Fiscal Control of Pollution by Rajat Verma Pdf

This volume analyses the process and structure of ecotaxes in India to bring forth its rationale, application and incidence on emerging environmental problems on the backdrop of the environmental issues confronted by the Indian economy. Being at infant stage in India, the concept of ecotaxes is plagued with large empirical difficulties. This book provides a holistic understanding of the complexities in the design and implementation of these fiscal instruments at the country level. After elaborating on the theory, history of its applications, the book provides an innovative methodological exercise. It examines the adequacy and relevance of ecotaxation in the Indian context, along with ensuring that the distortions due to the proposed levy are minimised. The incidence of these taxes on the households, the double dividend hypothesis and the effect on competitiveness of the producer are a few of the core themes elaborated upon in this book. This is demonstrated through a linear general equilibrium framework of Environmentally extended Social Accounting Matrix (E-SAM). The book provides material for the researchers and graduate students on the methodological structure of eco-taxes. The proposed methodological intervention could be utilised by the researchers who wish to analyse the macroeconomic impact of any tax through the framework of Social Accounting Matrix (SAM). Additionally, the process as well as the implications and nuances provided in the book will assist the policy makers to design innovative policies for dealing with environmental issues. The volume also has something for the practitioners by helping them comprehend various effects of these instruments on different stake holders of the economy and thus will be useful as a policy prescription. The three policy scenarios analysed in this study could be considered by the policymakers while attempting to design these instruments in the Indian context and thus ending the extensive reliance on the age old and grossly ineffective Command and Control (CAC) Policies.

Energy Security and Development by B. Sudhakara Reddy,Sergio Ulgiati Pdf

This volume provides a systematic framework for energy suppliers, policy makers, academics, students, and all others interested in energy security, and analyzes key issues concerning energy, security and sustainability with the help of a wealth of data. While sustainability is the broadest objective, energy security is an important part of it, at the global, national and societal levels. The development of a sustainable, long-term solution to meeting the world’s energy needs is a defining issue of our time, since central global challenges that the world faces—poverty alleviation, climate change, and environmental degradation—are directly linked to energy security. The contributions cover key issues in sustainable energy and illustrate that the insecurity of a majority of countries owes to internal factors which have more to do with market forces, inefficient technologies, lack of institutions, environmental insecurity, pricing mechanisms, etc., and less to do with the international situation. The links between energy and development are both direct and indirect. Directly, energy provides several services and utilities to maintain human well-being, and also does so indirectly through stakeholders. This volume addresses both the direct and indirect links and provides sustainable alternatives, helping readers to better grasp the resilience of both socio-economic and resource sub-systems in the process. The issues affecting energy supply and demand, including technology portfolios, environmental considerations and consumer attitudes are thoroughly discussed. One of the critical questions that arises is how to facilitate energy investment. The investment climate and the key issues involved are analyzed, including: the capital flows with reasonable and stable investment frameworks, timely decision-making by governments, and open markets. The broad objective of the volume is to foster a deeper understanding of the concept of energy security and to identify the methods of analysis, policy initiatives and future research needed to generate a balanced pattern of energy use and mitigate its impact on humanity and the environment.

Emerging Economies by Parthasarathi Shome,Pooja Sharma Pdf

This volume brings together research on development in three major areas of contemporary global relevance: agriculture and food security, energy, and the institutions of national innovation. Covering six of the largest emerging and developing economies (EDEs) in the world, three Asian (China, India and Malaysia), two Latin American (Brazil and Mexico), and one African (South Africa), the book offers insights on how the major EDEs have addressed the complex and increasingly interrelated issues of agricultural growth, food security and access to energy as part of their growth and development experience over the last three decades. Underscoring the broader view of institutions of national innovation capacities, the volume presents the role of domestic policy and macroeconomic fluctuations in shaping the innovation capacities and development policy in these countries. The book is divided into three main parts. Part I addresses agriculture and food security, while Part II focuses on the energy sector, including the importance of clean energy and energy efficiency in improving access. Parts I and II also cover the role of the major sector-specific innovations for increasing productivity and growth. Subsequently, Part III examines the importance of economy-wide institutions of innovation in the context of supporting growth and development.

GHG Emissions and Economic Growth by Barun Deb Pal,Vijay P. Ojha,Sanjib Pohit,Joyashree Roy Pdf

Issues linking climate change and economic growth are now at the centre of discussions regarding development strategies especially in the context of developing countries. This book contributes by analyzing the relationship between economic growth and GHG emissions in India with explicit reference to all major economic sectors. One of the most popular tools for macroeconomic policy analysis is Social Accounting Matrix (SAM). The book presents the methods and estimates of the latest Social Accounting Matrix (SAM) for India, which provides a major data base describing the complete circular flow of income and input-output transactions among the sectors of the economy. The novelty of the book lies in the fact that for the first time a SAM has been prepared for the Indian economy with environmental indicators. A detailed methodology for constructing such an extended SAM is also presented in the book. The environmental social accounting matrix (ESAM) based analysis has been included to show direct and indirect links between economic growth and GHG emissions. The book also includes analysis of factors affecting historical GHG emissions trends in India. The book goes beyond SAM and applies computable general equilibrium (CGE) modelling to derive climate-change policy analysis and simulations. This CGE-based analysis is an important contribution to the current debate surrounding carbon tax and its possible impact on macroeconomic growth.
