There is unequivocal evidence that Earth is warming at an unprecedented rate. Human activity is the principal cause. The planets average surface temperature has risen to about 1oC since the late 19th century and most of the warming occurred in the past 40 years. The years 2016 and 2020 are tied for the warmest year on the record. Similarly, other evidence of rapid climate change includes warming of oceans, shrinking of ice sheets, retreating glaciers, decreasing snow cover, rising of sea level, declining artic sea ice, increased frequency of extreme events, ocean acidification and loss of biodiversity. Hence, climate change impacts, both extreme weather and slow-onset events, have impacted several sectors of the national economies and activities, in particular agriculture and food production, augmented by other challenges be it geopolitical, cost of finance or supply chain related, and in a time of increased food insecurity. Without CO2 fertilization, effective adaptation, and genetic improvement, each degree-Celsius increase in global mean temperature would, on average, reduce global yields of wheat by 6.0%, rice by 3.2%, maize by 7.4%, and soybean by 3.1%. Hence this book is useful as a study material to teach in the field of agriculture and climate change. The book is useful for instructors and postgraduate as well as undergraduate students involved in the study of climate change. Addressing loss and damage in the agrifood system is crucial, given its importance for livelihoods and sustainable development. Taking collective action is essential to tackle loss and damage in agrifood systems to ensure that the livelihoods of the most vulnerable communities are adequately protected and food security needs are met. The purpose of this report is to stimulate discussions on the central role of agrifood systems in the loss and damage debate and identify the gaps in data, knowledge and finance that need to be addressed. The report provides an overview of the loss and damage concept, the status of analytical methodologies and tools, a summary of the reporting on loss and damage in nationally determined contributions (NDCs), an outline of the policy needs and some preliminary analysis of the financing needs. Overall, support to countries needs to be targeted and strengthened so that loss and damage in agrifood systems can be dealt with as early as possible. This support needs to ensure that no one is left behind while striving for better production, better nutrition, a better environment and a better life.

This report presents a perspective on the impacts of flooding in rural areas and how to address them in an integrated way that delivers multiple long-term benefits for people (food, water, and economic security) and nature. The challenges faced by rural communities are illustrated and a strategic approach to flood management is presented. The approach advocated is based on a paradigm of planning that connects the short and long term, seeks to simultaneously manage flood risk to people, their agrifood systems, related livelihoods and the economy, while promoting the positive (and necessary) role floods play in maintaining productive agriculture (and aquaculture) and ecosystem health. In doing so, the approach embeds the concepts of disaster risk reduction (DRR) that are integral to the Sendai Framework for Disaster Risk Reduction 2015–2030, which contributes to the 2030 Agenda for Sustainable Development and the crucial need to progress at pace towards the Sustainable Development Goals. The report highlights how flood management practice has evolved throughout history largely in response to flood events. This heuristic approach has yielded some important advances in both policy and planning. Central to this has been the shift from a reactive emergency-based response towards a proactive approach aimed at reducing and managing flood risks. There is however more to do. Recognizing that rural areas have received disproportionately less attention, and current approaches to planning and management are less well established in rural areas compared to urban areas (Asian Development Bank, 2018), a small number of recommendations are set to help make more rapid progress towards flood resilience in rural settings.

Managing Food Insecurity Risk: Analytical Framework and Application to Indonesia by Oecd Pdf

Many of the recent concerns about food security relate to perceived threats to current levels of food security, such as those due to price shocks or natural disasters. These threats concern the risk of food insecurity. This publication develops a risk-management tool to examine the robustness of policy responses to managing risks and uncertainty across a variety of different threats to food security, and applies the framework to an Indonesia case study. Five risk scenarios were selected as major threats to food security in Indonesia, following a consultation process among stakeholders and policy makers, and assessed in terms of existing and alternative agricultural and social policies. The risk assessment shows that domestic economic and natural disaster scenarios are more important than global price hikes and that a policy strategy that concentrates on addressing a single source of risk, such as a price spike in international markets, may increase vulnerability to other sources of risk such as domestic crop failure. The analysis yields a number of specific policy recommendations, including targeting of social assistance programme using food vouchers or cash transfers.
