When we think of kinship, we usually think of ties between people based upon blood or marriage. But we also have other ways—nowadays called ‘performative’—of establishing kinship, or hinting at kinship: many Christians have, in addition to parents, godparents; members of a trade union may refer to each other as ‘brother’ or ‘sister’. Similar performative ties are even more common among the so-called ‘tribal’ peoples that anthropologists have studied and, especially in recent years, they have received considerable attention from scholars in this field. However, these scholars tend to argue that performative kinship in the Tribal World is semantically on a par with kinship established through procreation and marriage. Harold Scheffler, long-time Professor of Anthropology at Yale University, has argued, by contrast, that procreative ties are everywhere semantically central, i.e. focal, that they provide bases from which other kinship ties are extended. Most of the essays in this volume illustrate the validity of Scheffler’s position, though two contest it, and one exemplifies the soundness of a similarly universalistic stance in gender behaviour. Unlike conventional wars these very bloody armed conflicts are no longer the affair of state governments and their armies. In their place appear police-like armed units,security services and secret services, groups and organizations of religious, political and social fanatics ready to resort to violence, 'militias', bands of mercenaries, or just gangs of thugs, led by the condottiere of the 21st century, consisting of militant charismatics, militia 'generals', 'drug barons' and 'warlords' of various kinds. They conduct wars in which the soldiers no longer wear uniforms and there is no meeting of armies in open battle. The armed organizations fight in urban agglomerations and in difficult, inaccessible regions. The combatants fight for religion and quasi-religious ideologies, for the 'rights of the people' or 'national liberation', for power, gain, and booty, and above all for recognition. For the practice of peace, this kind of war has far-reaching consequences. In this book the authors examine various paths to peace and reconciliation in low intensity conflicts. They look at processes of peace making from South Africa and the North of Mali to Indonesia and South East Asia. Common to most studies is that they stress the particular local contexts of peace making tied to the highly localized nature of most low intensity conflicts. The logic of peace has become a logic of local and regional power. The articles shed new light not only on ways and chances of interventions by the international community but also on the role of nongovernmental organisations in violent conflicts.

The debate on governance originates in the OECD world. At the latest since the postcolonial debate, we know that we need to “test” our assumptions under radically different conditions. This book offers an extended perspective of local self-governance by examining cases from South Asia, Africa, and Latin America, together with a study of militias in the USA. The chapters present a wide variety of local actors who pursue different notions of order legitimized by local traditions based on hierarchy or deeply rooted communalism, Islamic theology, or grassroots democracy. Some local actors claim a state-like authority and challenge the territorial state. In such cases, there is no longer “a shadow hierarchy” but opposition to the state. Different violent actors fight for supremacy, and the state is just one actor among others. The empirical studies presented in this book show how different kinds of local self-governance are combined with varieties of statehood, and thus contribute to an understanding of the notion of governance in a fundamental sense that goes beyond the special case of the OECD world.
