Our national security system turns our overall capabilities into active assets, protects us against the threats of an anarchic international system and makes it possible to exploit its opportunities. Today, however, the system is arguably in dire need of reform. Much remains in the dark about how the organizations that safeguard our national security are reformed because international circumstances change. The author examines a crucial historical case of military reform: the establishment of the Rapid Deployment Joint Task Force (RDJTF)--the direct predecessor of Central Command. He discusses how the U.S. military adapted to the emerging security challenges in the Persian Gulf in the late 1970s by recasting military command arrangements. The RDJTF was one of the components of President Carter's Persian Gulf Security Framework, which marked a critical strategic reorientation towards the region as a vital battleground in the global competition with the Soviet Union. The author also suggests how national security reforms can be understood more generally. In this way, he lays out some of today's challenges that we must face in effectively restructuring our security and defense establishment. Especially in these times of fiscal restraint, a better grasp of institutional reform is very much needed. Based upon original interviews with key civilians and military officers as well as extensive archival research, including the analysis of material only recently declassified, this monograph is the most complete account of the establishment of the RDJTF thus far

The contemporary debate over the expansion of NATO to include Poland, the Czech Republic, and Hungary has largely overshadowed an important effort on the part of the Alliance to achieve "internal adaptation" through the work of the Long-Term Study. Part of this process has been a tortuous attempt to reform and reorganize the Alliance's integrated command structure. Often taken for granted, this structure provides the basis for NATO's collective defense, and increasingly, as seen in Bosnia, its ability to undertake peace support operations. However, the very value by which nations hold the structure has resulted in a difficult and time-consuming reorganization process which has produced only limited reforms. It is indeed surprising that the reorganization of the bedrock of the Alliance's military structure has garnered only limited attention outside of NATO cognoscenti. This can be explained, in part, by the fact that until recently the Long-Term Study has been cloaked in secrecy. Most key aspects of the reform process are now out in the public and require debate: a task in which the Strategic Studies Institute is keen to assist. And, let there be no mistake that the proposed reforms outlined by Long-Term Study have major implications for land forces in the Alliance. As argued in this essay, there are a number of proposed reforms which could have fundamental negative implications for command of these forces.

Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

The Politics of Military Reform in Post-Suharto Indonesia by Marcus Mietzner Pdf

This study discusses the process of military reform in Indonesia after the fall of Suharto?s New Order regime in 1998. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
