From the Abstract: This paper examines the incidence and sustainability of two types of workplace innovation: employee participation programs and incentive pay systems. The analysis is based on the Working With Technology Survey ... The results show that the incidence of both employee participation programs and incentive pay systems rose, although not dramatically, between 1985 and 1991. Large establishments and those under foreign control were most likely to introduce these types of programs. The presence of a union was associated with a higher probability of reporting an employee participation program but a lower probability of reporting an incentive pay plan. There was also a high degree of association at the establishment level between the two types of organizational innovation examined and between each of them and technological innovation. An important issue cocerns the sustainability of workplace innovations such as employee participation and incentive-based pay systems ... The data suggest that these innovations have a substantial failure rate.
