The DGM Saweto Peru country project focuses on supporting Indigenous peoples in selected communities in the Peruvian Amazon to improve their sustainable forest management practices. The project started its implementation in November 2015 and closed in June 2021, it has had 133 subprojects which were all completed. This case study focuses on one of those subprojects to offer insight into whether and in what way it influenced women’s participation and leadership on the ground. It could also indicate the extent to which the subproject may be influencing broader social and gender norms in Peru. It also informs the wider line of inquiry of the DGM Gender Study, which seeks to analyze the contribution of the DGM project to women’s economic achievement, access to and control over productive assets, voice, and agency that supported positive changes in women’s leadership and meaningful participation. Our conceptual framework for this study, both the broader DGM Gender Study and this more focused case study, follows a stepwise, yet flexible and dynamic, progression toward gender transformative change. The framework begins by assessing the inputs that the DGM project provided to beneficiaries, such as assets, information, skills, and capacity building. This assessment looks at what type of inputs were are provided, to whom, and how. We assess how those inputs influenced women’s income and assets, and building on that, how women are gaining voice and agency. We assess whether and how those changes in voice and agency are influencing gender norms, attitudes, and perceptions of women and men at multiple levels, from individual to household to community. Finally, we look at whether those shifts have the potential to be sustained beyond the lifetime of the project and could influence more formal practices, rules, policies, and laws that are unequal to women. In this case study, which focuses on improving fish farming in the native Awajún community of Nazareth in Amazonas, female and male community members report some benefits and positive shifts for women at the individual level, but only limited benefits at the household and community level. The results suggest that the DGM Saweto Peru fish farming subproject brought some tangible positive changes for women but leave in doubt the extent to which those changes have extended beyond the direct subproject participants.

The DGM Indonesia (DGM-I) country project focuses on improving clarity and security of land rights for Indigenous peoples and local communities (IPLCs), as well as improving livelihood opportunities from sustainable forests and land. In implementation since March 2017, with 63 subprojects either in implementation or completed, there are ample opportunities for detailed examination of a particular DGM-I subproject. This can offer insight into whether and how DGM projects are influencing women’s participation and leadership on the ground, and can also provide an indication of the extent to which the project may be influencing broader social and gender norms in Indonesia. In turn, this case study informs the wider line of inquiry of the World Bank DGM & REDD+ Gender Study, which follows a conceptual framework of gender transformative change to analyze the contribution the DGM-I project is making to women's economic achievement, access to and control over productive assets, voice, and agency that support positive changes in women’s leadership and meaningful participation. Despite the importance of forests for global processes and the tradition of forest management by local Amazonian peoples, there is not much available literature on gender and forests in the Amazon region. Yet gender roles and relationships are important components of key emerging forest-related issues, such as climate change and the differential risks and opportunities faced by women and men in different contexts. This paper reviews recent literature (in English, Spanish and Portuguese) that addresses gender and forests in Amazonia, focusing on: property rights in Amazonian territories and communities; diverse and changing gender relations; forest management programs; and women’s participation in social movements and organizations. The review finds significant historical, sociocultural and material barriers to gender equity and to women’s full participation in sustainable management of Amazonian forests, and a relative lack of focus on gender in forest management programs, despite promising examples. The most important finding was that, over the past two decades, women from different Amazonian social groups have become increasingly organized, enhancing their rights, levels of participation and empowerment. More research is needed to understand the variability of gender relations and rights in different Amazonian contexts, and how they are changing. Research is also needed to understand and support efforts to improve gender equity in rights to resources and income and participation in key community and societal decisions on the future of Amazonian forests and their peoples.

"This book aims to assess how the Co Tu peoples, an ethnic minority living in the central region of Vietnam, benefit from participation in a benefit sharing mechanism which allows legal collection of non-timber forest products inside special use forests. The research also examines social and cultural influences which impact on cultural harvesting and gender relations in the commune and households, particularly in regards to local rights and roles in harvesting the products. The results indicate that benefits from collecting non-timber forest products after introduction of the benefit sharing mechanism were insignificant when compared with before its introduction. Furthermore, development activities under the benefit sharing mechanism did not have any impact on local people, in terms of diversification of livelihood strategies, nor did it increase household income. Women, in particular, faced limitations in participating in the benefit sharing mechanism's program, as a result of strong customary laws within their ethnic group. However, the benefit sharing mechanism did increase women's knowledge on equal rights and roles in access to and control over forest resources, and their sense of responsibility in forest management and conservation"--Back cover.

Key messagesLao People's Democratic Republic (hereafter "Lao PDR") was the first country in Asia to submit its NDC, doing so in September 2015. Building on national development and environmental protection policies, the country aimed to make full use of existing institutional capacity and financial resources, and embed NDC targets in existing policies and planning.To date, NDC results have been mixed. The initial target for 90% of the rural population having access to electricity has already been exceeded with the figure now at 95%, while the forestry target of 70% forest cover has yet to be achieved.Political commitment is strong. The Government designated the Department of Climate Change (DCC) under the Ministry of Natural Resources and Environment (MoNRE) to become the national focal point for coordinating NDC implementation in Lao PDR. The Government has also issued a number of related laws and regulations, such as the new forestry law in June 2019 and the Decree on Climate Change in September 2019.Major challenges impeding the country's efforts to achieve its forestry sector NDC targets are persistent and similar to those identified 10 years ago. These are: policies and measures to address major drivers of deforestation and forest degradation not being fully implemented on the ground; poor coordination between key sectors; a lack of accurate and available data and credible methodologies for measuring outcomes; inadequate institutional arrangements for sustainable forest management and community participation; as well as a lack of available funds for implementing proposed activities.In order to achieve and enhance current NDC target ambitions, policies, measures and enabling conditions for transformational change (e.g. funding availability, national ownership, cross-sector collaboration, results-based payment mechanisms, and clarity over carbon and non-carbon benefits) need to be in place.Knowledge gaps that need addressing in order to provide credible evidence for the Government and donors to revise and adapt NDC targets, and better implement the NDC include: rigorous impact assessments of existing policies and initiatives on forest protection and development outcomes; and an integrated sectoral assessment on how realistic and feasible NDC targets could be achieved in supporting the National Green Growth Strategy and Sustainable Development Goals by mainstreaming Climate Change into national socio-economic development plans, vis-à-vis Paris Agreement ambition targets in each period.

Recognising widespread uncertainty about how to address gender within the forestry world (from researchers, as well as natural resource, development and conservation practitioners), this paper strives to provide targeted guidance. We divide gender methods into three main approaches, based on the availability of resources. In the first section, we provide a brief discussion of theory and method. Then, after discussing some all-purpose methods, we classify methods loosely into categories of ‘quick and [more or less] dirty’; systematic ‘academic’ studies; and collaborative studies. We argue that although there is legitimate space for all three approaches, the last is the most likely to result in long-term and meaningful improvements in forests and human well being.

This report looks at both negative and positive drivers that affect forest change in the Greater Mekong Sub-region (GMS) in the last 25 years (1990-2015) in order to have a better understanding of their influence on forests in the region. It evaluates policies and measures in relation to drivers of forest change. Agricultural expansion, infrastructure development particularly hydropower dams and road construction, logging, mining operations and forest fires are the most dominant drivers of fores t loss in GMS. At a positive note, almost all countries in the region have adopted policies that support SFM and balance the social, economic and environmental aspects of forestry. Furthermore, there seems to be a movement towards sustainable policies which influence the shift towards SFM, forest conservation and afforestation and reforestation. Although it seems the policies addressing the drivers of deforestation exist at local, national and international level, their effectiveness has been mi xed. T his report presents forest changes in the Greater Mekong Subregion (GMS) over a period of 25 years between 1990 and 2015. It describes key drivers that have affected these changes. Some drivers influenced forests negatively in that they resulted in deforestation and forest degradation. On the other hand, positive drivers promoted sustainable forest management (SFM), afforestation and reforestation and forest conservation.
