In the past, intensive interest in Soviet research and development has been sporadic both in the West and in the USSR. The end of the 1980s coincided with the demise of the Soviet model of economic development. As a result, a surge of attention has been given to t~e factors driving the motor of Soviet growth and development, as well as R&D. The opening, first, of the Soviet and, subsequently, of the Russian economy, finally exposed it to global stan to scientific dards. The long period of international isolation with respect and technological exchanges made it difficult for scholars and policy makers at home and abroad to measure the status of Soviet advances. Consequently, some overrated the levels, while others underestimated them. Now it comes to light that, although the Soviets put the first satellite in space (Sputnik) and developed their own hydrogen bomb, these were more the exceptions of innovation from research results rather than the rule. Therefore, as the management of the entire economy increasingly malfunctioned, so did the management of R&D in contributing to economic growth and development. There is no denying the incredible investment of the former Soviet state in domestic science and research. The R&D community was one of the largest, if not the largest, in the world during the second half of the twentieth century. Now, Russia has inherited not only this enormous resource, but also the inadequate organization, management, and structure.

Europe's economic and political landscape is changing dramatically. The demise of the socialist CMEA and the USSR has allowed eastern European economies to open up and caused Russia/the CIS to engage in a series of difficult reforms which have been supported by the G-7 and the International Monetary Fund plus the World Bank on the one hand, and, on the other hand, by the EU and the EBRD. While some of the (early) Visegrad countries apparently were rather successful in their transition attempt, systemic transition approaches in other countries - Romania and Bulgaria - and, above all, in Russia largely were a failure. Economic hardship, social unrest, political radicalization and the international spreading of criminal activities can be identified as problems from the failure of Russia's first transition attempt. This book deals - from an international perspective - with the postsocialist countries in Europe, i. e. there is a focus on eastern enlargement and on Russia on the one hand, on the other hand the topic is which international influences and effects will emerge from EU enlargement and the Russian transition. While chapter A exclusively deals with major problems of eastern enlargement and the policy options for dealing with this difficult problem, chapter B is devoted to the Russian transformation crisis. There the analysis has a focus on Russia in its own right but also on the potential negative spillovers of a Russian transformation disaster which could occur in the late 1990s.

This book uses a range of S&T and structural indicators to analyse the transfonnation process, in particular the transfonnation of science, technology and industry, in the fonner communist countries. The book originates from a sense of the tremendous need for quantitative indicators for assessing trends and perfonnance in the post-socialist economies. S&T systems in the region have passed through the first phase of rapid deterioration, or as it is called by some analysts 'implosion'. After ten years of transfonnation we are witnessing a process of increasing differentiation of these countries in tenns of general patterns of growth and structural change, as well as specific lines of restructuring in their S&T systems. The question of sources of growth - or indeed of stagnation - is an increasingly urgent one, from both the policy and academic perspectives. In that context there is a pressing need for in-depth assessment of restructuring patterns in science, technology and industry in the region, as a basis for understanding how restructuring in S&T is linked to industrial restructuring, and to general economic and social transfonnation. As the contributions to this volume show, there is now a critical mass of quantitative data across the post-socialist countries which deserves to be studied more thoroughly in a comparative manner.
