The Operating Organization for Nuclear Power Plants by IAEA Pdf

Written for use by regulatory bodies and the operating organizations of nuclear power plants, this Safety Guide addresses the commissioning, operation and preparation for decommissioning stages for a nuclear power plant. The role of the operating organization in the siting, design, manufacturing and construction of a nuclear power plant is outside the scope. In most States, the operating organization is the legal entity responsible for safety, financial and commercial obligations, as well as other obligations that are connected with the operation of a nuclear power plant. This Safety Guide is solely concerned with those responsibilities and obligations that are necessary to ensure the safe operation of the nuclear power plant(s) under the control of the operating organization.

Managing Human Performance to Improve Nuclear Facility Operation by International Atomic Energy Agency Pdf

The contribution of human performance to the occurrence of significant events and consequently to overall performance improvement in the nuclear field has been well documented. Nuclear industry experience shows that within nuclear power plants, 80% of significant events can be attributed to human error. Monitoring and continually improving human performance has now become one of the key challenges in the management of human resources for a nuclear facility. This publication provides practical guidance in this area and will assist Member States to review and improve the systems and process for improving human performance as a major contribution to sustaining and improving the performance of nuclear facilities.

Equipment Qualification in Operational Nuclear Power Plants by International Atomic Energy Agency Pdf

This report is based on information presented at two IAEA Technical Committee meetings held within the framework of the IAEA Project on Operational Safety Guidance in 1993 and 1994. The document was prepared to provide guidance to Member States in assessing the status of equipment qualification (EQ) in operational nuclear power plants and in preserving this status. It offers methods and practices for activities which are necessary for a successful implementation of periodical safety reviews. The report should be of value for all countries that are parties to the Convention on Nuclear Safety, which entered into force on 24 October 1996 and stipulates the review and, where necessary, the upgrading of the safety of existing nuclear installations.

Plant Life Management Models for Long Term Operation of Nuclear Power Plants by International Atomic Energy Agency Pdf

When nuclear power plants reach the end of their nominal design life, they undergo a special safety review and an ageing assessment of their essential structures, systems and components for the purpose of validating or renewing their licence to operate for terms beyond the service period originally intended. Three different plant life management models have been used to qualify these nuclear power plants to operate beyond their original design life. This publication presents a collection of sample licensing practices for long term operation among IAEA Member States. The various plant life management models used to obtain long term operation authorizations are described and comparisons drawn against the standard periodic safety review model. Lessons learned and warnings about possible complications and pitfalls are also described to minimize the licensing risk during operation and future long term operation applications. The main intention of this publication is to support nuclear power plant owners and operators planning an extension of plant operation beyond its original design life, but it also serves as a useful guide for those interested in procuring, from the beginning, the necessary tools to implement ageing management in their future plant with long term operation in mind.

Restoring U.S. Leadership in Nuclear Energy by The CSIS Commission on Nuclear Energy Policy in the United States Pdf

America’s nuclear energy industry is in decline. Low natural gas prices, financing hurdles, failure to find a permanent repository for high-level nuclear waste, reactions to the Fukushima accident in Japan, and other factors are hastening the day when existing U.S. reactors become uneconomic. The decline of the U.S. nuclear energy industry could be much more rapid than policy makers and stakeholders anticipate. China, India, Russia, and others plan on adding nuclear technology to their mix, furthering the spread of nuclear materials around the globe. U.S. companies must meet a significant share of this demand for nuclear technology, but U.S. firms are currently at a competitive disadvantage due to restrictive and otherwise unsupportive export policies. Without a strong commercial presence in new markets, America’s ability to influence nonproliferation policies and nuclear safety behaviors worldwide is bound to diminish. The United States cannot afford to become irrelevant in a new nuclear age.
