Social protection for small-scale fisheries in the Mediterranean region - A review by Food and Agriculture Organization of the United Nations Pdf
Small-scale fisheries in the Mediterranean and Black Sea Region represents a key segment of the fishing sector, accounting for the greatest part of the fleet in the region and more than a half of the total workers employed in the sector. Fisher and fishworker households are exposed to different risks and vulnerabilities, including human and natural hazards. Furthermore, fisheries remain one of the most hazardous occupations with a very high fatality rate. Access to markets, financial, social and institutional services along with diversified and alternative livelihoods opportunities is often poor. Degrading fish stocks and aquatic ecosystems worsen this, along with pressure from climate change and climate-induced shocks and hazards and competition over resources with other sectors. Despite the key role social protection can have in reducing poverty and vulnerability, social protection often does not reach the small-scale fishing sector. The limited availability of accurate, robust and timely data on the sector, challenged by the high levels of informality, irregularity and seasonal nature of small-scale fishing activity, can result in the exclusion of small-scale fishers from laws governing formal employment, therefore, hindering their participation in national social protection systems. This study commissioned by the FAO and the GFCM reviewed available social protection systems in five countries in the Mediterranean (Albania, Egypt, Lebanon, Morocco and Tunisia). It identifies the conditions and vulnerabilities of fishers, along with best practices in the provision of social protection programs and policies, and proposes recommendations to improve the coverage and effective delivery of social protection programmes for small-scale fishers in the region.

In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. The publication documents the results of the review of the level of implementation of the FAO Ecosystem Approach to Fisheries (EAF) by the fisheries management bodies in each of the different ABNJ regions. The review was designed to help identify future activities by the ABNJ Deep Sea Project to address gaps and capacity development and make recommendations to strengthen EAF among deep-sea fisheries management bodies and/or their members. The information to complete the EAF reviews was largely obtained from web-based materials. To assist with the accuracy of these desktop assessments, following initial drafting of each EAF background report and associated EAF assessment, both documents were sent to the respective RFMO secretariats. Comments and/or suggestions provided by the secretariats were then addressed with revised versions of the background reports and review assessments generated. Based on these revised reports, the comparative analyses were finalized and a full report was drafted. Being a desk-top assessment of the level of implementation of the EAF approach by each of the RFMO management bodies, the study had a number of caveats including only being able to measure systems and processes, not outcomes. A more complete assessment of EAF adoption and especially the outcomes would require direct involvement of the various stakeholders, including all relevant management, compliance and scientific bodies, contracting parties (CP), non-contracting parties (NCP), vessel owners, crews, non-governmental organizations (NGOs), etc.

The Expert Meeting on Climate Change Implications for Mediterranean and Black Sea Fisheries, was held at the GFCM, Rome, 4–6 December 2017, with the objective to provide technical support the development of an adaptation strategy to cope with the potential effects of climate change on fisheries, in the framework of the GFCM Mid-term strategy (2017–2020) towards the sustainability of the Mediterranean and the Black Sea Fisheries. The meeting was attended by experts working on Mediterranean and Black Sea fisheries and experts engaged in the assessment of projected impacts of climate change to the Mediterranean and Black Seas. The meeting reviewed the existing information on the observed and expected impacts of climate change on Mediterranean and Black Sea fisheries, as well as the most relevant elements on vulnerability and the existing and potential adaptation measures. Agreement was reached on the need to enhance the knowledge on the implications of climate change to fisheries in the region and to identify options to cope with the expected impacts. In this regard, the meeting elaborated elements of a methodology to assess risks and vulnerabilities of fisheries to climate change. A roadmap for the review, endorsement and application of the methodology was elaborated aiming at contributing to the elaboration of regional climate change adaptation strategy in the mid-term.

The forty-third session of the General Fisheries Commission for the Mediterranean (GFCM) and the tenth session of the Committee on Administration and Finance were attended by delegates of 19 contracting parties, as well as of three cooperating non-contracting parties and two non-contracting parties. Representatives from 13 intergovernmental and non-governmental organizations, the Food and Agriculture Organization of the United Nations and its regional projects, as well as the Bureaus of the Commission and its subsidiary bodies, were also in attendance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. Moreover, the outcomes of the second GFCM performance review were commented. In relation to the management of fisheries and aquaculture in the GFCM area of application, eight binding recommendations were adopted, dealing with the following issues: the use of anchored fish aggregating devices in common dolphinfish fisheries in the Mediterranean Sea, information on access agreements in the GFCM area of application, the establishment of a list of vessels presumed to have carried out illegal, unreported and unregulated fishing in the GFCM area of application, the sustainable exploitation of blackspot seabream in the Alboran Sea and red coral in the Mediterranean Sea, multiannual management plans for turbot fisheries in the Black Sea and sustainable demersal fisheries in the Adriatic Sea, and management measures for sustainable trawl fisheries targeting giant red shrimp and blue and red shrimp in the Strait of Sicily. Furthermore, the Commission discussed issues related to the mandate of the GFCM Executive Secretary.

This report summarizes the discussions held during the forty-fourth session of the General Fisheries Commission for the Mediterranean and the eleventh session of the Committee on Administration and Finance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. The Commission adopted 21 binding recommendations and 14 resolutions dealing with fisheries management and conservation, aquaculture, compliance, vessel monitoring and the fight against illegal, unreported and unregulated fishing as well as the GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and the Black Sea. Moreover, the Commission reviewed issues related to its functioning and to the mandate of the GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2022 as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also renewed the GFCM Bureau as well as the mandates of the Bureaus of the Scientific Advisory Committee on Fisheries, the Scientific Advisory Committee on Aquaculture and the Working Group on the Black Sea, and endorsed the new Bureaus of the Compliance Committee and the Committee on Administration and Finance.
