Recent Health Policy Innovations in Social Security by Aviva Ron,Xenia Scheil-Adlung Pdf

The debate about health care reform has gone on for many years. The debate has generated often innovative ideas for reform that transcend national boundaries. For example, proposals have been made for an extension of health insurance with a framework of social protection; progressive development of funding methods; controls on expenditure; bringing benefits into line with what is actually needed; and the application of technological advances. The book concentrates on health insurance policy innovations in selected countries in Africa, the Americas, Asia, and Europe. In addition this book addresses recent institutional economic findings with regard to application of information technology in health insurance systems. Topics discussed include: new approaches in extending coverage in a health insurance system, confronting resource scarcity: innovative strategies, refining benefits to meet current needs, new institutional and administrative frameworks, and transformation through information technology systems. Many of the innovations presented here have already been integrated into existing reforms and the authors refer to concrete developments in individual countries and regions. This book presents those important innovations to social health insurance systems in industrialized and developing countries that have been brought forward in recent years and, as far as possible, already evaluated. In doing so, the intention is to show developments that are valid for more than one country and could have long term impact on health insurance systems. This book is intended to promote deeper exchanges of experience between differing regions, countries, and health insurance systems. In this way it will stimulate ideas for politicians and practitioners, scientists and other experts.

Healthcare Card Systems by A. Pernice,H. Doare,O. Rienhoff Pdf

This document includes reports and summaries of the deliverables produced by the different working groups in the context of the Eurocards Concerted Action. The Eurocards Concerted Action is an Advanced Informatics in Medicine (AIM) Concerted Action on Patient Data Cards created in late 1993 and due to report early in 1995. An extension of Eurocards including two new working groups has been agreed upon to take into account the cooperation between the E.U. and Canada. All of these documents have been consolidated and validated during a workshop gathering 25 experts from 11 countries. The present document was issued during the Lisbon Health Telematics Conference as a background document of the IV Framework Programme. It is composed of three main sections: 1. A series of reports compiling the conclusions reached by the working groups of the EUROCARDS Concerted Action and their recommendations concerning the applications of data cards to healthcare systems; 2. A collection of six booklets aimed at decision makers, each of which is a summary of important aspects that need addressing when considering a data card implementation in healthcare; 3. The final section comprises summaries of other questions largely developed in the deliverables (a list of which is annexed) or which consist of the work plan of the more recent working group. A glossary giving the definitions of the different terms and concepts used throughout the whole document is included.

User Acceptance of Health Telematics Applications by I. Iakovidis,S. Maglavera,Antonios Trakatellis Pdf

This book contains examples of "convincing cases" that were selected from all over Europe and presented by experienced users and healthcare decision-makers. These examples are based on successful cases of implementation of health telematics applications and services such as electronic healthcare records and hospital information systems, specialised departmental systems, emergency telemedicine, and regional healthcare networks. Examples of experiences relating to medical informatics education are also included since the education is a crucial factor in the area of user acceptance. Cases of successful promotion of good quality applications and other issues related to users and technology are included in the last section. The readers will find qualitative and quantitative descriptions of many useful experiences of implementation and use of health telematics systems and services. The text of many of the papers is very rich in quantitative analysis and statistics providing good source of reference.

Electronic Healthcare Information Security by Charles A. Shoniregun,Kudakwashe Dube,Fredrick Mtenzi Pdf

The adoption of Information and Communication Technologies (ICT) in healthcare is driven by the need to contain costs while maximizing quality and efficiency. However, ICT adoption for healthcare information management has brought far-reaching effects and implications on the spirit of the Hippocratic Oath, patient privacy and confidentiality. A wave of security breaches have led to pressing calls for opt-in and opt-out provisions where patients are free to choose to or not have their healthcare information collected and recorded within healthcare information systems. Such provisions have negative impact on cost, efficiency and quality of patient care. Thus determined efforts to gain patient trust is increasingly under consideration for enforcement through legislation, standards, national policy frameworks and implementation systems geared towards closing gaps in ICT security frameworks. The ever-increasing healthcare expenditure and pressing demand for improved quality and efficiency in patient care services are driving innovation in healthcare information management. Key among the main innovations is the introduction of new healthcare practice concepts such as shared care, evidence-based medicine, clinical practice guidelines and protocols, the cradle-to-grave health record and clinical workflow or careflow. Central to these organizational re-engineering innovations is the widespread adoption of Information and Communication Technologies (ICT) at national and regional levels, which has ushered in computer-based healthcare information management that is centred on the electronic healthcare record (EHR).

Reference Information Model for Clinical Laboratories by Henk M. J. Goldschmidt Pdf

It is old news that we are in a new information age! And it should come as no surprise that we need new information to help us change our old ways. As clinical laboratory scientists, physicians, and technologists, we need new ideas, processes, tools, and technology to transform our healthcare laboratories from production testing operations into information management organisations. Our future is providing diagnostic and treatment information, regardless where testing is performed and who performs the measurements. To facilitate the transformation to an information management organisation, this publication describes a reference information model for healthcare laboratories. This model allows us to gain new insights into our operations and organisations and helps us to better define and understand our critical information processes. Along with the model, they also provide the computer tools to support that transformation and facilitate the new information management organisation. By coupling theory with technology, they show us the nature of the new organization and start us on the path to the future.
