Excerpt from The Complete Revolution HE Republic is bursting from its Eighteenth Century clothes. A sys tem designed for loosely federated states no longer serves. The Twen tieth Century brings a new dawn and a new deal. The day for patching, tinkering and compromises has gone. The time for revolution has arrived. People are not satisfied with their government. Upon one thing both great parties agree, that only under leadership of radi cals can they have chance for success. The law of progress is change, and without progress there can be no stability. When there has been a long time without change, revolution must come to set stabil ity up again. The system of government in the United States has not changed in one hundred years, although in this period there have been more changes in the manner of living and in the organi zation of society, than there were in the previous thousand years. Government has become out of plumb with the times. Change needed amounts to a revolution; not a revolution of blood, but revolution of method, such as that of 1688 in England, which peacefully established the supremacy of Parliament over the King. Today it comes to establish the su premacy of the people in their government. The first American Revolution abolished monar chy and proclaimed the equal right of every citizen in his government. The time was not ripe, however, for the complete working out of the demo cratic idea. For government by king was substi tuted government by machinery. The machine set up was with checks and balances, reserved rights and parchment restrictions. At the base were thir teen states of semi-sovereign power. At the top were Congress and an executive as nearly independ ent as they could be. Supreme above all was a bench of nine judges appointed for life, and in no way answerable to the people. Democracy, through suspicion and inexperience, forged its own chains. They were chains neverthe less. It is fair to believe, that in a period when Europe was all ablaze with revolution, and again ablaze with reaction, these chains were necessary to hold the young republic in its course. Today, how ever, every essential of the first revolution is su preme and uncontested. The chains, which served their purpose, have now for twenty years held us back, so that the younger democracies, in Australia and Europe, have ceased to look to us for guidance. One has to believe that the readers of the daily press accept such explanations - and one has to believe this, and sad and disheartened, wonder how the scales can be removed from eyes so blind, the stoppers from ears so deaf. Have not the signs been made manifest for long years past? Was the message of the slum undecipherable? Had the Police Court, the Asylum, the Workhouse no voice? Could the ever-growing acceptance - not confined to manual labour - of State theories subversive of our present order convey no lesson? Had those responsible for the management and control of our Industrial System made a generous response - and more important, a willing and sympathetic response - to the demand of Labour for a fairer share? It would almost appear that those upon whom these questions make no imperative demand for answers - answers open and honest and after self-interrogation - are ignorant that rights of property arc social products. By far the greater number of them are printed in books which, though commonly to be found in large libraries, are, on account of their size and expense, not readily accessible to students in general. The MS. of the Constitutional Bill of the first Protectorate Parliament, in the handwriting of John Browne, Clerk of the Parliaments, is preserved at Stanford Hall in the possession of Lord Braye, with whoso kind permission the copy used in this volume has been taken. It is possible that a great part of the document might. have been recovered from the entries of clauses and amendments in tho Journals of the House of Commons, but, as far as I know, this is tho only complete copy in existence. The documents in Part I of the present edition have have been added at the suggestion of Professor Prothero, who very generously placed at my disposal the copies he had made with the intention of adding them to his own Statutes and other Constitutional Documents illustrative of the reigns of Elizabeth and James I (Clarendon Press, 1894). Though the Navigation Act of the Commonwealth has no claim to a place amongst Constitutional Documents, it is of sufficient importance to be printed in tho Appendix. Demagogues, by their very nature, as the term implies, are a pliant, accommodating race; and are prone to yield to circumstances, rather than conquer them. It has been well said that the same elements of character which constitute the demagogues in a popular government enter into and make up the courtier under a monarchy. The men who led our armies to victory during the Revolution, and who framed our free constitutions and laws, were, many of them, foremost in the esteem of the rulers of Great Britain before they thought of resistance. All the older officers of the army had served with honor under the King, and their names were held in high respect at court. Franklin was Postmaster-general of the Colonies; and hundreds besides him were in high favor as civilians. They had therefore no occasion to revolt and set up a new form of government in order to secure the offices. By their heroic self-sacrifice, by their courage and perseverance in what for years seemed an almost hopeless enterprise, and by the wisdom displayed on the tented field and in the council, they gained, among friends and foes the world over, the highest reputation for virtue. The idea of such men being actuated by a low ambi tion to secure places for themselves is therefore simply pre posterons. Excerpt from The Russian Revolution: The First Year The five cardinal points in the policy of the Union of Democratic Control are as follows:- To formulate, and organise support for, such a policy as shall lead to the establishment and maintenance of an enduring peace. For this purpose, to advocate the following points, and to take any other action which the Council of the Union of Democratic Control may, from time to time, declare to be in furtherance of such policy. 1. No Province shall be transferred from one Government to another without the consent, by plebiscite or otherwise, of the population of such province. 2. No Treaty, Arrangement, or Undertaking shall be entered upon in the name of Great Britain without the sanction of Parliament. Adequate machinery for ensuring democratic control of foreign policy shall be created. 3. The Foreign Policy of Great Britain shall not be aimed at creating Alliances for the purpose of maintaining the Balance of Power, but shall be directed to concerted action between the Powers, and the setting up of an International Council, whose deliberations and decisions shall be public, with such machinery for securing international agreement as shall be the guarantee of an abiding peace. 4. Great Britain shall propose as part of the Peace settlement a plan for the drastic reduction, by consent, of the armaments of all the belligerent Powers, and to facilitate that policy shall attempt to secure the general nationalisation of the manufacture of armaments, and the control of the export of armaments by one country to another. 5. - The European conflict shall not be continued by economic war after the military operations have ceased. British policy shall be directed towards promoting free commercial intercourse between all nations and the preservation and extension of the principle of the open door. Excerpt from The First Two Stuarts and the Puritan Revolution, 1603-1660 The maps have been constructed from Clarendon and other familiar sources, and, though they may be incorrect in some points, I hope they will give a clearer idea of the course of the war than is to be gathered from any written narrative. The first will show how far the statement is true that the wealthiest portion of England attached itself to the Parliament, and brings out distinctly the enormous comparative wealth of London. The calculations on which it is founded are derived from a statement in Rushworth, corrected in the instance of the County of Durham, from the original entry in the Privy Council Register. The second map may be said to express the natural strength of the King's party; for, though Oxford was not held by him at the actual commencement of the war, it took his side too vigorously to be counted as a mere enforced accession of strength. The third map shows the King's fortunes at their highest point, just before the Scottish army invaded England, and the fourth gives the position just before the New Model army set out to combat the King.
