The simultaneous presence of a revolutionary change in information technologies and a growing demand for fundamental changes in the education system have set in motion a reassessment of the relationship among information, research, and decision making. The International Bureau of Education (IBE) considered it necessary to introduce new elements into the discussion based on the conclusions of a series of new case studies on the use of research in the process of educational change and on the ways that educational information and documentation systems function. There are two studies presented here, "Using Research in Educational Policy and Administrative Decision-Making" (Fernando Reimers and Noel McGinn) and "Information Availability and Its Impact on Educational Policy-Making, Planning, and Decision-Making: Implications for Educational Information Services" (Kate Wild), that IBE considers propitious to publish in a single volume. The thesis of the first paper is that supporting decision-making with research-based knowledge is a complex undertaking. A fruitful strategy involves identifying and addressing the multiple groups of stakeholders involved as part of the research process. The purpose of the second paper is to explore the relationship between the availability of information and improvements in the effectiveness of educational systems, particularly, but not exclusively, as it relates to the reporting of research results, and to examine the implications for information and documentation services. The basic objective of this publication is to promote a dialogue among the three main partners in this process--political decision-makers, researchers, and documentalists--based on systematic and up-to-date information. The report is organized around five key questions: What should we teach, given what we know and value about mathematics and its roles? Each of the five main chapters in this report considers a key area of mathematics education and describes the core messages of current publication(s) in that area. To maintain the integrity of each report's recommendations, we used direct quotes and the terminology defined and used in that report. If the wording or terminology seems to need clarification, the committee refers the reader directly to the original document. Because these areas are interdependent, the documents often offer recommendations related to several different areas. While the individual documents are discussed under only one of the components in Improving Mathematics Education, the reader should recognize that each document may have a broader scope. In general, the references in this report should serve as a starting point for the interested reader, who can refer to the original documents for fuller discussions of the recommendations and, in some cases, suggestions for implementation.
