The response of developing countries to the U.S. proposal to liberalize trade in financial services ranges from cautious to hostile. Opening borders to foreign competition - like the wide-ranging domestic reforms needed in most developing countries - must proceed but at a moderate pace.

Liberalization of Trade in Banking Services by Bart De Meester Pdf

"The financial crisis struck with full force in the autumn of 2008. Very soon after the start of the crisis, culprits were sought. An important recurring argument was that liberalization of trade in banking services, as pursued at the European (within the EU) and international level (in the WTO), had seriously reduced the possibilities for governments to regulate and supervise the banking sector. This book examines the validity of this claim and considers how EU law and WTO law deal with the trade-off any policy-maker must make between stability and efficiency in the market for banking services. The book considers specifically the interaction between EU and WTO law because the EU is itself a Member of the WTO, next to its Member States. This implies that the EU must respect the obligations it undertook in the framework of the WTO when the EU determines its policy towards third-country banks"--

Banking Services and the Consumer (RLE: Banking & Finance) by Consumer Focus Pdf

This report, prepared for the government by the National Consumer Council, examines money transmission, access to banking services, new technology, banking and the law, disputes between bank and customer, saving and borrowing. There are special sections on Northern Ireland and Scotland and on bank executor and trustee work – all from a consumer perspective. It is based on the findings of two surveys of consumer attitudes to banking services and evidence from the banks and building societies themselves.

International Trade in Services by Mr.Alexander Lehmann,Mr.Jaroslaw Wieczorek,Ms.Natalia T. Tamirisa Pdf

This paper reviews the characteristics of international trade in services and of the World Trade Organization’s General Agreement on Trade in Services (GATS) framework, which was established to regulate it. Further liberalization of services trade in developing countries, as currently envisaged in the context of the WTO Doha Development Agenda, holds a number of potential benefits, such as underpinning the liberalization of goods trade, but it is also being resisted due to its potential adjustment costs. Two implications for IMF activities are examined: coherence among the three principal international economic institutions and sequencing with macroeconomic stabilization and regulatory reforms.

Trade, Investment and Competition in International Banking by A. O'Connor Pdf

Banks' business is increasingly international and an élite group of global banks is emerging. This book outlines the influences on the evolution of international banking and analyses trade and investment in the international banking industry, covering cross-border trade in banking services, foreign direct investment by banks, international financial centres, capital movements, and competition between banks. Focusing on competitive advantage, it compares the leading banks' international business. This book is of interest to academics and students as well as to bankers. It provides a transversal and truly comprehensive overview of the international banking industry, focusing on the organization of the industry and the influences on it, rather than on the functions of banks themselves.

Explaining Liberalization Commitments in Financial Services Trade by Ludger Schuknecht,Philipp Harms,Aaditya Mattoo Pdf

The authors examine the determinants of market access commitments in international financial services trade in the General Agreement on Trade in Services (GATS). Based on a theoretical model, they investigate empirically the role of domestic political economy forces, international bargaining considerations, and the state of complementary policy. The empirical results confirm the relevance of the authors' model in explaining banking and (to a somewhat lesser degree) securities services liberalization commitments. The findings imply that those who seek greater access to developing country markets for financial services must do more to counter protectionism at home in areas of export interest for developing countries.

Banking and Trading by Mr.Arnoud W.A. Boot,Mr.Lev Ratnovski Pdf

We study the effects of a bank's engagement in trading. Traditional banking is relationship-based: not scalable, long-term oriented, with high implicit capital, and low risk (thanks to the law of large numbers). Trading is transactions-based: scalable, shortterm, capital constrained, and with the ability to generate risk from concentrated positions. When a bank engages in trading, it can use its ‘spare’ capital to profitablity expand the scale of trading. However, there are two inefficiencies. A bank may allocate too much capital to trading ex-post, compromising the incentives to build relationships ex-ante. And a bank may use trading for risk-shifting. Financial development augments the scalability of trading, which initially benefits conglomeration, but beyond some point inefficiencies dominate. The deepending of the financial markets in recent decades leads trading in banks to become increasingly risky, so that problems in managing and regulating trading in banks will persist for the foreseeable future. The analysis has implications for capital regulation, subsidiarization, and scope and scale restrictions in banking.

This new book presents an overview of trade in financial services by the United States. It delineates the framework of US foreign trade in financial services. The bulk of the book, however, is devoted to a selective examination of current, pending, and proposed bilateral, regional, and multilateral agreements that affect this framework. Two appendices examine data, data collection and coverage of US trade in financial services and the role of intergovernmental organisations.
