Technological Change and Skill Development in Arab Gulf Countries by Samia Mohamed Nour Pdf

This book discusses skill formation, upskilling of workers, and their interaction with technological change in Gulf countries. Heavy dependence on oil, the 'Dutch Disease', and the high incidence of unskilled foreign workers have caused serious structural imbalances in the labour market in the Gulf. The author shows that success of economic development strategies to address such imbalances are all contingent upon the development of adequate and appropriate skills in the region. This book confirms the role and impact of the deficiencies in the educational system alongside the well established effects of the excessive use of uneducated foreign workers and lack of incentives in the labour market. A comprehensive investigation of the skill problem and an elaborate in-depth analysis to assess the causes, consequences and relationships between poor skills and technological performance are highlights of this book. This is an ideal resource for policy makers in the Gulf region and researchers of the topic.

Economic Systems of Innovation in the Arab Region by Samia Mohamed Nour Pdf

The Arab region has become a hotbed of economic growth in recent decades. While this growth has indisputably brought in wealth, there are still countless questions about the characteristics, constraints, and implications of the region's systems of innovation. Do these systems even exist in the Arab region? How does the current economic structure affect regional innovation? Is the presence of natural resources a help or a hindrance? Economic Systems of Innovation in the Arab Region discusses the causes, consequences, and implications of poor systems of innovation in the Middle East and North Africa. By examining the comparative weakness of innovation, the economic structure, and the diversity of the region, Nour shows that the development of Arab regional systems of innovation is contingent upon the development of adequate economic policies and incentives in the area. Her contribution is key for students and scholars of economics, innovation, and international relations.

Social Change in the Gulf Region by Md Mizanur Rahman,Amr Al-Azm Pdf

This open access book, comprising thirty-nine chapters divided into social, cultural, economic, and political spheres, offers a unique opportunity to dive into the complex, dynamic, and sometimes contradictory transformation of Gulf societies in the last few decades. Whilst the Gulf region has at times been seen as impervious to this natural phenomenon of transformation—timeless, never changing, deeply rooted in its ancient tribal customs and traditions and able to blend past and present seamlessly without suffering the wrenching trauma of change—this is clearly not the case, and the region is not immune to the inevitable forces of social change. There is no doubt today that the social change sweeping the Gulf has been profound, affecting almost every aspect of life in the Gulf societies. This volume has an encyclopedic value as the chapters collectively offer multifaceted and multidisciplinary perspectives to understand social change in the Gulf region. Through these chapters, the role of economic and educational transformation, and the impact of social media, migration, and urbanization have in driving social change in the Gulf societies is examined in detail with a focus on their directions, magnitudes, and relevant policy options. It also considers how COVID-19 is affecting the lives of the people in the Gulf. This book bridges gaps in the understanding of the rapid pace of social change in the Gulf, offering practical solutions for policy interventions. It is of interest to scholars and students in Middle Eastern studies, specifically, as well as sociology, media studies, migration studies, and educational policy.

Science and Technology Development in the Gulf States by Afreen Siddiqi,Laura Diaz Anadon Pdf

The Arab states of the Gulf, currently heavily reliant on oil and gas exports, have stated their intention to promote economic diversification and have embarked on reforming existing institutions for higher education, scientific research, and technology innovation. The region has witnessed huge population growth in recent decades, and in some cases (e.g. Saudi Arabia) almost half the population is under the age of twenty-five and in need of access to quality education and meaningful employment opportunities. This book provides an in-depth discussion of what is needed to accelerate the development of science, technology and innovation in the Gulf. Among other issues, the authors discuss the need for regional collaboration, and tackle systemic challenges such as immigration policies, career incentives for GCC citizens, and increased inclusion of women in the workforce.

The Future of the Gulf Region by Arno Tausch Pdf

This book studies values and attitudes in the Gulf region. In light of global power shifts, the threatening collapse of internal security in the West, and uncertainty about the current leadership vacuum in world society, this book explores a future leading role of the Gulf countries in such institutions as the G-20 and the OECD. Based on rigorous analysis of macro-level data and opinion surveys with relevance for the Gulf region, it analyzes the global macro-factors shaping the Gulf's future at a time of the global COVID-19 crisis and depression and rising global tensions. Starting with an empirical time series analysis of the long cycles of global politics and economics, it highlights the implications for the Gulf region. Offering a multivariate analysis of civil society values in the Gulf, the author analyzes value changes and attitudes on antisemitism, political Islam, internal security, democracy, and other issues of Arab politics. The partially optimistic conclusions of the study testify to the underestimated and incipient maturity of the Gulf’s civil society and strongly suggest that the Gulf's future is rather with the free societies of the West and not with a Neo-Ottoman Empire in whatever form. "Exceptional in scope and right up-to-the-minute in coverage" Brian M Pollins, Associate, Professor Emeritus, The Ohio State University. "An outstanding and topical book by an astute scholar of the MENA region" Professor Hussein Solomon, Academic Head of Department, Political Studies and Governance, University of the Free State, South Africa. "The most comprehensive and insightful study on the subject to date" Manfred B. Steger, Professor of Sociology, University of Hawai'i at Manoa and Global Professorial Fellow, Western Sydney University.

Fostering Human Capital in the Gulf Cooperation Council Countries by Sameh El-Saharty,Igor Kheyfets,Christopher Herbst,Mohamed Ihsan Ajwad Pdf

The formation of human capital--the knowledge, skills, and health that people accumulate over their lifetimes--is critical for the six Gulf Cooperation Council (GCC) countries. Human capital contributes not only to human development and employment but also to the long-term sustainability of a diversified economic growth model that is knowledge based and private sector driven. This approach is critical, given that income from oil and gas will eventually decline and that the nature of work is evolving in response to rapid technological changes, in turn demanding new skill sets. The GCC governments have demonstrated their strong political will for this shift: four of them are among the first countries to join the World Bank’s Human Capital Project—a global effort to improve investments in people as measured by the Human Capital Index. The GCC countries face four main challenges: • Low levels of basic proficiency among schoolchildren • A mismatch between education and the labor market • A relatively high rate of adult mortality and morbidity • A unique labor market , in which wages in the public sector are more generous than in the private sector and government employment of nationals is virtually guaranteed To address these challenges, this report outlines four strategies in a“whole-of-government†? approach: • Investing in high-quality early childhood development • Preparing healthier, better educated, and skilled youth for the future • Enabling greater adult labor force participation • Creating an enabling environment for human capital formation These strategies are based on best practices in other countries and feature some of the GCC countries’ plans, including their national “Visions,†? to take their economies and societies further into the twenty-first century. With the COVID-19 pandemic, the GCC countries face additional challenges that may worsen some preexisting vulnerabilities and erode human capital. In response, the GCC governments have taken multiple measures to protect their populations’ health and their economies. Any country’s decision to reopen its economy needs to closely consider public health consequences to avoid a resurgence of infections and any further erosion of its human capital. The COVID-19 crisis underscores that the need to accelerate and improve investment in human capital has never been greater. Once the GCC countries return to a “new normal,†? they will be in a position to achieve diversified and sustainable growth by adopting, and then tailoring, the strategies presented in this report.
