The Export Performance of Sub-Saharan Africa, 1970-19+L69390 by Mr.Joshua E. Greene Pdf

The export performance of Sub-Saharan Africa has lagged behind that of developing countries in other regions for the past two decades, and total export proceeds have fallen significantly since 1980. Many factors explain this outcome, including continued concentration in slowly-growing non-fuel primary commodities and domestic economic policies that have discouraged new investment that could promote diversification and increased production of traditional crops. Diversification into new agricultural products and light manufactures could boost export earnings, but only if the region can compete successfully with existing producers elsewhere. In most countries this will require major structural reforms to create a more attractive economic environment.

The Cost of Export Subsidies by Alexander W. Hoffmaister Pdf

This paper develops a model to estimate the effects of export subsidies on the supply of exports. Using data for Costa Rica over the 1980’s, it is shown that while the export subsidy scheme in operation led to an increase in exports, the direct fiscal costs of the scheme were quite large. Furthermore, the subsidy scheme led to a significant increase of imports. These results suggest that elimination of export subsidies would not have a particularly harmful effect on the trade balance, and would increase the fiscal position and generate economic efficiency besides.

Fiji by International Monetary Fund Pdf

This paper reviews economic developments in Fiji during 1990–95. The reorientation of policies, although incomplete, led to stronger growth of nontraditional exports and non-sugar manufacturing, and to a pickup in GDP growth to an average of 4.1 percent between 1988 and 1993. Fiscal deficits declined in the early 1990s, although often larger than budgeted, and the external current account progressively turned into a surplus position. Despite the actions undertaken, however, private investment did not recover from its slump in the late 1980s impeding the economy from fully exploiting its growth potential.

Credibility and the Cost of Export Subsidies by Mr.Alexander W. Hoffmaister Pdf

Recurring balance of payments crises in countries that pursued import substitution have led some of them to establish a variety of export incentives, in particular subsidies, as a way to revive and re-orient their economies. However, exporters are likely to be uncertain of the government’s commitment to export promotion because of the years of neglect. This paper analyzes the issue of the credibility of export subsidies and suggests that a government is able to convince exporters of its commitment only at a cost, which reduces the attractiveness of promoting exports by means of subsidies.

Mauritius by International Monetary Fund Pdf

This Recent Economic Developments and Selected Issues paper on Mauritius highlights that the real GDP growth for the country during 1993/94–1995/96 averaged about 4.1 percent, compared with 6.0 percent for the preceding three years. The decline in GDP growth, especially in 1994/95, was largely on account of the adverse impact of Cyclone Hollanda, which hit the island in February 1994. The negative effects of the cyclone were the most pronounced in the sugar sector, where output in 1994 declined by 12 percent compared with 1993.

Botswana by International Monetary Fund Pdf

This Background Paper and Statistical Appendix describes economic and financial developments in Botswana during 1993–94. Although real GDP in Botswana recovered somewhat to 2.5 percent in 1993/94, compared with a decline of 1.5 percent in 1992/93, this outcome represented a decline in real GDP per capita for the second consecutive year. The government sector continued to expand relatively fast as the civil service continued to grow fairly rapidly, leading to an increasing share in the nonmining GDP, which rose from 34.8 percent in 1992/93 to 36.1 percent in 1993/94.

The Macroeconomic Determinants of Commodity Prices by Mr.Eduardo Borensztein,Ms.Carmen Reinhart Pdf

The “traditional structural approach” to the determination of real commodity prices has relied exclusively on demand factors as the fundamentals that explain the behavior of commodity prices. This framework, however, has been unable to explain the marked and sustained weakness in commodity prices during the 1980s and 1990s. This paper extends that framework in two important directions: First, it incorporates commodity supply in the analysis, capturing the impact on prices of the sharp increase in commodity exports of developing countries during the debt crisis of the 1980s. Second, we take a broader view of “world” demand that extends beyond the industrial countries and includes output developments in Eastern Europe and the former Soviet Union (FSU). The empirical results support these extensions, as both the fit of the model improves substantially and, more importantly, its ability to forecast increases markedly.

Econometric Analysis of Industrial Country Commodity Exports by Mr.Manmohan S. Kumar Pdf

This paper examines the composition of primary commodity exports by industrial countries and contrasts this composition with that of the exports by developing countries. Both the share of industrial countries’ commodity exports in world commodity exports, as well as in their own total merchandize exports, is examined over time and across different commodities and geographical areas. The paper then specifies and empirically estimates an econometric model of the demand for and the supply of commodity exports by industrial countries. The model is estimated for five groups of industrial countries and the parameters of the model are compared with those available for the developing countries.
