Rwanda’s policy response to COVID-19 has been widely praised for its rapid, systematic, and comprehensive approach to containing the pandemic. Although the economic consequences are unavoidable, the country expects to return its economy to its high-growth trajectory as the pandemic subsides. We use economic modeling tools designed to estimate the short-term economywide impacts of the unanticipated, rapid-onset economic shocks of COVID-19 on Rwanda. - Results show that during the six-week lockdown that began in March, Rwanda’s GDP fell 39.1 percent (RWF 435 billion; USD 484 million) when compared to a no-COVID situation in the same period. - Results further show that Rwanda’s GDP in 2020 will be between 12 and 16 percent lower than a predicted no-COVID GDP, depending on the pace of the recovery. The losses in annual GDP are between RWF 1.0 and 1.5 trillion (USD 1.1–1.6 billion). - While GDP for the industrial and services sectors were estimated to have fallen during the lockdown period by 57 and 48 percent, respectively, exemptions of COVID-19 restrictions for the agricultural sector limited the decline in agricultural GDP to 7 percent compared to a noCOVID situation. - During the lockdown period, the national poverty rate is estimated to have increased by 10.9 percentage points as 1.3 million people, mostly in rural areas, fell into temporary poverty. Poverty rates are expected to stabilize by the end of 2020, increasing only by between 0.4 and 1.1 percentage points. While these figures may be encouraging, they mask the impacts on poor households of the sharp poverty spike during the lockdown and the inherent complexity of poverty dynamics post-lockdown. Looking forward, the speed and success of Rwanda’s recovery will depend critically on the expansion of Rwanda’s social protection programs, boosting enterprises of all sizes, support to the agri-food system, and restoration of international trade.

This note presents the results of an evaluation of public investment options for Egypt’s agri-food system. Nine agriculture-related public investments are considered, including targeting public spending to expand farm production, e.g., irrigation improvements, input subsidies, agricultural research, and extension, and to promote downstream agro-processing and marketing. The outcome indicators considered are economic (GDP) growth, incomes of the poor, job creation, and dietary diversity. IFPRI’s Rural Investment and Policy Analysis (RIAPA) economywide model is used for the evaluation because it captures linkages between sectors, households, and rural-urban economies and measures changes within and beyond the agri-food system. RIAPA is linked to the Agricultural Investment and Data Analysis (AIDA) module that tracks investment impacts and costs over time. The ranked results of the public investment options considered, summarized in the table here, can help prioritize agri-food system investments for post-COVID-19 recovery.

Impacts of COVID-19 on Myanmar’s agri-food system: Evidence base and policy implications by Researchers of the International Food Policy Research Institute (IFPRI),Michigan State University Pdf
Between April and October 2020, the International Food Policy Research Institute (IFPRI) and Michigan State University (MSU), with support from the United States Agency of International Development (USAID) and the Livelihoods and Food Security Fund (LIFT), have undertaken analyses of secondary data combined with regular telephone surveys of actors at all stages of Myanmar’s agri-food system in order to better understand the impacts of COVID-19 on the system. These analyses show that the volume of agribusiness has slowed considerably in Myanmar since COVID-19 restrictions were put in place. There is lower demand from farmers for agricultural inputs and mechanization services and lower volumes of produce traded, especially exports to neighboring countries whose borders are closed. All actors in the agri-food system are facing liquidity constraints and experiencing increased difficulties in both borrowing and recovering loans.

The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. During the coronavirus pandemic with many people under lockdown, continual agricultural production and access to food remain essential. Women provide much of the formal and informal work in agriculture and food production, distribution, and preparation often under precarious conditions. A cadre of scholars and practitioners from across the globe provide their timely observations on these issues as well as more personal reflections on its impact on their lives and work. Four major themes emerge from these accounts and are interwoven throughout: the pervasiveness of food insecurity, the ubiquity of women’s care work, food justice, and policies and research that can that can result in a resilience that reimagines the future for greater gender and intersectional equality. We identify what lessons we can learn from this global pandemic about research and practices related to gender, food, and agricultural systems to strive for more equitable arrangements.
