Blue Transformation emphasizes the need for forward-looking and bold actions to be launched or accelerated in coming years to achieve the objectives of the Declaration and in support of the 2030 Agenda. Report of the Regional Consultation for Asia on the development of Guidelines for Sustainable Aquaculture by Food and Agriculture Organization of the United Nations Pdf

The Sub-Committee on Aquaculture at its tenth session held in Trondheim, Norway from 23 to 27 August 2019 commended FAO’s work on the Guidelines for Sustainable Aquaculture (GSA) and provided guidance on the way forward, including support for regional consultations. The Sub-Committee further encouraged Members to contribute to the GSA by sharing their experiences in series of regional consultations. The first regional consultation was held for Africa, and this was the second regional consultation for Asia. Participants to regional consultations: (i) shared current policies and practices related to aquaculture in the region; (ii) reviewed existing regional and national governance instruments for sustainable aquaculture; (iii) developed a list of priority thematic modules, including regional and national strengths and challenges; (iv) discussed regional case study concepts, and; (v) identified regional priority areas to be included in the GSA. Fisheries and aquaculture contribute to food security and livelihoods of millions of people in Asia. Both women and men are engaged in fisheries and aquaculture. In the past ten years, many actors have worked on raising awareness on women’s contribution as well as promoting gender equality in fisheries and aquaculture. This study aims to consolidate the efforts to date to provide recommendations for action and future studies. Its objective is to answer the following questions for small-scale fisheries and aquaculture in Asia: (i) What is the division of labour between women and men in specific fisheries and aquaculture practices and what are the differences with respect to their access to assets, resources and entitlements? (ii) What are the drivers of such differences? (iii) What could be critical entry points and opportunities for addressing inequalities and discriminatory practices? To answer these questions, the study conducted an online literature search on gender and fisheries and aquaculture in Asia, selecting articles published between 2011 and 2021. This period was selected to understand the contemporary condition and state of knowledge, and since we aimed for an exhaustive list of literature, some limits in the time period was necessary. The review included both published peerreviewed papers in journals as well as other research and project reports that are available online. In total, it reviewed 253 publications on fisheries and 210 publications on aquaculture. The top four countries where studies were conducted are India (44.3 percent of fisheries and 24.3 percent of aquaculture articles), the Philippines (35.6 percent of fisheries and 17.6 percent of aquaculture articles), Bangladesh (27.7 percent of fisheries and 32.9 percent of aquaculture articles) and Indonesia (30.8 percent of fisheries and 20.5 percent of aquaculture articles). The findings based on each research question are presented in this publication.

Women’s participation and empowerment in value chains are goals that concern many development organizations, but there has been limited systematic, rigorous research to track these goals between and within value chains (VCs). We use the survey-based project-level Women’s Empowerment in Agriculture Index (pro-WEAI) to measure women’s and men’s empowerment in the abaca, coconut, seaweed, and swine VCs in the Philippines. Results show that most women and men in all four VCs are disempowered, but unlike in many other countries, Filipino women in this sample are generally as empowered as men. Pro-WEAI results suggest that respect within the household and attitudes about gender-based violence (GBV) are the largest sources of disempowerment for both women and men, followed by control over use of income and autonomy in income-related decisions. Excessive workload and lack of group membership are other important sources of disempowerment, with some variation across VCs and nodes along VCs. Across all four VCs, access to community programs is associated with higher women’s empowerment, and access to extension services and education are associated with higher men’s empowerment. Our results show that, despite the egalitarian gender norms in the Philippines, persistent gender stereotypes influence men’s and women’s empowerment and VC participation.
