While the first phase of FAO’s efforts concentrated more on conducting policy analysis and measuring public expenditures, this second phase built on the first phase’s outcomes to support policy reforms across Southern Asia and sub-Saharan Africa. MAFAP has been found to be an effective and well-positioned influencer of policy reforms in the agricultural sector. This report is a synthesis of the Food and Agriculture Organization of the United Nations (FAO) Office of Evaluation (OED) on evaluations completed from 2019 to 2021 on FAO’s work in the Africa region. It documents FAO’s contribution to results, identifies gaps and emerging issues and lessons learned. The synthesis is organized around the themes of sustainable production and value chain development, food security and nutrition, climate change and natural resources, resilience to threats and crises, and gender equality and empowerment of women. The synthesis used the Programme Priority Areas of the Strategic Framework 2022–2031 to analyse FAO’s contribution to results, finding many positive examples in the Africa region. However, the sustainability of results is a challenge for the region, due to several factors, including capacity constraints of government partners and limitations of FAO project designs. Gaps and emerging issues include the need for guidance on ‘accelerators’ of results, addressing youth as a key priority and new approaches to partnerships with civil society and the private sector. Lessons learned include the importance of good project design, suitably capacitated decentralized offices, effective knowledge management and strategic and inclusive partnerships to achieve results.

This policy note is one in a series of four notes that summarize key findings and recommendations from 32 seminars organized by IFPRI between 2016 and 2020 under the Evaluating Impact and Building Capacity Project funded by the United States Agency for International Development (USAID) and from related research done in collaboration with national and international partners in Egypt. The briefs have been prepared on the basis of a joint symposium and are intended to give policymakers and program designers in the areas of social protection, nutrition, agricultural policy, and the digitalization of agriculture a quick overview of research-based recommendations on key policy issues that will better enable Egypt to achieve several of the goals outlined in the Sustainable Development Strategy 2030. This policy note highlights how digital tools can help improve monitoring, evaluation, and extension services in Egypt’s agriculture sector and how policy analysis can be institutionalized to guide transformation of the food system and rural economies. Four recommendations are discussed: Building on ongoing efforts, continue to digitize agricultural information systems, build and link agricultural databases, and exploit new sources of data. Build on ongoing projects that develop mobile telephone applications for farmers and learn from international experiences to revitalize and digitalize agricultural extension in Egypt. Build the capacity of agricultural policy analysts within the Ministry of Agriculture and Land Reclamation and universities, using both conventional and new digital tools to provide high-quality, research-based policy advice. Promote further digitalization to improve the resilience of food systems in view of shocks, such as the COVID-19 pandemic.

Also, it sheds light on the level and composition of public expenditures on food and agriculture, and how these have been changing over time. And finally, it assesses the coherence between the Government’s agricultural policies and its overall strategic priorities and provides insight into whether these are coherent.Conclusions and recommendations are believed to provide guidance for policy decision-making and reforming of policies that constrain productivity growth – the main engine for agriculture transformation and development.

In both developed and developing countries, governments often intervene in the agriculture sector to support development and to respond to political-economy pressures, using trade policies or price support for particular agricultural commodities. To understand the full implications of agricultural policies, it is necessary to correctly measure the extent to which policies and their derivatives distort market prices of commodities, and to understand the implications of protection provided to other sectors that affects agricultural incentives through real exchange rate impacts. Multiple international organizations (IOs) provide assessment and measurement of agricultural incentives. However, a comprehensive and long-term global database would enable analysts and policymakers to compare and interpret the impact of policy across commodities, countries, and time. To facilitate construction and dissemination of such a database, the Ag-Incentives Consortium was formed in 2013 to bring together institutional efforts, including those of the Inter-American Development Bank, International Food Policy Research Institute (IFPRI), Monitoring and Analysing Food and Agricultural Policies program of the Food and Agriculture Organization of the United Nations (FAO-MAFAP), Organisation for Economic Co-operation and Development (OECD), and World Bank, as well as the CGIAR Research Program on Policies, Institutions, and Markets (PIM). The Ag-Incentives Consortium is the “International Organizations Consortium for Measuring the Policy Environment for Agriculture” and is based on the Memorandum of Understanding for Co-operative Activities on Agricultural Incentives Measurement signed by OECD, FAO-MAFAP, IDB, World Bank, and IFPRI. Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.

Ethiopia is a low-income country and agriculture is the mainstay of the economy, accounting for for 34 percent of GDP and 70 percent of total employment share. Ethiopia remains one of the world’s poorest countries, despite the significant progress achieved in reducing poverty and hunger. The Government of Ethiopia through its Growth and Transformation Plan (GTP II) has consistently prioritized the transformation of agriculture from low-input, subsistence-oriented production systems to a fast-growing, intensive and commercially oriented sector to support the country’s aspirations to become a middle-income country by 2025. FAO’s Country Programme Framework (2016-2020), was formulated based on the GTP II. Over the evaluation period (2014-2019), FAO exceeded the resource mobilization targets. Overall, FAO’s programme displays several imbalances and disconnects, specifically between development activities and emergency response. The evaluation calls for FAO to adopt a more cohesive programmatic approach and continue to consolidate its fragmented programme. In the context of the Government’s plans for agricultural transformation, the evaluation also recommends that FAO support an economically sound value chain and market-based approach to agricultural development, while upholding normative values of inclusiveness and ecological sustainability.

The livestock sector accounts for about 17 percent of agricultural value added and 4.3 percent of Ugandan GDP. Among the livestock subsectors, cattle is the most important one, as Uganda has 14.2 million cattle, of which 11.9 million are raised for meat. However, despite the variety of investments for the production and exports of the livestock products put in place by the Ministry of Agriculture, Animal Industry & Fisheries (MAAIF), Ugandan beef exports have decreased over the last years. Consequently, beef export competitiveness and diversification were identified as two of the top agricultural policy reform priorities for the Uganda following consultations with the Uganda Beef Platform Secretariat, which includes members of the Uganda Agribusiness Alliance (UAA), the EU-funded "Developing a market-oriented and environmentally sustainable beef meat industry in Uganda" Project (MOBIP) and of the Beef Policy and Advocacy Taskforce. This technical report looks at the export competitiveness of beef meat, and skins and hides, by analysing export specialization patterns, market diversification and regulatory requirements, among others. It also outlines characteristics of beef-exporting firms in Uganda and the role informal trade plays for this commodity. As a policy tool, it provides a set of conclusions and policy interventions to “beef up” Ugandan exports of fresh beef, frozen beef, and skins and hides, so that these exports become more competitive and attractive for global, inclusive markets.
