This book uses case studies of Aotearoa New Zealand policy formulation and practice to explore early childhood education and care (ECEC) as a site for democratic citizenship and social justice. Addressing fundamental questions about the purpose of education, it argues for explicit values focusing on children and childhood as a basis for ECEC policy to replace discourses of economic investment and child vulnerability that are dominant within policy goals in many countries. A commitment to democracy and equity is a good place to start. Aotearoa New Zealand is of special interest because of its world-renowned ECE curriculum, Te Whāriki, which is based on principles of social justice, respect for rights and an aim to support children growing up in a democracy. The curriculum upholds Māori rights to tino rangatiratanga (absolute authority over their lives and resources). Yet, Aotearoa New Zealand’s extreme market policies and harsh labour laws during recent periods run contrary to ideals of democracy and are puzzlingly inconsistent with curriculum principles. The book starts with an analysis and critique of global trends in ECEC in countries that share capitalist mixed economies of welfare, and where competition and marketisation have become dominant principles. It then analyses ideas about children, childhood and ECEC within a framework of democracy, going back to the Athenean origins of democracy and including recent literature on meanings and traditions of democracy in education. The book uses vivid examples from researching curriculum, pedagogy and assessment practices within Aotearoa New Zealand ECEC settings and collective action to influence policy change in order to illustrate opportunities for democratic education. It concludes by examining what conditions might be needed for integrated and democratic ECEC provision in Aotearoa New Zealand, and what changes are necessary for the future. Although there are many different forms of co-operative learning, consensus exists among the researchers about its positive effects on the student achievement. Numerous of studies that have been published over the past three decades could prove and demonstrate that forms of co-operative learning have benefits for the intellectual development and child’s social gains. Co-operative learning affects the ability to construct knowledge and to build inter-group relations, enhances the child’s self-esteem, and promotes the child’s problem-solving skills (Liu, 1992). Research (Slavin,1995) on co-operative learning has further indicated that cooperative learning improves students’ attitude toward school, learning and others. In fact, Johnson and Johnson who are well-known for their research in this field, argue that there may be no other pedagogical practises that simultaneously achieve such diverse outcomes. Most of the research took place in the range of primary school up to high school, but it is interesting to examine how co-operative learning can be used and is used in the early childhood institutions, especially in the German kindergarten. Over the years, early childhood education has stressed the importance of co-operative learning for the young child’s development, and it is proved that the early learning of cooperative skills produce a long lasting effect and increase the probability of children’s success throughout their school years (Lui, 1992). In spite of knowing the benefits and the positive effectiveness for the child’s development, co-operative learning is not a common practise in schools for several reasons. Educators are confused about what cooperative learning is, are not well-educated in the techniques and have a lack of discipline to implement the basics of co-operative learning in the classroom.

Once the Cinderella of the education system, early years education has evolved into a much more substantially funded sector with staff experiencing greater opportunities for higher-level training and education as well as increasing demands. This book reflects practitioner debates about fundamental questions such as whether or not their field of work is a profession at all. Two key arguments are presented. The first is that early years education has matured to the point that pedagogical and regulatory frameworks have been introduced and linked to a terminology of professionalism. This has opened up a space for early years practitioners – as insiders of this historically undervalued sector – to question the nature of their practice. The questioning leads to the second argument: the need for a new future for early years education marked by a ‘critical ecology’ of the profession. This is a future in which educators maintain an attitude of critical enquiry in all aspects of their role, assessing the genuine needs of the sector, factoring in the different political and cultural milieux that influence it, and acting to transform it. In exploring the issues, this book begins by recording in detail the daily work of early years educators from six countries: Australia, England, Finland, Germany, New Zealand and Sweden. These case studies explore what it means to act professionally in a particular context; perceptions of what being a ‘professional’ in early childhood education means (including practitioners’ self perceptions and external perspectives); and common features of practice in each context. It moves on to analyse the wider socio-political forces that affect this day-to-day practice and recommends that practitioners act as transformative agents informed by the political and social realities of their time.
