This study recounts the reasons why the order for the Herero genocide was very likely issued by the Kaiser himself, and why proof of this has not emerged before now. In 1904, the indigenous Herero people of German South West Africa (now Namibia) rebelled against their German occupiers. In the following four years, the German army retaliated, killing between 60,000 and 100,000 Herero people, one of the worst atrocities ever. The history of the Herero genocide remains a key issue for many around the world partly because the German policy not to pay reparations for the Namibian genocide contrasts with its long-standing Holocaust reparations policy. The Herero case bears not only on transitional justice issues throughout Africa, but also on legal issues elsewhere in the world where reparations for colonial injustices have been called for. This book explores the events within the context of German South West Africa (GSWA) as the only German colony where settlement was actually attempted. The study contends that the genocide was not the work of one rogue general or the practices of the military, but that it was inexorably propelled by Germany's national goals at the time. The book argues that the Herero genocide was linked to Germany's late entry into the colonial race, which led it frenetically and ruthlessly to acquire multiple colonies all over the world within a very short period, using any means available. Jeremy Sarkin is Chairperson-Rapporteur of the United Nations Working Group on Enforced or Involuntary Disappearances, and is at present Distinguished Visiting Professor of Law at Hofstra University in Hempstead, New York. He is also an Attorney of the High Court of South Africa and of the State of New York. Africa: What It Gave Me, What It Took from Me is a memoir of an extraordinary woman who, as a newlywed, travelled with her husband to German South West Africa, a colony situated just above South African on the Atlantic coast. Here they begin a farm in a quite remote area where they raise cattle, sheep, and goats and plant large gardens on the banks of the Omaruru River. They build a comfortable home and welcome their first child. As the von Eckenbrechers work hard to build, their farm natives, whose land has been appropriated by the colonial government, are planning a revolt against colonial rule. Insurrection begins and the von Eckenbrechers are in the midst of it all. As the rebellion strengthens, Frau von Eckenbrecher returns to Germany to wait out the insurrection. Her husband eventually returns as well. Frau von Eckenbrecher never feels completely at home again in Germany. The von Eckenbrechers divorce and Frau von Eckenbrecher returns to South West Africa with her two sons. Her former husband emigrates to Paraguay. Frau von Eckenbrecher eventually takes a position in a German language school in Windhoek, the capital city, and rears her two sons there. In her book she chronicles colonial life, the natives of the colony, how the Spanish Influenza pandemic raged in Namibia, World War I in Africa, German surrender, and the South African occupation of German South West Africa and the eventual ceding of the colony to South Africa. The editors bring the memoir to a close with an update of Frau von Eckenbrecher’s later life and death, and a short remembrance from one of her two grandsons.

When insurgent groups challenge powerful states, defeat is not always inevitable. Increasingly, guerrilla forces have overcome enormous disadvantages and succeeded in extending the period of violent conflict, raising the costs of war, and occasionally winning. Primarily, I try to establish if they were genocidal. ... My thesis is divided into three major parts. The first two describe and characterize the German policies towards the natives of South West Africa and their mutual relationship, prior to the Herero war and during it respectively. The third is concerned with definitions of genocide and relevance for its aplication on the Herero war. In the first chapter I shortly portray South West Africa prior to European colonisation and then turn my attention to German - steady and gradual - conquest of the country. Special consideration is given to German perceptions of the natives, to their use of the natives for their own cause and to their treatment of the indigenous population. Finally the most important aspects of development of the colony under German rule are presented. The next chapter of the thesis deals with the events of the Herero war. Analysis of the main causes of the uprising is followed by the description of the course of war. This one is purposefully not very detailed, and only events relevant for our cause are mentioned. Much more attention is given to German changing policies during the war and to the differing arguments behind these policies, with special focus on Lothar von Trotha's reasoning. The Nama uprising is mentioned briefly as well. At the end results of the war and its influence mainly on the native population are characterized. On the contrary, those problems can only be tackled if these values are upheld and developed.’ (Spies) David Scott in Conscripts of modernity: The tragedy of colonial enlightenment (2004) investigates how colonial struggles are told in history. He observes how often what happened in the past is told to serve present day priorities. CLR James’s account of the Haitian Revolution of 1791-1804 in his work, The Black Jacobins, is one example of a text written in a time when decolonization was a future possibility. This work is described by Scott as a work of anti-colonial longing. Scott’s argument is that we should move away from anti-colonial longing in order to start thinking of other kinds of problems and other kinds of questions. James, in a revised edition of The Black Jacobins published in 1963, recast the initial narrative from one of romance to one of tragedy. In a post-apartheid South-Africa we are constantly being haunted by our apartheid and colonial past. How we respond to, but even before responding, how we understand the many challenges we face today — ongoing poverty, crime, corruption, equality, dignity, freedom of speech — may depend on how we relate to past, present and future, and specifically how we frame the stories of the struggle against colonialism and against apartheid. Becoming post-colonial (post-apartheid) requires new angles, new starting points. It might be fruitful to study the actions and speech of Julius Malema in light of Scott’s observations. In other words we could reflect on the extent to which Malema remains in an anti-colonial struggle engulfed by Romanticism and is therefore not engaged in a postcolonial struggle, and accordingly fails to engage in a ‘politics for a possible future’. (Scott (2004)) In this edition of Pulp fictions, Pierre De Vos takes another angle on the issue of Julius Malema’s singing of struggle songs and his statements concerning victims of rape. De Vos argues for us not to be blinded by debates on freedom of speech / hate speech, if the real issue is a political struggle for socio-economic transformation. For De Vos, ‘poverty, corruption, discrimination and a lack of service delivery are far more important issues that need to be faced head on.’ Willie Spies in response to De Vos argues for ‘a change of our mindset’ and that such a change is not contrary to socioeconomic reform but rather tightly connected to it. The Herero-German war led to the destruction of Herero society in all of its pre-war facets. Yet Herero society re-emerged, re-organizing itself around the structures and beliefs of the German colonial army and Rhenish missionary activity. Taking advantage of the South African invasion of Namibia in World War I the Herero established themselves in areas of their own choosing. The effective re-occupation of land by the Herero forced the new colonial state, anxious to maintain peace and cut costs, to come to terms with the existence of Herero society. The study ends in 1923 when the death and funeral of Samuel Maherero - first paramount of the Herero and then resistance leader - the catalyst that brought the disparate groups of Herero together to establish a single unitary Herero identity. Perpetrators of mass atrocities have used displacement to transport victims to killing sites or extermination camps to transfer victims to sites of forced labor and attrition, to ethnically homogenize regions by moving victims out of their homes and lands, and to destroy populations by depriving them of vital daily needs. Displacement has been treated as a corollary practice to crimes committed, not a central aspect of their perpetration. Destroying Them Gradually examines four cases that illuminate why perpetrators have destroyed populations using displacement policies: Germany’s genocide of the Herero (1904–1908); Ottoman genocides of Christian minorities (1914–1925); expulsions of Germans from East/Central Europe (1943–1952); and climate violence (twenty-first century). Because displacement has been typically framed as a secondary aspect of mass atrocities, existing scholarship overlooks how perpetrators use it as a means of executing destruction rather than a vehicle for moving people to a specific location to commit atrocities.
