Until recently the role of women's social status in determining their children's nutritional health went largely unnoticed. That is, until researchers began to ponder the Asian Enigma- the question of why malnutrition is much more prevalent among children in South Asia than in Sub-Saharan Africa, even though South Asia surpasses Sub-Saharan Africa in most of the principal determinants of child nutrition. This report uses data from 36 countries in three developing regions to establish empirically that women's status, defined as women's power relative to men's, is an important determinant of children's nutritional status. It finds that the pathways through which status influences child nutrition and the strength of that influence differ considerably from one region to another. Where women's status is low, this research proves unequivocally that policies to eradicate gender discrimination not only benefit women but also their children.

Globally, undernutrition is related to almost half of the deaths in children younger than five years of age [1]. It leads to large human and economic costs to countries through increased morbidity and mortality in childhood, poor child growth and development, and hinders adult work capacity and productivity. These consequences, in turn, have serious implications for national development. Eliminating malnutrition has, therefore, been on the forefront of the political agenda of many countries worldwide and for global movements such as Scaling Up Nutrition (SUN). Extensive evidence on what nutritionspecific interventions work to reduce malnutrition exists[1]. Less is known, however, about how to effectively implement these interventions at scale, and what mix of interventions is needed to effectively address the multiple co-existing nutrition problems in different contexts (including nutritionsensitive programs). Additionally, greater clarity is needed on the role that commitment, program and policy coherence, and context-specific factors, play in creating enabling environments to reduce malnutrition. The Stories of Change (SoC) case studies, originally conducted in Bangladesh, Ethiopia, India (Odisha state), Nepal, Senegal, and Zambia, and now in Rwanda, aim to fill some of these knowledge gaps by examining the “drivers of change” in reducing malnutrition across different contexts.

Asia and the Pacific is experiencing major demographic shifts and urbanizing rapidly. E-agriculture technologies (remote sensing, drones, sensors) are emerging, with potentially profound implications for the entire food system and management of the natural resource base. Structural transformation of the economy has also changed the nature of the food security problem. Earlier, many governments thought that producing more staple food was sufficient to improve food security. However, today’s economy, increasingly based on human capital and less on physical strength, requires that policies and programmes promote healthy diets for healthy people. This need for improved nutrition will require shifts in agricultural production and trade patterns. Solving the malnutrition problem in urban areas will also require different solutions than in rural areas, due to the difference in urban and rural food environments. In line with the structural transformation of the economy, farm households also increasingly rely on non-farm income to support their livelihoods and risk management strategies, which has implications for the uptake of new technologies. The demographic shifts, urbanization and structural changes in the economy, coupled with climate change, have made the food security and nutrition problem more complex than it was in the past. Solutions require input from different stakeholders, both public and private, as well as a range of government ministries, including Health, Finance, Education, Environment, Trade and Social Welfare in addition to Agriculture.

Reducing undernutrition requires improving access to goods and services from a wide range of economic and social sectors, including agriculture, education and health. Yet despite broad agreement on the multisectoral nature of the global burden of undernutrition, relatively little research has analyzed how different dimensions of accessibility, such as urbanization and travel times to urban centers, affect child nutrition and dietary outcomes. In this paper we study these relationships in sub-Saharan Africa, a highly rural continent still severely hindered by remoteness problems. We link spatial data on travel times to 20,000 person cities to survey data from 10,900 communities in 23 countries. We document strong negative associations between nutrition indicators and rural livelihoods, but only moderately strong associations with remoteness to cities. Moreover, the harmful effects of remoteness and rural living largely disappear once education, wealth, and social/infrastructural services indicators are added to the model. This implies that the key nutritional disadvantage of rural populations stems chiefly from social and economic poverty. Combating these problems requires either an acceleration of urbanization processes, or finding innovative cost-effective mechanisms for extending basic services to isolated rural communities.

Accounting for the rapid reduction of child stunting in Tanzania over 2005-2016 by Derek Headey,Jessica Heckert,Biram Ndiaye,Mauro Brero,Vincent Assey,Giordano Palloni Pdf
This research was undertaken in order to understand what factors have been driving stunting reduction in Tanzania over the recent past (2005-2015), and what can further accelerate progress against undernutrition in the near future (2015-2025). Chronic undernutrition in early childhood - often indicated by stunting - has highly detrimental consequences for long-term physical and cognitive development, school attendance and performance, and labor productivity and wages in adulthood. Understanding how countries have been able to successfully reduce stunting prevalence, and how they can accelerate this success in the future, are therefore critically important research questions. During the past decade, Tanzania has experienced rapid change in the nutrition status of children 0-5 years, particularly since 2010. Stunting declining from 44.3% in 2004-05 to 42.0% in 2010, before dropping sharply to 34.4% in 2015-16, a decline of 0.9 percentage points per year. This encouraging trend begs the main research question motivating this paper: what explains this progress? We address this question with a quantitative approach built upon both parametric and non-parametric regression techniques, and a simple linear regression decomposition at means. Previous studies applying this approach in South Asia have demonstrated the paramount importance of improvements in household wealth, parental education, maternal and child health care, and water, sanitation and hygiene (WASH). However, a novel contribution of the study is the consideration of infectious diseases, including malaria and HIV/AIDS: both diseases were very common in 2005, yet both saw dramatic improvements in prevention and treatment efforts in subsequent years. We show that proxies for the prevention/treatment of these diseases account for the largest share of the predicted reduction in stunting over 2005-16, that prevention of both diseases is associated with improvements in early childhood nutrition (suggestive of improvements in birth size and growth in early infancy), and that the apparent effects of these public health efforts are larger in regions where the diseases are more prevalent. In contrast, the apparent effects of household wealth, parental education, maternal and child health care and WASH are more important in explaining stunting reduction among older children. Finally, we go beyond historical decompositions by using the regression results to project alternative stunting reduction scenarios to 2025. If trends over 2005-2015 were to continue, Tanzania would fail to achieve the WHA target of a 40% reduction in stunting by 2025. However, an accelerated socio-economic development scenario - in which Tanzania achieves faster progress in a wide range of sectors, including improved child feeding - could achieve the WHA target and see stunting rates fall by a further 14 percentage points by 2025. These results reaffirm that solving stunting requires rapid and coordinated progress in multiple sectors, including nutrition-specific actions and a wide range of nutrition-sensitive actions.

This report is a component of the Research Program on Climate Change, Agriculture, and Food Security (CCAFS)-funded project Impacts of Climate Extremes on Future Water and Food Security in South Asia and East Africa. The goal of the project was to characterize extreme drought events, to improve on a methodology to assess the probability of these events in the future under climate change, to illustrate their impacts, and to provide suggestions on coping strategies. The present report sets the stage for the overall project by undertaking a review of the causes of vulnerability to drought in East Africa and the western Indo-Gangetic Plain (IGP) of South Asia, and discussing the options to increase resilience to drought in the agricultural sector. Agriculture is a high-risk endeavor in both regions, due to a combination of recurrent droughtswhich may intensify due to climate changepoor soil fertility, and a host of constraints faced by farmers, especially low access to input and output markets. These factors, combined with farmers high aversion to risk, stifle investments in agriculture, resulting in continuous underachieving production, low income, and persisting poverty.

Despite the rise of targeted input subsidy programs in Africa over the last decade, several questions remain as to whether low and variable soil fertility, frequent drought, and high fertilizer prices render fertilizer unprofitable for large subpopulations of African farmers. To examine these questions, we use large-scale, panel experimental data from maize field trials throughout Malawi to estimate the expected physical returns to fertilizer use conditional on a range of agronomic factors and weather conditions. Using these estimated returns and historical price and weather data, we simulate the expected profitability of fertilizer application over space and time. We find that the fertilizer bundles distributed under Malawis subsidy program are almost always profitable in expectation, although our results may be reasonably interpreted as upper-bound estimates among more skilled farmers given that the experimental subjects were not randomly selected.
