Through the lens of global capitalism theory, William Avilés examines democratization and civil-military relations in Colombia to explain how social and international forces led to the ostensibly contradictory outcome of democratic and economic reform coinciding with political repression. Focusing on the administrations in power from 1990 to the present, Avilés argues that the reduction in the institutional powers of the military within the state reflected changes in the structure of the global economy, the emergence of globalizing technocrats and politicians, and shifts in U.S. foreign policy strategies toward "democracy promotion." These same factors explain Colombia's establishment of a low-intensity democracy—a structure of elite rule in which the strategies of coercion (state and para-state repression) and consensus (competitive elections, civilian control over the military) maintain control and legitimacy. In the age of capitalist globalization, a low-intensity democracy is most concomitant with neoliberalism, establishing the political and economic environment most suitable to the investments of transnational corporations.

This book demonstrates how the intricate ties between armed conflict and economy formation are obscured by the widespread belief that violence is a radical form of action, breaking with the normal course of society and disconnected from the legal economy. Under this view, dispossession is perceived as diametrically opposed to capitalist accumulation. This belief is enormously influential in precisely those bureaucratic agencies that are in charge of peacebuilding, both domestically and internationally. However, this narrow view of the relationship between armed violence and capitalism belies the close ties between plunder and lawful profit, and obscures the continuity between violent dispossession and the free market. By the same token, it legitimizes post-war inequality in the name of capitalist development. The book concludes by arguing that the promotion of radical democracy in the government of land and rural development emerges as the only reasonable path for pacifying a violent polity. In the early 2000s, Chinese demand for imported commodities ballooned as the country continued its breakneck economic growth. Simultaneously, global markets in metals and fuels experienced a boom of unprecedented extent and duration. Meanwhile, resource-rich states in the Global South from Argentina to Angola began to advance a range of new development strategies, breaking away from the economic orthodoxies to which they had long appeared tied. In China’s Wake reveals the surprising connections among these three phenomena. Nicholas Jepson shows how Chinese demand not only transformed commodity markets but also provided resource-rich states with the financial leeway to set their own policy agendas, insulated from the constraints and pressures of capital markets and multilateral creditors such as the International Monetary Fund. He combines analysis of China-led structural change with fine-grained detail on how the boom played out across fifteen different resource-rich countries. Jepson identifies five types of response to boom conditions among resource exporters, each one corresponding to a particular pattern of domestic social and political dynamics. Three of these represent fundamental breaks with dominant liberal orthodoxy—and would have been infeasible without spiraling Chinese demand. Jepson also examines the end of the boom and its consequences, as well as the possible implications of future China-driven upheavals. Combining a novel theoretical approach with detailed empirical analysis at national and global scales, In China’s Wake is an important contribution to global political economy and international development studies.
