Social Assessment and Agricultural Reform in Central Asia and Turkey by Ayse Kudat,Stan Peabody,Çağlar Keyder Pdf

The social assessment process is relatively new in the World Bank. Since its use is particularly relevant to countries in transition - politically, socially, economically, and ethnically - where much is still unknown, in 1997 the World Bank published a book of case studies of the use of social assessment in general in the former Soviet Union. This second volume focuses on the social assessment process in the rural sector and includes Central Asian countries and Turkey which were not included in the first volume. This volume has several objectives: first, to disseminate the Bank's experience with social assessment for the use of development practitioners around the world; second, to initiate a dialogue about how the social assessment process can be improved in the future; and third, to demonstrate the usefulness of social assessment in an area of the world where dealing with rapid change and an uncertain knowledge basis is common.

Land and Power in Khorezm by Tommaso Trevisani Pdf

This is the first detailed "grass roots" account of Uzbekistan's protracted decollectivisation process. It explores continuity and the change in relations between rural communities, agricultural producers, and the local state authorities in the cotton-growing region of Khorezm. Built up during the Soviet period, the cotton sector has maintained its importance for the state and for rural communities in the years following independence, although economic parameters and social conditions have worsened significantly. Uzbekistan's agricultural reform path does not follow that of most post-socialist scenarios and continuity with the past remains strong. Despite seeming immobility, the local view on rural society presented in this book unveils an unexpectedly dynamic situation, characterized by shifts in patronage relations, struggles over legitimacy, and transformations in family structure and community life. Poised between the state, their communities, and an emerging stratum of absentee farm "sponsors," the focus is on the new farmers ("fermer") and their struggles for a place in rural society. What emerges from decollectivisation is a complexly articulated new agrarian concern: its new inequalities are rooted in the political economy of cotton. The Transformation of Central Asia by Pauline Jones Luong Pdf

With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created. Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Through the prism of local institutions, the authors reassess both our understanding of Central Asia and of the state-building process more broadly. They scrutinize a wide array of institutional actors, ranging from regional governments and neighborhood committees to transnational and non-governmental organizations. With original empirical research and theoretical insight, the volume's contributors illuminate an obscure but resource-rich and strategically significant region.

Farm Sector Restructuring in Belarus by Csaba Csáki,Zvi Lerman,Serge? Sotnikov Pdf

Agriculture remains the main source of employment and livelihood for the large rural population of many transition countries, especially among the former Soviet republics. Accordingly, the World Bank continuously monitors the progress of land reform and farm restructuring in the region because of the potential impact of these processes on rural development and poverty alleviation in rural areas. The present study on Belarus is the latest addition to a long and growing series of World Bank publications on land reform and farm restructuring in the former socialist countries of Europe and Central Asia. The unique features of all these publications is their reliance on first-hand empirical information collected through extensive farm surveys of various rural constituencies. Analysis of survey findings enables the World Bank to base its policy dialogue with governments in the region on solid empirical facts, making the Bank's recommendations more credible and relevant. The survey findings in this volume will provide a platform for useful policy discussions with this country's government and supply international donors that are active there with essential information to design their strategic programs.

Livestock Farming Systems in Central and Eastern Europe by A. Gibon,S. Mihina Pdf

This book examines the potential of Livestock Farming Systems (LFS) research to assess and understand the diversity of livestock farming systems in Central and Eastern Europe (CEE). LFS research based on systemic modelling has improved the understanding of livestock production realities at farm level and influenced agricultural development strategies in Western Europe. Researchers from both Western and Eastern Europe carried out this initial study, which was coordinated and sponsored under a collaborative agreement between EAAP and FAO, and was run in selected regions in Bulgaria, the Czech Republic, Hungary, Poland and the Slovak Republic. The results and conclusions of the study are reported in the book, together with the other contributions of interest with respect to the sustainable development of livestock production in CEE presented and discussed during a workshop in Budapest in August 2001. The results of the study demonstrate the adaptability of LFS research to systems predominantly based on large-scale private, corporate and co-operative farms in the CEE countries.
