This report collates and contextualizes available evidence on post-harvest losses (PHL) in horticultural crops in Kenya. We begin by outlining the extent of PHL in horticultural crops and its repercussions in the context of food security and poverty reduction. We then describe the growing importance of the horticulture sector in Kenya and its growth potential, especially in terms of exports. Following this discussion, we detail PHL for two important horticultural crops, mangoes and tomatoes, for which Kenya-specific evidence is available. We discuss ways to mitigate PHL from three angles: technological, economic or behavioral, and institutional. Documenting cost-effective technological interventions to mitigate PHL, we catalogue ways to tackle PHL at the individual farmer level. We then highlight behavioral bottlenecks to adoption of such technologies and the need to design interventions in ways that address these. Finally, we discuss structural and institutional changes that would need to accompany individual-level interventions to bring about significant reductions in PHL.

Postharvest Loss (PHL) refers to measurable quality and quantity loss of food in the postharvest system. The postharvest system consists of inter-connected stages, from the act of harvest, to crop processing, storage, marketing and transportation, to the stage of consumption. PHL can occur at any stage in the postharvest chain. This note describes common types of PHL, approaches to mitigation, and the cost-effectiveness of technologies to achieve this. We begin with a section on common causes of loss, best practices for preventing these, and barriers to adoption of these practices. We then discuss prevention of loss during storage, for which several technological solutions have been developed and evaluated. Finally, we summarize the evidence on the cost-effectiveness of three such technologies that have been scientifically evaluated: hermetic storage bags, metal silos, and a cooling chamber

Global estimates show over half a billion people go hungry (FAO, 2020) and close to 2 billion people are either obese or overweight with another 2 billion of the world’s population suffering from micronutrient deficiencies (Micha et al., 2020, Fresco et al., 2017). Inarguably, the world faces significant malnutrition problem (including micro- and macro-nutrient deficiencies, obesity, and diet related non-communicable diseases). This is evident in a recent analysis pointing out that effort in achieving the Global Nutrition Targets is likely to be missed. The observed malnutrition threat is accompanied by climate change, which is influencing food production and consumption trends, and thereby leading to undernutrition and affecting overall development. In addition, there are growing incomes, accelerated urbanization, and expanding middle classes which are also causing significant changes in consumer behaviour and nutritional choices, necessitating both public and private expenditures for better food market integration. As a result, there is a pressing need to examine our food systems to guarantee food and nutrition security and to advance sustainable development. It is likely that the COVID-19 impact may further exacerbates the worsening food insecurity and nutritional status of the most vulnerable groups including women, children and adolescents, refugees and displaced people, smallholders in rural areas, and the urban poor.

Moringa oleifera Lam. can survive extreme growth conditions by adjusting its metabolism. Among the potential metabolites produced during adaptation are glucosinolates, which possess potential cancer chemoprotective attributes. Recent climate events, such as increased temperatures and prolonged drought, impact crop yield and quality significantly. Therefore, climate-resilient plants such as M. oleifera can be utilized in areas where crop production is adversely affected. Understanding how terroir factors and cultural practices affect the glucosinolate profile in M. oleifera is important for optimizing cultivation strategies. To achieve this, the leaves from cultivated and wild-grown mature M. oleifera plants were harvested for intact glucosinolates analysis. Prior to the analysis, preserving the plant materials to prevent the breakdown of glucosinolates was important. Given that the use of dehydration methods such as freeze drying for the leaves is expensive and laborious in developing countries like Ghana, a locally well-suited dehydration method, namely oven-drying at 40 °C for 48 h, was identified and utilized. Results showed that during the rainy season, climate parameters did not significantly influence the total glucosinolates content in all leaf materials harvested. In contrast, accession selection, harvest time, and agro-ecological zones significantly influenced the total glucosinolate content. Fertilization significantly altered the vegetative growth parameters of the cultivated accessions, but not the total glucosinolates content. In conclusion, M. oleifera proved to be well adapted to the climate in Ghana. The continued collection, storage, and use of the genetic resources of M. oleifera accessions well-adapted to stress conditions are envisaged to ensure the species‘ contribution towards improved food security and nutrition among vulnerable groups.

Based on a unique large-scale data set on teff production and marketing, Ethiopia’s most important cash crop, we study post-harvest losses in rural-urban value chains, specifically between producers and urban retailers in the capital, Addis Ababa. We analyze the structure of the value chain and rely on self-reported losses by different value chain agents (farmers, wholesale traders, and retailers). We estimate that post-harvest losses in the most prevalent pathway in the rural-urban value chain, amount to between 2.2 and 3.3 percent of total harvested quantities. The variation in this figure depends on the storage facilities used and on assumed losses during transport at the farm. These losses are significantly lower than is commonly assumed for staple foods, possibly because of the rather good storage characteristics of teff due to its low moisture content. These findings, nonetheless, point to the need to gather further solid evidence on post-harvest losses in staple foods in these settings to ensure appropriate policies and investments

Ghana has a long history of intervening in food markets to balance consumers’ expectations of low and stable food prices, farmers’ demands for high farmgate prices, and traders’ demand for predictability in seasonal price patterns. However, government interventions may also alter the behavior of markets and alter incentives or risks for all market actors. The Planting for Food and Jobs (PFJ) initiative, launched in 2017, signaled a renewed commitment from government to agriculture and is Ghana’s flagship strategy for boosting smallholder production, strengthening market linkages, and developing value chains. Given this significant policy shift, we examine agricultural commodity price patterns before and after 2017 to identify potential structural shifts in price behavior in maize, tomato, and onion markets, three key sectors targeted by PFJ. Results show maize and tomato prices drop below their long-term trend under PFJ, but not onion prices. Tomato and onion prices exhibit smaller seasonal price variations. These results are indicative of a structural shift in food markets, although further analysis is required to conclusively attribute these changes to PFJ.
