Public Opinion Research Relating to the Financial Services Sector by Ekos Research Associates,Task Force on the Future of the Canadian Financial Services Sector Pdf
Describes and presents findings of a public opinion study whose objectives included: describing the current and evolving attitudes of the Canadian public on a variety of issues relating to the financial services industry; examining Canadians' interaction with the financial services sector; and understanding the interrelatedness of many of the issues and how they are shaping public attitudes. Findings are based on data from a telephone survey of 1,800 representatives from the general public, and a series of focus groups and triads with telephone survey participants. Issues examined include levels of satisfaction with different elements of the financial services sector, levels of trust and confidence in the sector, the image of banks, competition, mergers, Canadian control of the sector, industry practices, and issues relating to technology and privacy. The appendix includes a copy of the survey instrument along with a tabulation of the results.

Empowering Consumers by Task Force on the Future of the Canadian Financial Services Sector Pdf
This paper addresses marketplace factors which are critical for assisting or supporting consumers of financial services in Canada. These factors are: the transparency of transactions and disclosure; privacy of personal information; redress mechanisms; non-coercive sales practices; proficiency standards; and open markets. Particular attention is paid to financial institutions (banks, trust corporations, insurance companies, credit unions) and to financial intermediaries (primarily insurance brokers and agents). The introduction includes discussion of the rationale for focusing on retail consumers and the challenge for public policy in dealing with consumer protection issues. Chapter 2 provides further context by reviewing recent broad market developments. The subsequent chapters examine each of the above factors in turn, and include comparisons with practices in other countries.

From the back cover: Canadians will soon be debating specific proposals for changes to regulations for the financial services industry that are slated for implementation in 1997....This volume examines a set of policy questions that are central to the 1997 legislative review. The book is a collection of papers, each examining a different policy question. The first is motivated by the need for an objective assessment of the link between competition, concentration and profitability, with particular attention paid to major banks. The second reviews the basic issues in the design of Canada's payments system, through which financial institutions clear transactions with each other. The final paper evaluates the impact of rapidly changing computer, communication and networking technologies.

This Detailed Assessment report, a part of the 2013 Financial Sector Assessment Program (FSAP) of Canada, assesses Canada’s regulatory regime and supervisory practices against the international standards. The IMF report suggests that the Office of the Superintendent of Financial Institutions (OSFI) should be empowered to take supervisory measures at the level of the holding company. It highlights that while OSFI requires Federally Regulated Insurers (FRI) FRIs to develop internal capital targets, requirements to develop an Own Risk and Solvency Assessment are scheduled to be implemented in 2014.

Canada by International Monetary Fund. Monetary and Capital Markets Department Pdf
This Financial System Stability Assessment paper discusses that Canada has enjoyed favorable macroeconomic outcomes over the past decades, and its vibrant financial system continues to grow robustly. However, macrofinancial vulnerabilities—notably, elevated household debt and housing market imbalances—remain substantial, posing financial stability concerns. Various parts of the financial system are directly exposed to the housing market and/or linked through housing finance. The financial system would be able to manage severe macrofinancial shocks. Major deposit-taking institutions would remain resilient, but mortgage insurers would need additional capital in a severe adverse scenario. Housing finance is broadly resilient, notwithstanding some weaknesses in the small non-prime mortgage lending segment. Although banks’ overall capital buffers are adequate, additional required capital for mortgage exposures, along with measures to increase risk-based differentiation in mortgage pricing, would be desirable. This would help ensure adequate through-the cycle buffers, improve mortgage risk-pricing, and limit procyclical effects induced by housing market corrections.

Presents the report of a task force appointed to inquire into public policies affecting the financial services sector and to make appropriate recommendations. Task force work included receipt of submissions from interested parties, holding of meetings across Canada to solicit public input, and commissioning external research studies. Four basic themes are explored: enhancing competition and competitiveness, consumer empowerment, Canadians' expectations and corporate conduct, and improving the regulatory framework. After introductory chapters on these themes and the task force's approach, chapter 3 reviews forces of change acting on the sector, including technological advances and globalization, plus the responses to those changes. Chapter 4 includes an overview of the sector and its importance to Canada, and discusses challenges facing the sector. Chapter 5 presents the task force's vision for the sector and suggests how to achieve that vision. Chapters 6 through 9 treat the four basic themes in turn, covering such topics as ownership policy, business powers, mergers, protection of privacy, consumer protection, social performance, and regulation of market entry. The final chapters summarize the task force's recommendations and concluding observations.

Revising Canada's Financial Regulation by Edwin H. Neave,C.D. Howe Institute,Frank Milne Pdf
This paper applies a theory of financial system function and organization to an analysis of possible regulatory reforms to Canada's system of financial regulation. It begins with an overview of the financial system in Canada today, including its changing environment and the pressures for regulatory change. An economic theory of financial activity is then outlined, touching on the system's functions and market structures, the governance of different types of financial transactions, the economics of change, the determinants of financial firms' organizational structures, and some of the trade-offs involved in regulation. The theory is used in assessing proposed regulatory changes, taking into account their objectives, the treatment of similar functions, ownership and structural rules, prudential concerns, and improvements in the release of information. A list of recommendations closes the paper.
