This study seeks to help the Army identify options to improve its future (i.e., circa 2016) training strategies for Brigade Combat Teams (BCTs) equipped with Future Combat System (FCS) technologies. Key findings are that live training will need to remain at the core of training programs for FCS units, and that adaptation to changing operational requirements will be a primary training challenge. Overall, the findings indicate that planned training enhancements can provide important improvements across a wide spectrum; however, the overall training capability achieved will likely be less than that needed to meet future training requirements. Unit time, the potential for technological advancement, and training budgets were found to be key constraints. While the study stresses greater emphasis on training manpower support in battle command training as the Army's best chance for significant near-term improvement, it concludes that longer-term improvement will depend on how closely the Army monitors and manages its enhancement programs. The process of shaping and balancing future training enhancements, for example, would benefit from better information and improved evaluative capabilities. These changes would be further enhanced by developing better metrics for the quality, quantity, and adaptability of training, by continuing to improve spiral development processes to evolve training methods and means, and by improving the visibility of financial information across training categories.

These training refinements were made to a prototype staff training package described in the report Prototype Staff Training and Evaluation Methods for Future Forces, Throne et al., 1999. The training refinements were implemented in a simulation-based experiment examining the impact of digital systems on Future Battle Command at the battalion and brigade level. This report focuses on the training support package designed to improve performance of staffs using advanced command, control, communications, computer, and intelligence (C4I) systems. Documentation is provided on the analysis, design and development of four staff training products developed under this effort: a Surrogate Command, Control, Communications, and Computers (SC4) System Demonstration, Digital Staff Drills, Team Training Sessions (TTSs) and TTSs Trainer Guide, and refinements to Tactical Decision-Making Exercises (TDXs). In 1988, the NATO panel governing human sciences (Panel 8 on Defence Applica of Human and Bio-Medical Sciences) established a Research Study Group to synthe tions size information relevant to Advanced Technologies Applied to Training Design. During its first phase, the RSG established an active exchange of information on advanced tech nologies applied to training design and stimulated much military application of these tech nologies. With the increased emphasis on training throughout the alliance, Panel 8, during its April 1991 meeting decided to continue with Phase II of this RSG focusing in the area of advanced training technologies that were emerging within the alliance. In order to ac complish its mission, the RSG held a series of workshops. Leaders in technology and training were brought together and exchanged information on the latest developments in technologies applicable to training and education. This volume represents the last in a se ries based on the NATO workshops. In Part One, it details findings from the last work shop, Virtual Reality for Training; and in Part Two, we provide a summary perspective on Virtual Reality and the other emerging technologies previously studied. These include computer-based training, expert systems, authoring systems, cost-effectiveness, and dis tance learning. To determine what the future training concepts of the Army should be, this monograph reviews three areas which develop how the Army should train for future operations. The three areas which impact future training are the requirements given to Army from the Army's current operations, national strategy documents, and finally the future operational environment. Integrated into the analysis of those three areas is an analysis of the Army's current training doctrine from Field Manual 7-0, Training for Full Spectrum Operations to determine the current training doctrine prepares the Army for its future operations. Adding to the problem is a training doctrine which does not fully prepare the Army for future operations and take into account the current operational environment. Finally the monograph presents recommendations for preparing the Army for future operations. Based on this analysis of the Army's current operational environment, national strategy documents, and the future operational environment, the Army should prepare for the next mission or conflict by training on core tasks which span the spectrum of conflict, increase focus on leadership training, and train intangible attributes such as discipline, adaptability, initiative, and problem solving skills. The Army does not have enough time and resources to train for every mission and conflict, and focusing on a core task list which spans the spectrum of conflict, it can adapt those core skills to succeed in an ambiguous and complex future. Complimenting the core competency task list is an increased focus on leaders and leadership training. Future leaders must have the attributes necessary to succeed in a complex and constantly changing operating environment. The intangible attributes required by not only leaders, units and Soldiers are discipline, initiative, problem solving skills, and adaptability.

Interest and initiatives in agroforestry education and training, as in other aspects of agroforestry development, have increased tremendously during the past decade. Coordination of such educational activities was initiated by the first international workshop on education in agroforestry organized by the International Council for Research in Agroforestry (ICRAF) in Decem ber 1982, at Nairobi, Kenya. Since then, agroforestry has been incorporated into the curricula of many educational and training institutions around the world. Moreover, several institutions have developed entire academic programs specifically in agroforestry. However, most of these activities are still isolated initiatives, without common strategies or philosophies. This second international agroforestry workshop was therefore planned to pro vide a forum for reviewing progress, sharing programs and experiences, and planning and coordinating future directions in agroforestry education and training. The main objectives were to review the on-going programs, to assess the scope of professional education and training in relation to the perceived needs of trained personnel, to recommend guidelines for further program development, and to establish networking among institutions and agencies involved in agroforestry education and training. These proceedings contain the keynote papers, regional/country presenta tions and conclusions and recommendations of the International Workshop on Education and Training in Agroforestry held at the University of Florida, Gainesville, USA in December, 1988. The strategy of the workshop was to facilitate focused discussion on identified issues by an invited group of world leaders in agroforestry education and training.
