When the five Central Asian republics gained independence from the Soviet Union in 1991, expectations of violent conflict were widespread. Indeed, the country of Tajikistan suffered a five-year civil war from 1992 to 1997. The factors that the literature on civil wars in general and on the Tajikistan civil war in particular cites as the causes of war were also present in Uzbekistan – but this country had a peaceful transition. Examining this empirical puzzle by isolating the crucial factors that caused war to break out in Tajikistan but not Uzbekistan, this book applies a powerful comparative approach to the broader question of why civil wars occur. Based on fieldwork in both countries, it challenges many common explanations of civil war both generally and in Tajikistan in particular. This includes highlighting the importance of elites’ power perceptions, which have their origins in the interaction of structural-, process-, and network-related variables. Without examining these interactions, macro-structural explanations alone cannot explain the occurrence of civil war in one country and its absence in another. Applying the insights of bargaining theories of war from the literature on international relations to the civil war in Tajikistan, this book will be of interest to students of violent conflict, civil wars, Central Asia and Asian Politics.

When is military force an acceptable tool of foreign policy? Why do democracies use force against each other? David R. Mares argues that the key factors influencing political leaders in all types of polities are the costs to their constituencies of using force and whether the leader can survive their displeasure if the costs exceed what they are willing to pay. Violent Peace proposes a conceptual scheme for analyzing militarized conflict and supports this framework with evidence from the history of Latin America. His model has greater explanatory power when applied to this conflict-ridden region than a model emphasizing U.S. power, levels of democracy, or the balance of power. Mares takes conflict as a given in international relations but does not believe that large-scale violence must inevitably result, arguing that it is the management of conflict, and not necessarily its resolution, that should be the focus of students, scholars, and practitioners of international relations. Mares argues that deterrence represents the key to conflict management by directly affecting the costs of using force. Conflicts escalate to violence when leaders ignore the requisites for credible and ongoing deterrence. Successful deterrence, he suggests, lies in a strategy that combines diplomatic and military incentives, allowing competition among heterogenous states to be managed in a way that minimizes conflict and maximizes cooperation.

This book explores the economic uses of violence and coercion in Russia in the 1990s through interviews with members of criminal groups, heads of protection companies, law enforcement employees and businesspeople. It also uses journalistic and anecdotal evidence. It shows that violence has played a crucial role in creating the institutions of a new market economy, and describes the competition among so-called violence-managing agencies which have multiplied with the liberal reforms of the early 1990s. Examples of these organizations include criminal groups, private security services, private protection companies, and informal protective agencies associated with the state. The book also examines the organizational bases of violence-prone groups in sports clubs (particularly martial arts clubs), associations for veterans of the Soviet-Afghan war, ethnic gangs, and regionally based social groups. Some groups wore state uniforms and others did not, but all of their members spoke and acted essentially the same and were engaged in the same activities: intimidation, protection, information gathering, dispute management, contract enforcement, and taxation. Each group controlled the same resource-organized violence.
