Managing the Interface between Safety and Security for Normal Commercial Shipments of Radioactive Material by IAEA Pdf

Regulations governing the safe transport of radioactive material have been developed and maintained at the international and national levels for more than six decades. More recently, similar efforts have been initiated for security during the transport of radioactive material; however, safety and security provisions have typically been developed independently. The aim of this publication is to provide technical guidelines and practical information to assist Member States, competent authorities and operators in ensuring an integrated and coordination approach. Based on international good practices, its use will facilitate the management of the interface between nuclear safety and security during normal commercial shipments of radioactive material that pose a low radiological consequence if attacked by an adversary.

Preparation, Conduct and Evaluation of Exercises for Security of Nuclear and Other Radioactive Material in Transport by International Atomic Energy Agency Pdf

This publication provides practical advice for planners to prepare, conduct and evaluate nuclear material transport security exercises. Nuclear material transport security exercises are part of a comprehensive nuclear security regime. Exercises vary in scope and in scale, ranging from small drills, which focus on training, to large scale exercises, which aim at testing the overall command, control, coordination and communications arrangements. The purpose of exercises is not to 'demonstrate' the quality of the arrangements, but rather, to identify weaknesses and areas where improvements can be made. Hence, exercises are an integral part of a sustainable and continuous improvement programme for nuclear transport security. Exercises can also be a tool to assess and validate existing transport security arrangements prior to gaining regulatory approval for actual transport operations or transport campaigns. The material provided in this publication is intended as an example of a logical process for the preparation, undertaking and evaluation of exercises, which needs to be adapted to suit national systems, local circumstances and the specific aim of each exercise. It constitutes a starting point for organizations that have not previously organized or managed exercise programmes, as well as a reference for organizations

Basic Of Transport And Storage Of Radioactive Materials by Wille Frank,Volzke Holger,Saegusa Toshiari Pdf

Safe and secure transport and storage of radioactive materials are essential for sustainable nuclear fuel cycle. The basic technologies are matured, but they have been progressively developed to make transport and storage safer and more secure. Safe and secure culture that encourages a questioning and learning attitude and that discourages complacency should be fostered and maintained. This book provides current basis of safe and secure transport and storage so that those technologies can be readily traced, improved, or modified, if necessary, for and by the future generations. This book overviews current available information in the literature. It also covers advanced technology on similar subjects in the literature. On top of that, new and valuable subjects are introduced for readers to grasp the wide spectrum of the safe and secure transport and storage technology. The contents are arranged and divided into three sections, I: Safety of Transport, II: Safety of Storage, III: Security of Transport and Storage. Going the Distance? by National Research Council,Transportation Research Board,Nuclear and Radiation Studies Board,Committee on Transportation of Radioactive Waste Pdf

This new report from the National Research Council's Nuclear and Radiation Studies Board (NRSB) and the Transportation Research Board reviews the risks and technical and societal concerns for the transport of spent nuclear fuel and high-level radioactive waste in the United States. Shipments are expected to increase as the U.S. Department of Energy opens a repository for spent fuel and high-level waste at Yucca Mountain, and the commercial nuclear industry considers constructing a facility in Utah for temporary storage of spent fuel from some of its nuclear waste plants. The report concludes that there are no fundamental technical barriers to the safe transport of spent nuclear fuel and high-level radioactive and the radiological risks of transport are well understood and generally low. However, there are a number of challenges that must be addressed before large-quantity shipping programs can be implemented successfully. Among these are managing "social" risks. The report does not provide an examination of the security of shipments against malevolent acts but recommends that such an examination be carried out.
