As the Nordic energy systems are closely linked, working together on joint initiatives will lead to a green transition that is more cost-effective and socially sustainable than if the countries were each to achieve the goals individually. In 2020, the Nordic Council of Ministers for Energy Policy (MR-E) adopted seven focus areas as input into the action plan for Our Vision 2030. Achieving net-zero will necessitate CO2 removal from the atmosphere to offset residual emissions that are challenging to mitigate. Bioenergy with CO2 capture and storage (BECCS) is a technology that has the potential to generate large-scale CO2 removal and contribute to the attainment of net-zero targets. The report describes the status of BECCS in the Nordic countries and globally. Significant initiatives in the Nordic countries are mapped. Challenges on the market that inhibit BECCS development are analyzed and areas of cooperation and joint initiatives on the Nordic level that could promote the development and deployment of BECCS are proposed. The project has been carried out by IVL Swedish Environmental Research Institute in collaboration with CICERO (Norway) and VTT (Finland).

The Paris Climate Change Conference of December 2015 and the EU’s goal of working towards a European Energy Union make this review particularly timely. It is also based on the Nordic countries’ own reviews of their national climate and energy policies. The geopolitical landscape is currently in a state of flux – global trade and climate policies are under pressure, and nationalist tendencies are emerging in many countries. This presents many challenges to Nordic energy co-operation, which has achieved ground-breaking results based on cross-border co-operation. Various studies have also shown that the Nordic Region has made similarly dramatic gains in terms of welfare. The time has come to assess how the Nordic countries can build on this success, despite adverse international trends. Implementation of the Energy Efficiency Directive in the Nordic countries may affect the development of a common Nordic end-user market in electricity. As the period up to 2020 is too short to develop harmonized energy efficiency policy measures, we expect to see a continuation of a system of current national measures to promote energy efficiency in the Nordic countries. Generally, non-harmonized policy instruments do not need to counteract competition in a common end-user market as long as the suppliers are not given a specific role in managing energy efficiency schemes. Hence, adverse effects on cross-border competition may be mitigated by avoiding obligations on suppliers or by harmonizing such obligations among the Nordic countries.

There is an increasing awareness that climate change is caused by anthropogenic emissions of greenhouse gases that mainly originate from the use of fossil fuels. In the EU member states as well as in other parts of the world, energy policies are being developed that discriminate fossil fuels and /or promote the use of renewable energy sources. Together with increasing oil prices, the result is a steady increase in the demand for renewable energy sources, both for heat and power production and to a varying degree also for vehicle fuels. A transition to an economy that is more based on use of renewable biomass than on fossil fuels is initiated. As a consequence, conflicts between economic production of food, fodder and fuels and various ecosystem services (biodiversity, social and cultural values, etc) that are provided by forest and farmland are increasing as well. Hence, a developed thinking on how to balance between these services is desirable. This report summarizes the conclusions from two workshops on sustainability criteria in relation to tried and/or existing implemented production systems and describes general principles for a sustainable production of biofuels from agriculture and forestry in Denmark, Norway, Finland and Sweden.
