Water has become a challenging resource that many countries worldwide are concerned with. Thus, water is often linked with health, society development, national income and even international geo-politics. Sometimes, water resources are unavailable, but successful management involves developing approaches and projects to assure water supply. However, there are some countries with available water resources, but unsatisfactory management, and thus complain about water supply becoming a national problem. This situation is prevalent in Lebanon, a country characterized by abundant water resources whether on the surface or sub-surface. It is a paradox that there is still imbalance in water supply/demand in Lebanon, and water resources are now under stress due to chaotic use. This has been exacerbated by the oscillating climatic conditions, increased population and improper management. Therefore, people receive less than one-third of their water needs, and most water supplied is of poor quality. The current status shows a descending trend. Undoubtedly, if the water sector in Lebanon continues this way, we should anticipate unfavourable (and may be severe) consequences. Many studies have been conducted on water and related disciplines in Lebanon; however, all of them focus on specific themes and sometimes defined regions. Nevertheless, the occurred changes on the influencers (natural and man-made) have not been considered. This book is the first of its type for Lebanon, and it shows all aspects of water resources with updated measurements and findings obtained by adopting new techniques. It diagnoses in-depth the major elements of water flow/storage mechanism that have never been covered in such a comprehensive manner before. Also, this book introduces and analyses the existing challenges and proposes solutions. It represents a comprehensive investigation of the water resources in Lebanon.

The Arab region needs a new generation of policies and investments in agricultural water. Agricultural water management has always posed challenges and opportunities in the Arab world. However, unprecedented and accelerating drivers such as climate change, population growth, and land degradation make agricultural water management a more urgent priority than ever before. In addition, as part of the 2030 UN Agenda for Sustainable Development, Arab countries have committed to work towards an ambitious set of development targets, the Sustainable Development Goals (SDGs). Unless the right policies and investments are put in place, it will be difficult to achieve the SDGs, including ending hunger and providing clean water and sanitation for all. This paper is part of an ongoing collaboration between the Food and Agriculture Organization of the United Nations (FAO) and the International Water Management Institute to foster dialogue on agricultural water policies and investments in the context of the FAO led Regional Water Scarcity initiative. Given the scarcity of land and water resources, global strategies to increase food production should focus efforts on increasing production per unit resources, i.e. the combined increase of production per unit land surface (yield expressed in kg/ha) and the increase of production per unit water used (water productivity expressed in kg/m³). The FAO portal to monitor WAter Productivity through Open access of Remotely sensed derived data (WaPOR) uses satellite information to compute and map key variables related to water and agriculture, such as evapotranspiration, biomass production and water productivity. The provision of near real time information through such open access data portal enables a range of service-providers to assist farmers attain more reliable yields and to improve their livelihoods; irrigation operators have access to new information to assess the performance of systems and to identify where to focus investments to modernize the irrigation schemes; and government agencies will be able to use the information to monitor and promote the efficient use of natural resources. This report presents the work undertaken to identify key stakeholders in the agriculture and Information and Communication Technologies (ICT) sector and the capacity needs of farmers to improve water productivity in a sustainable manner, through two components; the first surveys the role and capacities of various stakeholders in the ICT and agriculture sector in Lebanon, and the second presents and analyzes the results of a survey into the capacity needs of farmers in relation to the use of ICT in agriculture in the Bekaa valley.
Inclusive Development and Multilevel Transboundary Water Governance - The Kabul River by Shakeel Hayat Pdf
The four decades long ideological-based insurgencies and conflict in the Kabul River Basin (KRB) have seriously hampered the relations and foreign policies of both Afghanistan and Pakistan. Consequently, it restricts them to solve various bilateral issues including transboundary waters. This lack of cooperation over shared water resources is one of the barriers to achieve inclusive and sustainable development. Additionally, it has contributed to the prevailing anarchic situation where each country does what it wants. The absence of a formal water-sharing mechanism coupled with poor water management practices within both the riparian counties are resulting various flow and administration-related challenges. Moreover, these challenges are further exacerbated by regional changes in social, political, environmental and economic systems. The scholarly literature suggests that an analytical transboundary water governance framework is essential to address the challenges of water politicisation and securitisation, quality degradation and quantity reduction. Additionally, the literature rarely integrates (a) a multi-level approach, (b) an institutional approach (c) an inclusive development approach, or (d) accounts for the uses of different types of water and their varied ecosystem services for improved transboundary water governance. To enhance human wellbeing and achieve inclusive and sustainable development in the KRB this research indicates that it is essential to: (1) defrost frozen collaboration; (2) bypass border dispute; (3) use biodiversity and ecosystem services approach; (4) address existing and potential natural and anthropogenic challenges; (5) remove contradictions in the policy environment; (6) combat resource limits and dependence by promoting collaboration on long-term cost effective solutions; and (7) enhance knowledge and dialogue on inclusive development.
