It presents a new approach to set fish quota based on holistic ecosystem modeling (the CoastWeb-model) and also a plan to optimize a sustainable management of the Baltic Sea including a cost-benefit analysis. This plan accounts for the production of prey and predatory fish under different environmental conditions, professional fishing, recreational fishing and fish cage farm production plus an analysis of associated economic values. Several scenarios and remedial strategies for Baltic Sea management are discussed and an "optimal" strategy motivated and presented, which challenges the HELCOM strategy that was accepted by the Baltic States in November 2007. The strategy advocated in this book would create more than 7000 new jobs, the total value of the fish production would be about 1600 million euro per year plus 1000 million euro per year related to the willingness-to-pay to combat the present conditions in the Baltic Sea. Our strategy would cost about 370 million euro whereas the HELCOM strategy would cost about 3100 million euro per year. The "optimal" strategy is based on a defined goal - that the water clarity in the Gulf of Finland should return to what it was 100 years ago.

Many fish species in the Baltic Sea are dependent on shallow and sheltered near-shore habitats for their spawning, nursery, feeding and migration. Still, the role of these essential fish habitats, EFH, for the development and support for fish production has received little attention. As coastal EFH often are found in areas heavily impacted by humans, they are subject to many threats and therefore management needs are urgent. EFH also provide and support important ecosystem services and are included in national/international agreements and legislative acts. Despite this, the conservation status of EFH is generally poor in the region. Due to these shortcomings and needs, a workshop was set up to review the importance and protection of as well as threats to coastal EFH in the Baltic Sea. This report describes the outcome of the workshop and future directions for work in this research area.

Production of legumes, pulses and grass can be expanded. Alternative protein rich sources include single cell protein (bacteria/fungi), macroalgae (seaweed), mussels and insects. Local protein production has a number of benefits in the form of generation of local jobs, reduction in the import of nutrients and in general boosting the bioeconomy. Valuation of the benefits provided by ecosystem services can aid in designing more efficient policies for the protection of the Baltic Sea. The existing studies on the value of improved marine environment are useful in assessing the importance and value of some marine ecosystem services, but further work is still needed on describing ecosystem services and their interactions, and evaluating how policy changes affect these services and human well-being.
