The objective of this publication is multifold. First, it aims to learn from small and medium sized agrifood manufacturers about the role they play in food systems transformation in Senegal and the policy reforms required to harness their potential. Second, and more specifically, it gleans lessons from structured interviews with Senegalese rice millers, based on their day-to-day realities, highlighting the business creativity used by these firms in order to deal with difficult enabling environments. Third, the methodology adopts a food systems approach to analyze the target enterprises; cross fertilizing different disciplinary perspectives in order to develop evidence for the public sector on integrated policy making that better supports the role of small agrifood enterprises in sustainable transformation. Finally, the study shares ideas about innovations related to procurement, operations, logistics, finance, marketing and sales, human resources, and strategic partnerships. An important contribution of this work is to demonstrate the multidimensional and complex nature of the environment within which agrifood manufacturers do business, and the need for the public sector to harness their potential to reduce poverty through off-farm employment generation and to improve food security through the sustainable supply of affordable and nutritious food to domestic and export markets.

Small and medium-sized enterprises (SMEs) constitute the large majority of businesses both globally and in Asia and the Pacific. Despite their undeniable importance, the literature on SMEs in general, and agrifood SMEs in particular, is relatively limited. One specific area that deserves deeper consideration is the extent of digital engagement of agrifood SMEs along the agrifood value chain, from farm to retail and food services, in countries in Asia and the Pacific. The goal of this publication is to understand the current status of digitalization of agri-SMEs in Asia and the Pacific, what this process looks like and how to improve it. A value-chain approach was adopted to evaluate the digital maturity of all types of agri-SMEs across previously siloed categories – from farm to fork, and in the core and the extended value chain. The report analyses the benefits of digital transformation for agri-SMEs and the challenges they face in this process. Next, the report outlines practical and actionable measures that governments and other stakeholders may undertake to help agrifood SMEs stay ahead in the digital age. Special attention is given to the creation of a digital environment that enables agri-SMEs to increase the efficiency of their operations and allow them to grow. This training workshop aims to improve the entrepreneurial capacity of organized small-scale aquaculture producers to develop a market for their products, integrate their enterprise in the value chain, and participate effectively in the value chain. The main participants were the members of a women’s association called the Binmaley Rural Improvement Club (BRIC). They are farming milkfish, and processing and marketing milkfish-based product forms. The technical sessions had three parts: (1) presentations of the case study, five learning modules, and overview of a national programme on ‘Gender responsive economic actions for the transformation of women’, (2) group exercises on the three selected topics, i.e. generating innovative product ideas, developing a basic business plan for a product, and improving the market for existing products, and (3) discussion on the case study and on the working group results. The programme included a field trip to the existing processing facility of BRIC.

This case study is one of four undertaken by the Food and Agriculture Organization of the United Nations (FAO) and the DSI-NRF (Department of Science and Innovation and National Research Foundation) Centre of Excellence in Food Security (CoE-FS) at the University of the Western Cape, South Africa. The purpose of these studies is to review the impact of social protection (SP) interventions on food system outcomes. The overall aim is to define a theory of change and a conceptual framework that link SP to food systems. The focus of this paper is an examination of the project titled “Enhanced Coastal Fisheries in Bangladesh” (ECOFISH-BD), within the Hilsa Fishery Management Action Plan (HFMAP). The HFMAP was implemented from 2005 in five coastal regions of Bangladesh and is a payment-for-ecosystem-services (PES) intervention that provides conditional in-kind assistance. In particular, the HFMAP provides rice to fishers in return for their compliance with fishing restrictions. ECOFISH-BD was initiated in 2014 and extends the HFMAP to include aspects of a “graduation” approach by providing adaptive co-management of the resource, training, alternative livelihood opportunities and support to ensure the inclusion of women and youth in the protected areas.

Factors such as poor road infrastructure, illiteracy, financial constraints, poor communication means and lack of access to information, all limited their access to markets. This has not been fruitful for these poor farmers as traders, intermediaries and other stakeholders in the chain take a large share of their produce.
