Chronic homelessness is a highly complex social problem of national importance. The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Since the nineteenth century various housing solutions have evolved, such as sprawling Australian home ownership and compact Dutch social rental housing. This phenomenon cannot be adequately explained with simple descriptions of key events, politics and housing outcomes. Critical Realism and Housing Studies pushes debate forward, arguing that a new ontological perspective is required to address fundamental issues in housing and comparative research. This book is clearly organized into three parts which: evaluate ontological and methodological alternatives for comparative housing research provide two historical case studies inspired by critical realist ontology compare the causal tendencies that explain diverging housing pathways in Australia and the Netherlands. Lawson proposes that we turn to critical realism for the solution. From this perspective the causal tendencies of complex, open and structured housing phenomena are highlighted. With this insight we are able to extract the key social arrangements which promote different housing solutions from the historical case studies. Social arrangements which are found to influence alternative pathways in housing history concern the property rights, circuit of savings and investment, as well as labour and welfare relations. As they develop differently over time and space they affect where, when and how housing solutions develop.

Today, the nation faces an array of housing and urban policy challenges. No federal department other than HUD focuses explicitly on the well-being of urban places or on the spatial relationships among people and economic activities in urban areas. If HUD, Congress, mayors, and other policy makers are to respond effectively to urban issues, they need a much more robust and effective Office of Policy Development and Research (PD&R). PD&R conducts independent research and program evaluation, funds data collection and research by outside organizations, and provides policy advice to the Secretary and to other offices in HUD. With adequate resources, PD&R could lead the nation's ongoing process of learning, debate, and experimentation about critical housing and urban development challenges. Federal law prohibits housing discrimination on the basis of seven protected classes including race. Despite 30 years of legal prohibition under the Fair Housing Act, however, there is evidence of continuing discrimination in American housing, as documented by several recent reports. In 1998, the Department of Housing and Urban Development (HUD) funded a $7.5 million independently conducted Housing Discrimination Survey (HDS) of racial and ethnic discrimination in housing rental, sales, and lending markets (Public Law 105-276). This survey is the third such effort sponsored by HUD. Its intent is to provide a detailed understanding of the patterns of discrimination in housing nationwide. In 1999, the Committee on National Statistics (CNSTAT) of the National Research Council (NRC) was asked to review the research design and analysis plan for the 2000 HDS and to offer suggestions about appropriate sampling and analysis procedures. The review took the form of a workshop that addressed HUD's concerns about the adequacy of the sample design and analysis plan, as well as questions related to the measurement of various aspects of discrimination and issues that might bias the results obtained. The discussion also explored alternative methodologies and research needs. In addition to addressing methodological and substantive issues related specifically to the HDS, the workshop examined broader questions related to the measurement of discrimination.
