different types of organizations will be more influential under particular democratic institutions. If they choose the optimal type of organization - given their institutional context - then even minority groups can be influential. Environmentalists are a key example of how small groups can sometimes punch above their weight. Environmentalists in different countries have made different organizational choices. These choices explain whether or not they succeeded in influencing policy. In the empirical chapters that follow, Farrer shows that environmentalists can sometimes be more influential if they form interest groups, but under other institutions, political parties are the optimal organizational choice. Although interest groups are often easier to create, national institutions can sometimes insulate mainstream politicians from niche interest groups. When institutions deny access to interest groups, activists are forced to send the stronger signal of party entry. Using a variety of methods, including a formal model, an experiment, and a wealth of empirical data from a variety of settings, Farrer proves that this theory of organizational choice adds to our understanding of several crucial phenomena. First, it helps explain patterns of political participation, by showing the importance of instrumental, rather than purely expressive, motivations for activism. Second, it provides an important modification to Duverger’s (1954) law, by showing that new party entry is a function not only of electoral rules but also of the rules that govern interest groups. Third, it extends research on the role of institutions in determining policy outputs, by showing that policy outcomes are a function of the interaction between organizational choices and institutional context.
