Water has been a strategic objective in armed conflicts throughout history. Gleick (1994, 1998, 2000) has developed a water conflict chronology in which he categorizes the conflicts as the following: control of water resources, military tool, political tool, terrorism, military target, and development disputes. Terrorism is defined as, "water resources, or water systems, are either targets or tools of violence or coercion by nonstate actors." Urban water and wastewater systems have an inherent vulnerability to both manmade and natural threats and disasters including droughts, earthquakes and terrorist attacks. It is well established that natural disasters including major storms, such as hurricanes and flooding, can effect water supply security and integrity. Earthquakes and terrorist attacks have many characteristics in common because they are almost impossible to predict and can cause major devastation and confusion. Terrorism is also a major threat to water security and recent attention has turned to the potential that these attacks have for disrupting urban water supplies. There is a need to introduce the related concept of Integrated Water Resources Management which emphasizes linkages between land-use change and hydrological systems, between ecosystems and human health, and between political and scientific aspects of water management. An expanded water security agenda should include a conceptual focus on vulnerability, risk, and resilience; an emphasis on threats, shocks, and tipping points; and a related emphasis on adaptive management given limited predictability. Internationally, concerns about water have often taken a different focus and there is also a growing awareness, including in the US, that water security should include issues related to quantity, climate change, and biodiversity impacts, in addition to terrorism. This presents contributions from a group of internationally recognized experts that attempt to address the four areas listed above and includes suggestions as to how to deal with related problems. Each year more than 200 million people are affected by floods, tropical storms, droughts, earthquakes, and also operational failures, wars, terrorism, vandalism, and accidents involving hazardous materials. These are part of the wide variety of events that cause death, injury, and significant economic losses for the countries affected. In an environment where natural hazards are present, local actions are decisive in all stages of risk management: in the work of prevention and mitigation, in rehabilitation and reconstruction, and above all in emergency response and the provision of basic services to the affected population. Commitment to systematic vulnerability reduction is crucial to ensure the resilience of communities and populations to the impact of natural and manmade hazards. Current challenges for the water and sanitation sector require an increase in sustainable access to water and sanitation services in residential areas, where natural hazards pose the greatest risk. In settlements located on unstable and risk-prone land there is growing environmental degradation coupled with extreme conditions of poverty that increase vulnerability. The development of local capacity and risk management play vital roles in obtaining sustainability of water and sanitation systems as well as for the communities themselves. Unfortunately water may also represent a potential target for terrorist activity or war conflict and a deliberate contamination of water is a potential public health threat. An approach which considers the needs of communities and institutions is particularly important in urban areas affected by armed conflict. Risk management for large rehabilitation projects has to deal with major changes caused by conflict: damaged or destroyed infrastructure, increased population, corrupt or inefficient water utilities, and impoverished communities. Water supply and sanitation are amongst the first considerations in disaster response. The greatest water-borne risk to health in most emergencies is the transmission of faecal pathogens, due to inadequate sanitation, hygiene and protection of water sources. However, some disasters, including those involving damage to chemical and nuclear industrial installations, or involving volcanic activity, may create acute problems from chemical or radiological water pollution. Sanitation includes safe excreta disposal, drainage of wastewater and rainwater, solid waste disposal and vector control. This book is based on the discussions and papers prepared for the NATO Advanced Research Workshop that took place in Ohrid, Macedonia under the auspices of the NATO Security Through Science Programme and addressed problems Risk management of water supply and sanitation systems impaired by operational failures, natural disasters and war conflicts. The main purpose of the workshop was to critically assess the existing knowledge on Risk management of water supply and sanitation systems, with respect to diverse conditions in participating countries, and promote close co-operation among scientists with different professional experience from different countries. The Water Science and Technology Board has released the first report of the Committee on Public Water Supply Distribution Systems: Assessing and Reducing Risks, which is studying water quality issues associated with public water supply distribution systems and their potential risks to consumers. The distribution system, which is a critical component of every drinking water utility, constitutes a significant management challenge from both an operational and public health standpoint. This first report was requested by the EPA, as the agency considers revisions to the Total Coliform Rule with potential new requirements for ensuring the integrity of the distribution system. This first report identifies trends relevant to the deterioration of drinking water quality in distribution systems and prioritizes issues of greatest concern according to high, medium, and low priority categories. Of the issues presented in nine EPA white papers that were reviewed by the committee, cross connections and backflow, new or repaired water mains, and finished water storage facilities were judged by the committee to be of the highest importance based on their associated potential health risks. In addition, the report noted that two other issues should also be accorded high priority: premise plumbing and distribution system operator training. This first report will be followed in about 18 months by a more comprehensive final report that evaluates approaches for risk characterization and identifies strategies that could be considered to reduce the risks posed by water-quality deteriorating events.
