In addition to weather monitoring devices, the Defense Meteorological Satellite Program satellites currently have on-board auroral imaging devices, precipitating electron detectors, and thermal plasma analyzers. Together these provide a strong tool for analyzing the high latitude, near earth, magnetospheric environment. The program is planned to continue into the 1980s. The precipitating electrons are measured in 16 energy channels spanning an energy of 50 eV to 20 keV. The data have the potential of providing real-time monitoring of auroral activity through oval boundary measurements. To facilitate the use of these data and to examine the feasibility of making consistent, reliable boundary measurements, this report has been prepared. It contains the following: a general description of the DMSP-F2 orbit, its variations in universal time and season, and the pertinence of these variations to boundary measurements, a description of the SSJ/3 pakcage, one of which is built for each of four DMSP satellites and the results of calibrating two of the instruments; a discussion of the way data is processed; a comparison of Northpole-Southpole passes during a magnetospherically quiet period and during an active period, and a discussion of the general features of the electron precipitation as they may be used to determine auroral boundaries.

Air Force satellite P78-1 carries several experiments investigating solar activity and charged particle and electromagnetic radiation measurements. One of these experiments consists of a set of electrostatic analyzers to collect electrons from 50 eV to 20 KeV in 16 channels. The sensors are exactly the same as the SSJ/3 sensor on DMSP satellites. Since the satellite is spinning at a rate of 11 + or- 1 rpm, complete pitch angle information is obtained in about 5.45 sec by each of the two sensors which are 90 degrees apart. Three passes are reported, showing where each pass is during a different intensity of magnetic activity. Oval boundaries, spectral shapes, and total energy fluxes are determined and compared to the results of others. Results from the two sensors are compared to each other.

DMSP/F2 and F4 precipitating electron data are used to determine statistically the systematic variations of the equatorward boundary with Kp as a function of local time. The boundaries were chosen by hand for every DMSP/F2 satellite pass in 1978. These in turn are used to assess an algorithm developed to choose the boundaries automatically. From the statistical variations each boundary is projected to a midnight boundary. The projected midnight boundary served as an index of auroral activity-the Auroral Boundary Index. Listing of the 1978 hand- and computer-chosen boundaries and the Auroral Boundary Index for 1978 are included in appendices.

Phase and amplitude scintillation measurements made at 244 MHz from Goose Bay using the geostationary satellite Fleetsat are presented. An extended dynamic range receiver with an extremely stable local oscillator measured the phase variations with the precision of a coherent system subject to certain limitations. The data were obtained for a 10-month period in 1979 during a high sunspot epoch to extend the limited temporal coverage of the orbiting Wideband satellite data. The report presents scintillation statistics in the manner required for communications system planning. The nighttime phase scintillations showed maximum occurrence during the spring and increased greatly in relation to the amplitude scintillations during times of significant magnetic activity. The increase of phase scintillations in relation to amplitude scintillations was attributed to an enhanced ionospheric drift during times of magnetic disturbances. The phase spectral index of the Fleetsat data was found to be larger than that determined from Wideband data. To further our understanding of auroral irregularity generation mechanisms, this report also presents a case study of energetic particle precipitation spectra, the topside thermal density response of such precipitation and the coordinated phase and amplitude perturbation spectra created by such an energy input into the ionosphere.
